1 - Resolution on GenX A RESOLUTION CALLING FOR DUPONT AND CHEMOURS TO ASSUME RESPONSIBILITY FOR GENX EXPOSURE, CLEANUP, AND RESTITUTION FOR AFFECTED CITIZENRY OF NORTH CAROLINA WHEREAS, Dupont and Chemours have put the lives of the residents of North who have been exposed to GenX in danger; and Carolina WHEREAS, GenX was found in rainwater samples collected near Chemours facility February 13, 2018; and WHEREAS, It seems the corporation is not taking its responsibility to the citizens of the affected area seriously; now, therefore, be it RESOLVED, That the corporation take steps to make sure the dumping actually stops; and RESOLVED, That if dumps do occur, the citizenry will be notified immediately; and RESOLVED, That the corporation take steps to furnish water filtering systems to affected citizens, and bear the cost of these systems. 2 - A RESOLUTION FOR THE PREVENTION OF GUN VIOLENCE WHEREAS, In 2017 there were more mass shooting in the US than days in the year; and WHEREAS, In North Carolina from 2015 to 2016 deaths by guns increased 13.7%, but US deaths only increased 11%; and WHEREAS, There were 1409 N.C. deaths by guns in 2016; and WHEREAS, Country-wide 50% of suicides are by handguns according to American Foundation for Suicide Prevention (www.afsp.org); and WHEREAS, Gun Violence Archive has daily, monthly statistics of incidents, deaths with specific breakdowns of situations; and WHEREAS, 97% of Americans support universal background checks; and WHEREAS 67% want a ban on all assault weapons, semi and automatic; and WHEREAS, 75% want Congress to do more to reduce gun violence; and WHEREAS, Everyone should be able to live their lives free from the fear and scourge of gun violence; now, therefore, be it RESOLVED, That we Democrats of Brunswick County, North Carolina ask our legislators to enact legislation to prevent gun violence by requiring: 1. universal background checks; and 2. an age restriction of 21 for all gun sales; and 3. a ban on the sale of all assault weapons; and 4. no sales of bump stocks; and 5. limitations on ammunitions sales; and 6. mandatory safety training for all gun purchases; and 7. mandatory safety training for all gun-related licensure. 3 - A RESOLUTION TO OPPOSE ANY RE-INTRODUCTION OF VOTER SUPPRESSION LEGISLATION IN NORTH CAROLINA LEGISLATURE WHEREAS, Previous N.C. voter suppression legislation has been ruled unconstitutional and as deliberate suppression of minority votes; and WHEREAS, 90 Brunswick County voters signed the petition* which was submitted to all state and federal Brunswick County legislative representatives; and WHEREAS, Republicans in the House introduced many of the same voter suppressive elements in 2017; now, therefore, be it RESOLVED, That we Democrats of Brunswick County, North Carolina oppose any reintroduction of voter suppression legislation, including specific measures (as listed in *petition) to: 1. require photo ID, 2. eliminate same day registration, 3. eliminate pre-registration of 16 and17 year olds 4. eliminate out-of-precinct provisional voting 5. eliminate Sunday voting 6. reduce early voting days, hours and locations. 5 - A RESOLUTION CALLING FOR NORTH CAROLINA TO REQUIRE FEDERAL BACKGROUND CHECKS WHEN PURCHASING GUNS OR TRANSFERRING OWNERSHIP OF GUNS WHEREAS, In North Carolina, holders of permits to purchase handguns and concealed weapons permits are exempt from the federal background check; and WHEREAS, In North Carolina unlicensed sellers are exempt from having to perform any background check before selling a firearm; and WHEREAS, Maintaining a federal gun background check database where the FBI could help stop high-risk individuals with criminal convictions from getting guns; now, therefore, be it RESOLVED, That North Carolina will require universal background checks for all firearm transactions, public or private, to be recorded and go through the National Instant Criminal Background Check System (NICS). 6 - A RESOLUTION CALLING FOR THE RATIFICATION OF THE EQUAL RIGHTS AMENDMENT BY NORTH CAROLINA WHEREAS, On March 22, 1972, The United States Senate passed the Equal Rights Amendment to the United States Constitution on March 22, 1972; and WHEREAS, The Equal Rights Amendment proposed banning discrimination based on sex; and WHEREAS, The Equal Rights Amendment was ratified by thirty-six states; and WHEREAS, Approval of the Equal Rights Amendment needs ratification by thirty-eight states; and WHEREAS, North Carolina did not ratify the Equal Rights Amendment; now, therefore, be it RESOLVED, That North Carolina ratify the Equal Rights Amendment; and RESOLVED, That Congress and the several States shall have the power to enforce, by appropriate legislation, the provisions of this amendment; and BE IT FURTHER RESOLVED, That the Equal Rights Amendment shall take effect two years after the date of ratification. 7 - A RESOLUTION AGAINST OFFSHORE DRILLING WHEREAS, The U.S. Interior Department has proposed an America-First Offshore Energy Strategy which would create 47 possible auctions of drilling rights in more than 90 percent of the U.S. outer continental shelf, including the North Carolina coast; and WHEREAS, Offshore drilling operations have an inherent, and well documented, risk of major and minor oil spills which would damage the coastal environment and beaches; and WHEREAS, The small-scale seismic blasting required to search for offshore drilling locations has been known to reduce commercial fishing productivity by 70%; and WHEREAS, Any oil obtained through the offshore drilling would be sold on the global open market for world-wide use and would provide no revenue nor energy independence for North Carolina; and WHEREAS, North Carolina s economy relies on a healthy coast where the fishing, tourism, and recreation industries support approximately 51,000 jobs and generate about $3 billion in GDP for the state; and WHEREAS, More than 600 tourism boards, chambers of commerce, restaurant associations, and fishing groups have come out in opposition to offshore drilling; and WHEREAS, The North Carolina General Assembly has taken no action to protect the vital coastal environment, economy and way of life for the citizens of the region; now, therefore, be it RESOLVED That we request that the North Carolina State Democratic Party (NCDP) urge the Democrats in the North Carolina General Assembly to put forth a resolution opposing offshore drilling off the North Carolina coast; and RESOLVED, That the NCDP provide those Democrats all required support to publicize the resolution: and, BE IT FURTHER RESOLVED, That Democrats shall bring all possible pressure on the remaining members to of the General Assembly to support and pass the resolution. 8 - A RESOLUTION CALLING FOR THE DEMOCRATIC PARTY S SOLIDARITY AND COMMITMENT TO THE PARIS CLIMATE AGREEMENT WHEREAS, The International Panel on Climate Change (IPCC) has found that warming of the climate system is unequivocal, climate change is occurring, and human activities have been the dominant cause of observed warming; and WHEREAS, The IPCC is concerned that widespread and substantial climate change impacts are already evident in natural and human systems on all continents and across the oceans; and WHEREAS, The United Nations Framework Convention on Climate Change (UNFCCC) stresses that all countries should accelerate the transition to net zero Green House Gas (GHG) emissions and climate resilience, as agreed in the Paris Climate Agreement, to avoid the worst impacts of global warming; and WHEREAS, Data from both NASA and NOAA show that 17 of the warmest years on record have occurred since 2001, 2017 was the warmest year since record keeping began in 1880, and that the earth s average surface temperature has increased 1.1 C since that time; and WHEREAS, The serious consequences of inaction are often irreversible and affect all regions of the world in different but highly damaging ways, resulting in migration flows and loss of lives, as well as economic, ecological and social losses; ; now, therefore, be it RESOLVED That the Democratic Party stand in solidarity with all signatories of the Paris Climate Agreement; and Resolved, That the Democratic Party will serve as a beacon for getting out the message to all people as to the seriousness of climate change: and, BE IT FURTHER RESOLVED, That the Democratic Party will examine and update as necessary all climate change initiatives continuing to enable and encourage participation by national and state leaders of its membership. 9 - A RESOLUTION FOR INCLUSION WHEREAS, Human diversity can be defined as differences in race, ethnicity, nationality, gender, gender identity, sexual orientation, socio-economic status, age, physical and/or mental capabilities, and religious beliefs; and WHEREAS, Vast diversity exists within the Democratic Party and the United States of America; and WHEREAS, All humans are possessed with unique, rich cultural histories, backgrounds and personal experiences deserving of universal respect and acceptance; and WHEREAS, New voters become eligible to vote and offer the promise of greater future diversity in the party membership; and WHEREAS, It is believed that greater diversity enriches and adds value to Democratic Party through practice experience, innovation and creativity; now, therefore, be it RESOLVED That Democratic Party will examine and update as necessary diversity and inclusion initiatives continuing to enable and encourage participation by national and state leaders of its membership; and RESOLVED, That the Democratic Party will serve as an effective means for promoting a culture of diversity and expanding volunteer leadership opportunities for all; and RESOLVED, That the Democratic Party will adopt and implement diversity and inclusion practices to better serve people; and RESOLVED, That the Democratic Party ensures all people have opportunities to increase their knowledge about the party and participate in its culture and politics; and, BE IT FURTHER RESOLVED, That the Democratic Party will monitor the impact of these practices to improve and strengthen them over time. 10 - A RESOLUTION CALLING FOR AN END TO PARTISAN GERRYMANDERING WHEREAS, the current state redistricting process creates a conflict of interest as lawmakers are effectively selecting their own constituents; and WHEREAS, legislative incumbents often construct districts that split communities of interest and are not compact; and WHEREAS, the current redistricting process has severely undermined our basic democratic process, as evidenced by the fact that in 2016 only 10% of North Carolina legislative races were competitive, 40% of state legislative races had only one candidate on the ballot and not a single congressional race was competitive in North Carolina; and WHEREAS, the lack of competitive elections has led to a serious degradation of our political discourse in North Carolina, where there is little room for compromise and a growing polarization and gridlock in Washington, DC and Raleigh, and WHEREAS, leaders of both political parties in North Carolina have expressed a desire to end partisan gerrymandering by creating a non-partisan redistricting commission; and WHEREAS, the redistricting process is one that should be conducted in an open, transparent manner with real opportunities for public dialogue and feedback, rather than behind closed doors; and WHEREAS, important principles including the protections of the Federal Voting Rights Act of 1965 and respect for neighborhoods, towns and counties should be clearly listed for a Commission to abide by; and WHEREAS, voters are more likely to participate when they believe that their votes will count and that they have a reasonable chance of electing candidates who represent their interests; and WHEREAS, elected officials are more responsive to constituents when voters have a choice of candidate, thereby increasing accountability and serving the best interest of the voters; now therefore, be it RESOLVED, That the State of North Carolina should establish an independent redistricting process that has as its goal new legislative districts that are: as nearly equal in population as practicable; composed of a compact and contiguous territory that does not divide any county, city, or incorporated town, except where necessary to ensure equality of population; and which incorporate the principles of diversity and partisan balance.
