The DPKO was set up to allow the United Nations to have greater institutional capacity to respond to international crises. The Department traces its roots to 1948 with the creation of the first UN peacekeeping operations: UN Truce Supervision Organization (UNTSO) and UN Military Observer Group in India and Pakistan (UNMOGIP). Up to the late 1980s, peacekeeping operations were operated through the UN Office of Special Political Affairs. By the early 1990s, the strategic context for United Nations peacekeeping had evolved from military observation to multidimensional enterprises designed to ensure the implementation of comprehensive peace agreements and to assist in laying foundations for sustainable peace. Peacekeepers enlarged scope of activities included helping to build sustainable institutions of governance, human rights monitoring, electoral reform, humanitarian assistance, security sector reform, demining, as well as the disarmament, demobilization and reintegration of former combatants. At its inception in 1992, the functions of the Department of Peacekeeping Operations included: formulating policies and procedures, based on Security Council resolutions and mandates, for the establishment of new peacekeeping operations and the effective functioning of ongoing operations; securing military units and equipment as well as other material and human resources required for peacekeeping operations; developing operational plans and methodologies for multidimensional operations; undertaking contingency planning for peacekeeping operations; and providing logistic and administrative support for the operations in the field. In 1994, the DPKO was reorganized into two sections, the Office of Planning and Support and the Office of Operations. Each section was headed by an Assistant Secretary-General. The Office of Planning and Support was divided into a Planning Division and a Field Administration and Logistics Division (FALD). The Office of Operations was divided into three divisions organized along regional lines: the Africa Division (AD), the Asia and Middle East Division (AMED), and the Europe and Latin America Division (ELAD). The Policy and Analysis Unit and the Situation Centre were created in 1993, and the Lessons Learned Unit was created in 1995. In 2007, under the initiative of Secretary-General Ban Ki- Moon, the Department of Peacekeeping Operations underwent major structural change, and the Department of Field Support (DSF) was created to address shortcomings in mission support, such as logistics, transportation and recruitment. Close interaction between DPKO and DFS is maintained through shared functional and operational areas. As of 2012, the four main offices of the DPKO were the Office of Operations, the Office of the Rule of Law and Security Institutions (established in 2007), the Office of Military Affairs, and the Policy Evaluation and Training Division. The leadership of the Department of Peacekeeping Operations was carried out by Marrack Goulding, who served as Under-Secretary-General for Peacekeeping Operations from June 1992 until February 1993. Kofi Annan served as

Assistant Secretary-General for Peacekeeping Operations from June 1992 until March 1993, when he was appointed to succeed Goulding as Under-Secretary-General for Peacekeeping Operations. Annan served as Under-Secretary- General for Peacekeeping Operations until he was appointed Special Envoy of the Secretary-General to the Former Yugoslavia, serving six months in that position (vember 1995-April 1996). Ismat Kittani temporarily replaced Kofi Annan as Under-Secretary-General for Peacekeeping Operations during his absence. After returning to DPKO, Mr. Annan served as Under-Secretary-General for Peacekeeping Operations until December 1996. Kofi Annan was succeeded by Bernard Miyet (January 1997-October 2000), Jean-Marie Guéhenno (October 2000-June 2008), Alain Le Roy (June 2008-October 2011), and Hervé Ladsous (October 2011-present). Scope and Content The arrangement and description of AG-050 is based on the Peacekeeping Headquarters Retention Schedule, v. 2, August 2011, Department of Peacekeeping Operations (DPKO) and Department of Field Support (DFS). The names of the series comprising AG-050 were drawn from the function series listed in the retention schedule. During archival processing, the files were assigned to series based on their function. Files originating from the offices of the Under- Secretary-General for Peacekeeping and the Assistant Secretary-General for Peacekeeping were kept together and assigned to 1834. Dureau s chronological files contain a variety of documents, including email messages, briefing notes on mission operations, and press reviews. They also contain briefs, papers and reports covering diverse topics, including: the intervention of the international community in the crisis in the Central African Republic; the restructuring of the Forces Armées Centrafricaines (FACA) and the formation of the national police; social and economic development in the CAR; the security situation in the country; disarmament and humanitarian assistance initiatives; relations between the CAR and Chad; technical requirements for MINURCA; and United Nations-provided technical support for elections. Records related to the United Nations Assistance Mission for Rwanda (UNAMIR) consist primarily of briefs and memoranda forwarded to the Military Adviser and his staff about various operational matters, and briefs exchanged between the Military Adviser and the Field Operations Division (FOD), as well as with the Field Administration and Logistics Division (FALD). There are also: briefs on the activities of Human Rights Observers in Rwanda; terms of reference for UNAMIR Liaison Teams, which conducted visits to assist countries in preparation for their participation in the mission; and a report about a Security Assessment Mission to Rwanda undertaken from 17-31 August 1993. Records relating to the United Nations Interim Force in Lebanon (UNIFIL) include: updates for the Security Council about events in Lebanon and in the UNIFIL area of responsibility; briefs and notes for the file on troop contributors meetings and on meetings held at Department of Peacekeeping Operations (DPKO) on rotation, senior staff appointments, the UNIFIL mandate, the deployment of the Lebanese Army in the UNIFIL mission area, and the reduction of UNIFIL strength; remarks made by United Nations officials at troop contributors meetings; chronologies of events in UNIFIL s area of responsibility; and briefs on the supply of armoured personnel carriers (APC) to UNIFIL operations. Records relating to the United Nations Truce Supervision Organization (UNTSO) consist of: summaries of security meetings among UNTSO staff, and definitions of security alert status levels and procedures for assigning levels; security advisories circulated among UNTSO staff noting general restrictions and terrorist threats in Lebanon, and around the Litani River, Israel, West Bank, and Gaza. Also included are drafts of the Security and Evacuation Plan for Israel and the Occupied Territories, which describe: the duties of key individuals responsible for security matters in the event of hostilities, internal disorder, and natural disasters; condition requirements for security phase implementation; and the names, job titles, and locations of current UNTSO staff. 1827 also contains records that pertain to the United Nations Good Offices Mission in Afghanistan and Pakistan (UNGOMAP); these concern UNGOMAP s observation from 1988 to 1989 of the withdrawal of Soviet troops from Afghanistan. Included are UNGOMAP plans which outline the Soviet troop withdrawal process. There are also debriefing reports and periodic reports prepared by UNGOMAP military personnel stationed at various locations in Afghanistan, which describe tank, vehicle, and aircraft movement of Soviet troops, and the number of Soviet personnel and vehicles crossing. Records assigned to 1828 also cover policy, procedure and best practice concerning: military personnel in DPKO and in peacekeeping missions; operations and logistics; mission equipment and assets; mission liquidation; air assets and air operations in peacekeeping missions; and medical support in peacekeeping operations. The records primarily consist of directives and guidelines issued to incoming Force Commanders and high-level military personnel; governments contributing military personnel to peacekeeping missions; and Military Observers, Military Liaison Officers, and Civilian Police on assignment. The guidelines are mission-specific as well as generic. Guidelines and directives for incoming Force Commanders were issued directly by the Under-Secretary-General for Peacekeeping. They detail the authority of the mission as established by the Security Council and as vested in the Secretary-General; the background to the conflict in the host country; the command authority and responsibilities of the Force Commander; the mandate and terms of reference of the peacekeeping mission; the history of the implementation of the mandate; expected relations with host countries and governments of neighboring countries; expected relations with the media; expected relations with other peacekeeping missions in the region; requirements regarding the Force Commander s reporting to DPKO headquarters on mission developments; and the organization and strength of the mission, and functions of senior officers. Directives and guidelines are also included for Chief Military Observers and Chief Military Liaison Officers. Guidelines for governments contributing military and police personnel to peacekeeping missions detail the background of the conflict; the mission mandate, organization, and concept of operations; requirements for contingents and infantry battalions in terms of weapons, vehicles, generators, tentage, defence stores, water containers, etc.; requirements for deploying engineering, logistics, and medical units; naval and air support specifications for the mission; procedures regarding the training and preparation of personnel; and procedures regarding headquarters establishment and communications within the mission area. Guidelines for Military Observers on assignment detail qualifications and expectations for conduct and performance; the duty schedule and duration of tours of duty; locations of duty stations; compensation and mission subsistence allowance (MSA); entitlement in case of death, injury, or illness; privileges and immunities granted to Military Observers; climate and living conditions in the mission area; immunization requirements and personal protection measures against local diseases; procedures for traveling to and from the mission area; clothing and equipment required; and the mandate, organization, and historical background of the mission. Also included in the guidelines is a sample undertaking form to be signed by Military Observers. The undertaking committed the signee to avoid actions which would adversely affect the integrity, independence, and impartiality required of the Military Observer status in the mission. Guidelines are also included for Military Liaison Officers and Civilian Police on assignment. There are also records in 1828 that document the development of policies for military participation in peacekeeping missions, and efforts by the DPKO to acquire support for these measures from Member States, the Security Council, and the Secretary-General.
