JAMMU AND KASHMIR LEGISLATIVE ASSEMBLY SECRETARIAT JAMMU BULLETIN Wednesday, January 10, 2018 The House met at 10:00 A.M in the Jammu and Kashmir Legislative Assembly Hall, Jammu. Shri Kavinder Gupta, Hon ble Speaker in the Chair. At the commencement of the day s proceedings, all the Hon ble Members of the National Conference waving banner supported by other Hon ble Members of Opposition stood up from their seats and raised the issue regarding the alleged killing of civilians the otherday at Khudwani, Kulgam and Larnoo in Kokernag. Meanwhile Hon ble Member Shri Satpaul Sharma (BJP) raised the issue of baton charged and tear gas shelling by Police on employees of the National Health Mission including Women

protesting in support of their demand and sought a statement from the Government in this behalf. The Hon ble Speaker directed the Government to examine the matter. In response, Mr. Bali Bhagat Hon ble Minister for Health and Medical Education informed the House that he would make a statement in this behalf after Question Hour. Note: - At this stage Mr. Ghulam Nabi Lone, Hon ble Minister for Agriculture read out a statement regarding the killing of a civilian in Khudwani, Kulgam. However, Hon ble Members the Opposition were not satisfied with the reply of the Government and came into the well of the House, shouting slogans, besides demanding a discussion on the alleged innocent killings which was not allowed by the Chair. Subsequently, the opposition Members except Er. Abdul Rashid(Indp) and Mr. Pawan Gupta(Indp) staged a walk out from the House in protest. In the meanwhile, Hon ble Member, Er. Abdul Rashid came into the well of the House and disrupt the proceedings of the House. The Hon ble Speaker repeatedly requested him to resume his seat but he continued his protest. Note: - Hon ble Member, Er. Abdul Rashid he was taken away from the House under the directions of the Chair. STARRED QUESTIONS Out of 18 Starred Questions set down in the Question List, only 06 Questions were called and orally answered 20 Supplementary Questions were raised and answers given. Note: - A.Q. No 121 at S.No. 4 and A.Q. No. 469 at S.No. 5 were not taken up due to absence of concerned Hon ble Members in the House. Un-Starred Questions Written replies to 15 Un-starred Questions set down in the Question list were placed on the Table of the House. Note: -

(i) At this stage all the Hon ble Members of opposition once again raised an issue regarding alleged innocent killings in Kulgam and Kokernagh Constituencies and sought a statement from the Government. The Hon ble speaker tried to pacify the agitated Members but they were adamant on their demand and came into the well of the House, shouted slogans. In the meanwhile, Mr. Abdul Rehman Veeri, Hon ble Minister for Revenue & parliamentary Affairs informed the House that a magisterial enquiry has already been ordered in the matter and the Report thereof would be placed before the House. At this stage, Hon ble Member, Jenab Omar Abdullah condemned the said incident and stated that Hon ble Chief Minister should have been present in the House to express her sympathy over the said innocent killings. Subsequently, he along with Hon ble Members his party including Hon ble Members of Congress Party staged a walk out from the House in Protest. (ii) Shri Bali Bhagat, Hon ble Minister for Health & Medical Education gave a statement regarding the issue of NHM employees and informed the House that the matter would be examined. (iii) Hon ble Members Shri Satpaul Sharma, Shri Rajeev Jasrotia, Shri Dina Nath Bhagat, Shri Ranbir Singh Pathania belonging to BJP, Hon ble Member Mr. Yawar Ahmad Mir (PDP), Hon ble Member Er. Abdul Rashid (Indp) and Hon ble Member Shri Pawan Gupta (Indp) were not satisfied with the statement given by the Hon ble Minister for Health and Medical Education and sought an assurance from the Government for regularization of the services of the employees of NHM. They also condemned the incident of lathi-charge and tear gas shelling took place the other day. (iv) While taking serious note on the absence of Hon ble Minister for Health & Medical Education from the House, the

Hon ble Speaker directed the Minister Incharge Parliamentary Affairs to ensure the presence of the Hon ble Minsters in the House. Further Discussion on Motion of Thanks on Governor s Address. The following Hon ble Members took part in the discussion on Motion of Thanks on Governor s Address. 1. Mr. M.Y. Tarigami (CPIM) 11:31 hrs to 11:54hrs Note: - Chair at Mr. Nazir Ahmad Gurezi, Hon ble Deputy Speaker in the 11:32 hrs. 2. Mr. Aijaz Ahmad Mir(PDP) 11:55 hrs to 12:05 hrs 3. Shri Shakti Raj Parihar (BJP) 12:06 hrs to 12:19 hrs 4. Mr. Javid Hassan Beigh(PDP) 12:20 hrs to 12:49 hrs Shri Kavinder Gupta, Hon ble Speaker in the Chair at 12:48 hrs 5. Shri Pawan Gupta (Indp) 12:50 hrs to 13:14 hrs 6. Er. Abdul Rashid (Indp) 13:15 hrs to 13:35 hrs

Note: - At this stage the time of the House was extended by 5 minutes with the leave of the House. Before adjourning the House, Hon ble Speaker requested the Hon ble Members of the opposition to join the proceedings of the House. The House then adjourned to reassemble at 15:05 hrs SECOND SITTING The House re-assembled at 15.00 hrs in the J&K Legislative Assembly Hall, Jammu. Shri Kavinder Gupta, Hon ble Speaker in the Chair. Note: - At this stage, Economic Survey Report for the year, 2017 was laid on the table of the House by Mr. Haseeb A. Drabu, Hon ble Finance Minister. Further Discussion on Motion of Thanks on Governor s Address. The following Hon ble Members took part in the discussion on Motion of Thanks on Governor s Address. 7. The Motion of Thanks on Governor s Address was adopted by the House with voice vote. The House then adjourned to meet again on Thursday, the 11 th of January,2018 at 10:00 hrs.
