European Parliament 2014-2019 Committee on the Environment, Public Health and Food Safety VI_PV(2018)0226_1 MINUTES Meeting of 26 February 2018, 15:00-18:30, and 27 February 2018, 09:00-12:30 BRUSSELS The meeting opened at 15:10 on Monday, 26 February 2018, with Adina-Ioana Vălean (Chair) presiding. 1. Adoption of agenda VI_OJ (2018)0226_1 The agenda was adopted in the form shown in these minutes. 2. Chair's announcements Extraordinary meeting: The Chair announced two extraordinary VI meetings in Strasbourg in March: o Monday 12 March 2018 at 19.00, vote on the draft report on the relocation of EMA. o Wednesday 14 March 2018, 14.00 to 15.30, an exchange of views with Commissioner Bieńkowska on the follow-up to the EMIS enquiry committee recommendations. Report back from delegation: The Chair informed that the meeting documents included the mission reports of the VI delegations to Porto Marghera (Venice, Italy) and to EFSA (Parma, Italy). Opening of interinstitutional negotiations on renewables: the Chair informed that following the referral back from the plenary to conduct interinstitutional negotiations on the Renewables (RED II) file, the first trilogue was set to take place the following day with Bas Eickhout, VI rapporteur, as a member of the EP negotiating team. Interpretation status corresponded to the linguistic profile of the committee: 20 languages were available except for Estonian, Latvian, Maltese and Gaelic. Electronic meeting file/web streaming: The Chair announced that as usual, the meeting file was available electronically via the e-meeting application and that the meeting would be web streamed. 3. Chair's announcements concerning coordinators recommendations of 20 February 2018 The coordinators' recommendations were circulated electronically. 2.1.1 CCC letter to the President on horizontal messages concerning post-2020 MFF The Chair informed that the CCC had endorsed a letter (included in the file) to the President on the main horizontal messages concerning the post-2020 MFF. 2.1.2 Workload in view of end of legislature There are currently over 170 files which will need to be concluded before the end of the legislature, not counting the MFF programmes which will be presented in May. The CCC Chair thus encouraged committees to be selective in their activities and to focus on their core business: legislative work. As for the availability of logistical resources she committed to ask the President to be very flexible on this matter until the end of the legislature. 2.2 Decision of the European Environment Agency (EEA) Management Board on renewal of the terms of office of the Executive Director of the EEA (LV) By letter of 30 January 2018 Mrs Burke, Chair of the EEA Management Board and Bureau, transmitted to the President of the European Parliament the decision taken on 6 December 2017 to renew the contract of Hans Bruyninckx as the Executive Director of the Agency. DECISIONS RELATED TO NON LEGISLATIVE MATTERS 5.1 Preparatory work for COP24 on climate, Katowice, December 2018 VI as the Committee responsible for climate change shall prepare, pursuant to Rule 128 of the Rules of Procedure, Oral Questions to the Council and the Commission plus a resolution in order to define Parliament's position ahead of COP24. The resolution should be adopted prior to COP24 in November 2018 at the latest; a deadline for the communication of the co-sponsors names to the secretariat was fixed for Friday, 16 March at noon. As has been the case for previous COPs, the resolution could include contributions from other interested Committees, in particular ITRE. Coordinators also requested the Policy Department to commission a study on the issues at stake in view of the COP24 Climate Change Conference in Katowice in December 2018. 5.2 Invitation from the Malaysian Minister of Plantation Industries and Commodities to visit Malaysia in the context of the proposed ban on the use of palm oil biofuels Coordinators decided to organise a joint exchange of views together with ITRE, DEVE and the ASEAN delegation on palm oil biofuels.
