NOTICE OF BY-ELECTION Date: April 24, 2018 From:, CEO To: All Provincially Registered Métis Citizens, Métis Nation British Columbia As Chief Electoral Officer, appointed by the Métis Nation Governing Assembly for the MNBC 2018 By-Election to fill one (1) Regional Women s Representative vacancy in Region 7, I have been charged with conducting the electoral process for all Métis Nation British Columbia Provincially Registered Citizens of that region ordinarily resident in British Columbia 18 to 30 years of age. My first duty under the MNBC Electoral Act (Article 5) is to submit the NOTICE OF BY-ELECTION and inform the electorate on the rules guiding the election process. Attached to this memorandum are: NOTICE OF BY-ELECTION; REQUEST FOR ADVANCE POLL MAIL-IN BALLOT; RULES GOVERNING VOTING AND ELECTIONS; NOMINATION FORM. It is important that all voters understand this information. Please review it carefully. It is my pleasure and privilege to serve as Chief Electoral Officer for the Métis Nation British Columbia. My goal is to make this MNBC election process transparent and efficient, serving the best interest of the Métis Nation British Columbia. NOTICE OF BY-ELECTION Public Notice is hereby given to all Métis Citizens of the Métis Nation British Columbia that: A By-Election will be held on Saturday, June 23 rd, 2018 from 8:00 a.m. to 8:00 p.m. (Pacific Daylight Time) To fill one (1) Regional Women s Representative vacancy in Region 7. Method of voting shall be by Mail-In Ballot. Any MNBC Métis Citizen unable to receive the Mail-In Ballot at their regular address may make a written request (via mail or e-mail) to the Chief Electoral Officer in order to receive an Advance Poll Mail-In Ballot. Deadline for requesting the Advance Poll Mail-In Ballot is: 8:00 pm Pacific Daylight Time (PDT), Wednesday, May 16 th, 2018. All Mail-in Ballots are to be received (not postmarked) in the hand of the Chief Electoral Officer before: 8:00 p.m. PDT, Saturday, June 23 rd, 2018. The term of office for the successful candidate will be until the next General Election in 2020. Please refer to Rules Governing Voting and Elections for a listing of the Vacancy for the 2018 MNBC By-Election. REQUEST FOR ADVANCE POLL MAIL-IN BALLOT Please complete and submit this document to the MNBC Chief Electoral Officer by Mail or E-mail to the addresses shown above no later than 8:00 p.m. PDT on May 16, 2018. I, (please print full name) am a Provincially Registered Métis female citizen of the Chartered Community in British Columbia between the ages of 18 and 30. I am eligible to vote in the 2018 MNBC By-Election. I will not be at my mailing address to receive the 2018 Mail-in Ballot, therefore I will not be able to cast a ballot in the By-Election. I understand the Advance Poll Mail-In Ballot will be mailed via Canada Post on or about May 25, 2018. And I understand that the Advance Poll Mail-In Ballot must be in the hand of the Chief Electoral Officer before 8:00 p.m. Pacific Daylight Time on June 23, 2018. RULES GOVERNING VOTING AND ELECTIONS 2018 MNBC By-Election: Vacancy and Voter Eligibility Office Vacancy Region Voter Eligibility Regional Women s Representative 7 Provincially Registered Métis Female Citizen age 18 to 30 years ARTICLE SIX ELECTORS 6.0 Any Métis Citizen of the MNBC who is Ordinarily Resident in British Columbia is eligible to be an Elector subject to Article 6.2 herein. 6.1 An Elector is entitled to cast one (1) vote for the each of the following offices: f. Regional Women s representative for the Métis Women of British Columbia for the region in which the Elector is entitled to vote being female 18 years of age and older. 6.2 Any person is eligible to vote if: a. A Métis person, pursuant to the MNBC s Constitution; b. No less than 18 years of age of the date of the Election; d. Any female no less than 18 years of age or older may vote for the Métis Women of British Columbia. e. Registered as a Métis citizen pursuant to the MNBC Citizenship Act; and f. Ordinarily resident in British Columbia. 6.3 The following individuals are not eligible to vote in a Métis Nation British Columbia Election: a. Individuals who are not registered on the MNBC Central Registry; b. Individuals who are not 18 years of age on Election Day; with the exception of the BCUMYC; d. Individuals who are not female 18 years of age and older on Election Day for the MWBC; and e. The Chief Electoral Officer; 6.4. Each Elector shall, before voting, affirm that they are a Métis Citizen of British Columbia and identify as such. In addition, electors must affirm that they are not registered under either the Indian Act or the Inuit Registry. By-Election Notice Package Page 4 of 5

NOMINATION FORM NOMINATION FORM FOR THE OFFICE OF Regional Women s Representative of the Métis Women of British Columbia Provide a minimum of five (5) original signatures of eligible electors as defined in Article 8.5 of the MNBC Electoral Act. Nominators must print their name, MNBC Citizenship number, and sign the nomination form. The Chief Electoral Officer shall verify all nominators.
