Notes: (1) Category I comprises: (i) countries whose per capita GNI has been for at least two consecutive years above the World Bank s threshold (see the table below) and which had been classified as High Income OECD Countries until the previous year, and (ii) countries which had been classified as Category I until the previous year according to (i) above and which have fallen below the threshold but have not yet changed their category because of the two consecutive years rule in Article 11 c) of the Arrangement. THRESHOLD FOR HIGH INCOME COUNTRIES 2007 Per capita GNI USD 11,456 2008 Per capita GNI USD 11,906 2009 Per capita GNI USD 12,196 In respect of the countries of this category: The maximum repayment term is five years (or eight-and-a-half years with a prior notification in accordance with the Article 45 of the Arrangement); The maximum weighted average life of the repayment period shall not exceed (i) for transactions with sovereign buyers (or with a sovereign repayment guarantee), four-and-a-half years, (ii) for transactions with non-sovereign buyers (and with no sovereign repayment guarantee), five years. (2) Category II comprises all other countries than Category I. In respect of the countries of this category: The maximum repayment term is ten years. The maximum weighted average life of the repayment period shall not exceed (i) for transactions with sovereign buyers (or with a sovereign repayment guarantee), five-and-a-quarter years, (ii) for transactions with non-sovereign buyers (and with no sovereign repayment guarantee), six years. (a) Chinese Taipei is no longer officially classified by the World Bank; however, it has been retained for Arrangement purposes, based on its estimated per capita GNI provided by the World Bank. THRESHOLD FOR TIED AID ELIGIBILITY 2007 Per capita GNI USD 3,705 2008 Per capita GNI USD 3,855 2009 Per capita GNI USD 3,945 (2) Eligible countries comprise all other countries than Ineligible. (a) Belarus has been classified for three consecutive years as a country above the threshold for tied aid eligibility; therefore, the provision of Article 33 b) 5) of the Arrangement no longer apply to this country: Belarus will be removed from Article 33 b) 5) in the next version of the Arrangement. (b) Chinese Taipei is no longer officially classified by the World Bank; however, it has been retained for Arrangement purposes, based on its estimated per capita GNI provided by the World Bank. (c) (d) (e) (f) (g) Cyprus is the area controlled by the Government of the Republic of Cyprus. Georgia excludes Abkhazia and South Ossetia. Moldova excludes Transnistria. (h) Notwithstanding the classifications of countries ineligible or eligible to receive tied aid, the Participants should avoid providing any tied aid credit, other than outright grants, food and humanitarian aid as well as aid designed to mitigate the effects of nuclear or major industrial accidents or to prevent their occurrence, for Ukraine. Should the per capita GNI of this country exceed, for three consecutive years, the upper limit for lower middle income countries calculated by the World Bank annually, country eligibility for such credits would be subject to Article 33a) and b) 1) to 4) of the Arrangement, as well as all other tied aid provisions of the Arrangement. 12

These countries are not subject to the application of the Minimum Premium Rates ( MPRs ) under the Knaepen Package. [i.e. Category 0 countries defined by the Article 25 c) of the Arrangement.]; however, whilst no MPRs have been established for these countries, the Participants shall not charge premium rates which undercut available private market pricing. (2) High Income Euro Area Countries ( HIC EURO ) comprises Euro Area countries whose per capita GNI has been for at least two consecutive years above the threshold for High Income Countries (i.e. per capita GNI over USD 11,906 for 2008 and USD 12,196 for 2009). These countries are not subject to the application of the MPRs under the Knaepen Package. [i.e. Category 0 countries defined by the Article 25 c) of the Arrangement.]; however, whilst no MPRs have been established for these countries, the Participants shall not charge premium rates which undercut available private market pricing. 14
