DEPARTMENT OF CHURCH MINISTRIES CONSTITUTION ARTICLE I. NAME The name shall be the Department of Church Ministries. It shall be under the auspices of The Pentecostal Assemblies of Newfoundland and Labrador as outlined in Article XI of the By-Laws of The Pentecostal Assemblies of Newfoundland and Labrador. ARTICLE II. RELATIONSHIPS The Department of Church Ministries shall pursue its activities through General Conference, the General Executive Committee and the Church Ministries Directors Committee. ARTICLE III. AUTHORIZATION AND PURPOSE Authorization There shall be a Church Ministries Department of The Pentecostal Assemblies of Newfoundland and Labrador, having oversight over all respective ministries for the Fellowship. The department shall include Children s Ministries, Family Ministries, 50+ Ministries, Men s Ministries, Women s Ministries, Youth Ministries, and such others as may be approved by the General Executive Committee. Purpose and Mission Statements A. Purpose The purpose of the Department is to promote and coordinate each ministry in carrying out the mission of the Fellowship. B. Mission Statement Reaching the children, youth, adults and families in this Province by strengthening the ministries of the local assembly by providing coordinated ministry resources, personnel, leadership initiatives, missions awareness and other related services. Functions The functions of the Department shall include: A. Equipping assemblies, pastors and lay ministers in the areas of education and evangelism through the provision of resources, services, and strategic leadership under the direction of the Holy Spirit. B. Nurturing a unity of purpose through strategic planning, consultation, guidance and team ministry. C. Representing all related Church Ministries on the General Executive Committee. D. Formulating and recommending policies to the Provincial Directors Committee for acceptance and 1

implementation. E. Formulating and recommending departmental policies to the General Executive Committee for acceptance and implementation. ARTICLE IV. STATEMENT OF FUNDAMENTAL AND ESSENTIAL TRUTHS The Statement of Fundamental and Essential Truths shall be as outlined in Article IV of the Constitution of the Pentecostal Assemblies of Newfoundland and Labrador. ARTICLE V. PERSONNEL Executive Director There shall be an Executive Director of Church Ministries elected by General Conference of The Pentecostal Assemblies of Newfoundland and Labrador. Ministry Directors A. Provincial Directors There shall be a Provincial Director appointed by the Executive Director of Church Ministries for each ministry. B. Lead Team Members There may be Lead Team members appointed by the respective Provincial Directors in consultation with the respective Executive Presbyter and Executive Director of Church Ministries. C. Presbytery Ministry Reps/Other Ministry Leaders There may be Presbytery Ministry Reps or other ministry leaders appointed by the respective Lead Teams or Provincial Director for each ministry in consultation with the Church Ministries Director. D. Local Assembly Ministry Leaders It is recommended that the local assembly Ministry Leaders be appointed or elected by the local assembly in keeping with the individual assembly policy to fill such a position. E. References 1. To ensure that the most suitable personnel are appointed or elected it is recommended that a reasonable screening of each candidate be carried out. 2. With the exception of the position of Executive Director of Church Ministries, it is recommended that a minimum of one reference be requested for all other positions prior to making an appointment or election valid. 2

3. The screening process shall be conducted by the individual(s) involved in the appointment. In the case of a local assembly Ministry Leader(s), the assembly s policy shall apply. Committees A. Provincial Directors Committee The Executive Director, together with all Provincial Directors, shall comprise the Provincial Directors Committee. The Executive Director shall be the chairperson. B. Provincial Advisory Committee The Executive Director, together with the Provincial Director, and Lead Team members, shall comprise the Provincial Advisory Committee for each ministry. C. Local Assembly Ministry Committee The Local Assembly Ministry Team together with local assembly executive members shall comprise the local assembly Executive Ministry. The Local Assembly Ministry Leader shall be the chairperson. D. Event Planning Committees There may be ad hoc committees appointed for the purpose of planning a specific Provincial, Regional, Presbytery, or local assembly event. E. Ex-officio Member The Executive Director shall be ex-officio member of all committees which come under the direction of the Department of Church Ministries. ARTICLE VI. MEETINGS Meetings A. Provincial Church Ministries Directors Committee There shall be a minimum of two meetings of the Provincial Directors Committee annually. B. Provincial Advisory Committee There shall be a minimum of two meetings of the Provincial Advisory Committee annually. C. Local Assembly Ministries Committee It is recommended that there be a minimum of six meetings of the local assembly Ministries Committee annually. 3

D. Event Planning Committee It is recommended that a minimum of two meetings, of the Event Planning Committee take place for the preparation and planning for each Event. Notice of Meetings Adequate notice of the time and place of all committee meetings shall be given by the Chair. It is recommended a draft agenda be prepared by the respective chairperson and circulated in advance of the meeting. Quorum Two-thirds of members must be present at the time and place of the meeting to constitute a quorum. ARTICLE VII. FINANCES Church Ministries Department An annual budget shall be prepared and presented to The Pentecostal Assemblies of Newfoundland and Labrador Finance Committee for approval by November 15th. It shall include: A. The operating revenue and expenses for the office of Executive Director. B. The operating revenue and expenses for each ministry. Provincial Ministries Each Provincial Ministry Director shall prepare an annual budget, to be received by the Executive Director of Church Ministries by November 1st for approval. It shall include: A. The operating revenue and expenses for the ministry of the Provincial Director. B. The operating revenue and expenses for the ministry of the Lead Team. Lead Team It is recommended that each Lead Team Member present an annual Budget to his/her respective Provincial Director for consultation and inclusion in the Provincial Ministry s annual Budget. Section 4. Local Assembly Ministries It is recommended that an annual budget be prepared and presented for acceptance by the membership of the related Ministry and subsequent approval by the Church Board. 4

ARTICLE VIII. AMENDMENTS Notice To Amend Recommendations for amendments to the Constitution may be received at any regularly called Provincial Directors Committee Meeting, providing appropriate notice has been submitted in writing to the aforementioned committee. Required Vote Recommendations for amendments to the Constitution shall require a two-thirds vote of all members present and voting. Approval All recommended amendments must receive the approval of the General Executive Committee before inclusion and implementation. BY-LAWS ARTICLE I. PARLIAMENTARY ORDER Parliamentary Order In order to expedite the work of committee meetings and to avoid confusion in its deliberation, business shall be governed by generally accepted parliamentary procedures and, in keeping with the spirit of Christian love and fellowship. Order of Business The meetings shall commence with devotions. The agenda shall be accepted by the committee. ARTICLE II. ELECTION AND APPOINTMENTS Executive Director of Church Ministries A. Election The office of Executive Director of Church Ministries shall be filled in accordance with Article II, Section 2E and Article XI, Section 2A of the By-Laws of The Pentecostal Assemblies of Newfoundland and Labrador. B. Term of Office The term of office shall be four years. C. Qualifications The qualifications for this office shall be based on the following criteria: 1. Be an ordained credential holder having five years of ordained ministry with The Pentecostal 5

D. Vacancy Assemblies of Newfoundland and Labrador. 2. Be a person of mature experience, sound judgement, recognized ability and Christian character. 3. Be committed to advance the goals and objectives of The Pentecostal Assemblies of Newfoundland and Labrador. 4. Have demonstrated competence in areas such as organization, promotion, mentoring, interpersonal skills, creativity, delegation, self-motivation, communication, vision casting and leadership training. 5. Have an understanding of and appreciation for all respective ministries. However, predominant strengths and experience in Christian Education and Youth Ministries are necessary. 6. Have demonstrated ability to work well under pressure. 7. Be committed to personal growth and integrity. 8. Be computer literate. In the event a vacancy occurs, Article II, Section 7 of the By-Laws of The Pentecostal Assemblies of Newfoundland and Labrador, shall be implemented. Provincial Directors A. Appointment The Executive Director of Church Ministries shall recommend for appointment a Provincial Director for each ministry, in consultation with, and the approval of, the General Executive Committee. B. Term of Office The term of office for Provincial Directors shall be four years from time of appointment. C. Qualifications 1. Be a credential holder with The Pentecostal Assemblies of Newfoundland and Labrador, or a lay person in good standing in the local assembly. 2. Be committed to advance the goals and objectives of The Pentecostal Assemblies of Newfoundland and Labrador. 3. Have demonstrated competence in areas such as organization, promotion, mentoring, interpersonal skills, creativity, delegation, self-motivation, communication, vision casting and leadership training. 4. Have demonstrated suitability in the specific ministry to which oversight will be given. 6

D. Vacancy 5. Be committed to personal growth and integrity. In the event a vacancy occurs prior to the end of term of office, the Executive Director shall recommend a new appointment as per Section 2A above. Lead Team Members A. Appointment The Provincial Director shall recommend for appointment Lead Team Members in consultation with the respective Executive Presbyter and Executive Director of Church Ministries. B. Term of Office The term of office for Lead Team Members shall be for a period of two years from the time of appointment. C. Qualifications D. Vacancy 1. Be a credential holder with The Pentecostal Assemblies of Newfoundland and Labrador, or a lay person in good standing in the local assembly. 2. Be committed to advance the goals and objectives of The Pentecostal Assemblies of Newfoundland and Labrador. 3. Have demonstrated competence in areas such as organization, promotion, mentoring, interpersonal skills, creativity, delegation, self-motivation, communication, vision casting, and leadership training. 4. Have demonstrated suitability in the specific ministry to which oversight will be given. 5. Be committed to personal growth and integrity. In the event a vacancy occurs prior to the end of term of office the Regional Director will recommend a new appointment as per Section 4A above. Section 4. Presbytery Ministry Reps A. Appointment/Election Presbytery Ministry Reps shall be appointed by the Provincial Director/lead team in consultation with the Church Ministries Director, the Executive Presbyter and local pastor. B. Term of Office The term of office for Presbytery Ministry Reps shall be for a period of 2 years from the time of appointment. 7

C. Qualifications D. Vacancy 1. Be a credential holder with The Pentecostal Assemblies of Newfoundland and Labrador, or a lay person in good standing in the local assembly. 2. Be committed to advance the goals and objectives of The Pentecostal Assemblies of Newfoundland and Labrador. 3. Have demonstrated competence in areas such as organization, promotion, mentoring, interpersonal skills, creativity, delegation, self-motivation, communication, vision casting, and leadership training. 4. Have demonstrated suitability in the specific ministry to which oversight will be given. 5. Be committed to personal growth and integrity. 6. Be accountable to the Lead Team and Executive Presbyter. In the event a vacancy occurs prior to the end of term of office the Provincial Director will recommend a new appointment as per Section 5A above. Section 5. Local Assembly Ministry Leaders A. Appointment/Election The appointment or election of the local assembly Ministry Leader shall be in keeping with the local assembly policies and procedures governing this matter. B. Term of Office It is recommended that the local assembly ministry leader be appointed or elected for a two year term. C. Qualifications 1. Be a member in good standing in the local assembly. 2. Be committed to advance the goals and objectives of the local assembly. 3. Have demonstrated a degree of potential and/or competence in areas such as organization, promotion, inter-personal skills, self-motivation, positive communication, leadership training and vision casting. 4. Have demonstrated suitability in the specific ministry to which oversight will be given. 5. Be committed to personal growth and integrity. 8

D. Vacancy In the event a vacancy occurs prior to the end of the term of office, the local assembly church board shall fill the position in keeping with its own policies and procedures. ARTICLE III. DUTIES OF PERSONNEL Executive Director of Church Ministries The Executive Director of Church Ministries shall: A. Preside at all meetings of the Provincial Directors and the Provincial Advisory Committees. B. Visit local assemblies for rallies, conventions, seminars, leadership training courses, children s events, and other necessary meetings within the portfolio. C. Coordinate and meet with Provincial Ministry Directors to promote activity and growth. D. Prepare a biennial report of the entire activities of Church Ministries for presentation at General Conference. E. Create and disseminate promotional materials to the provincial, regional, presbytery and local church personnel, as required. F. Perform any other duties usual and customary to this office, or such as may be decided by the General Executive Committee, or General Conference. Provincial Ministries Director The Provincial Ministries Director shall: A. Be accountable to the Executive Director of Church Ministries. B. Serve on the Provincial Directors Committee. C. Serve on the Provincial Advisory Committee. D. Have general oversight of and promote all respective ministries in the Fellowship.. E. Prepare a annual activity report on January 31 and submit a copy to the Executive Director. F. Be knowledgeable in areas of current curriculum and available resources. G. Recommend the use of appropriate current programs and/or curriculum in consultation with the Executive Director. H. Prepare an annual calendar of events by October 1st for submission to the Executive Director. 9

Lead Team Member The Lead Team Member shall: A. Be accountable to the Provincial Director and respective Executive Presbyter. B. Serve on the Provincial Advisory Committee. C. Have awareness and promotion of respective ministries in the presbyteries. D. When needed, assist lay ministers in role orientation and resources. E. Recommend the use of appropriate curriculum (if applicable) in consultation with the Provincial Director. F. Be knowledgeable in areas of current curriculum and resources available. SECTION 4. PRESBYTERY MINISTRY REPS A. Communicate to the Presbytery from the Provincial Director/Lead Team and communicate from the Presbytery to the Provincial Director/Lead Team. B. Connect ministry leaders in the presbytery. C. Co-ordinate of a minimum of one presbytery event per year in consultation with the Ministry Lead Team and Presbytery. ARTICLE IV. FINANCES Annual Department Budget A. The Executive Director shall prepare an annual department budget. B. It shall be recommended for acceptance to the Finance Committee of The Pentecostal Assemblies of Newfoundland and Labrador. Expenses The expenses of the department shall be funded by the following: A. Self-directed giving B. Tithe of General income from local assembly ministries C. Related events viz. rallies, conventions, breakaways, retreats etc. D. Subsidy from the General Revenue of The Pentecostal Assemblies of Newfoundland and Labrador. Designated Funds A. Pennies for Pioneers B. Youth Missions C. Christian Education Missions 10

D. WM Missionary Care Fund E. WM Literature Fund F. WM Christmas Fund G. Special Projects Fund H. Other (as created) Note: The Christian Education World Missions is included in The Pentecostal Assemblies of Newfoundland and Labrador World Missions budget. ARTICLE V. AMENDMENTS Notice To Amend Recommendations for amendments to the By-Laws may be received at any regularly called Provincial Directors Committee Meeting, providing appropriate notice has been submitted in writing to the aforementioned committee.
