QUICK REFERENCE CARD TWIC Quick Notes Frequently Asked Questions What is TWIC? TWIC is a common identification credential for all personnel requiring unescorted access to secure areas of MTSA-regulated facilities and vessels, and all mariners holding Coast Guard-issued credentials. TSA will issue workers a tamper-resistant Smart Card containing the worker s biometric (fingerprint template) to allow for a positive link between the card itself and the individual. Who needs a TWIC? Company, vessel, and facility security officers and personnel responsible for security duties are required to obtain a TWIC. Individuals who frequently access secure areas in the course of their employment will also need to obtain a TWIC. These populations include but are not limited to: -Non-credentialed mariners in vessel crew -Longshoremen -Facility employees who work in a secure area -Drayage truckers -Truckers bringing/picking up cargo at a facility -Surveyors -Agents -Chandlers -Port chaplains -Other maritime professionals Why should I pre-enroll? Applicants are encouraged to pre-enroll to save time at the enrollment center. The pre-enrollment process will allow you to submit necessary biographic information before enrolling, select the enrollment center of your choice to complete enrollment, and schedule an appointment at an enrollment center to mitigate long lines. How do I pre-enroll? Call 1-866-DHS-TWIC (1-866-347-8942) or visit http://twicinformation.tsa.dhs.gov. How much will a TWIC cost? The TWIC will cost $132.50 and is payable by Credit Card, Money Order or Certified Check. Those who hold a valid MMD issued after February 3, 2003, MML issued after January 13, 2006, HME issued after May 31, 2005, or a FAST card, may pay a reduced fee of $105.25. Those applicants choosing to pay the reduced fee must present an MML, MMD, HME, or FAST card at the time of enrollment. If the reduced fee is paid, the TWIC expiration date will be 5 years from the issuance date of the supporting MML, MMD, HME, or FAST card. When will I be able to register? Applicants must provide the appropriate documents in order to verify their identity. What can disqualify me from getting a TWIC? -Criminal: An individual is wanted for any crime, under indictment for one of the disqualifying offenses, or has been convicted or incarcerated for those disqualifying felonies within prescribed time periods. -Immigration: An individual does not meet the immigration status requirements -Security Threat: An individual is identified as having a connection to terrorist activity. If an applicant does not meet the qualification standards, then they have the opportunity to participate in the TWIC appeal and waiver process. See www.tsa.gov/twic for more information. What are the Permanent Disqualifying Offenses? The following offenses are disqualifying if they occurred at any time: 1. Espionage/conspiracy to commit espionage. 2. Sedition/conspiracy to commit sedition. 3. Treason/conspiracy to commit treason. 4. Terrorism. 5. Transportation security incident. (Defined as a security incident resulting in a significant loss of life, environmental damage, transportation system disruption, or economic disruption in a particular area. A work stoppage, or other nonviolent employee-related, resulting from an employer-employee dispute is not a transportation security incident.) 6. Improper transportation of a hazardous material/comparable State law. 7. Explosives: Unlawful possession, use, sale, distribution, manufacture, purchase, receipt, transfer, shipping, transporting, import, export, storage of, or dealing in an explosive or explosive device. 8. Murder. 9. Bomb threats making any threat, or maliciously conveying false information knowing the same to be false, concerning the deliverance, placement, or detonation of an explosive or other lethal device in or against a place of public use, a state or government facility, a public transportations system, or an infrastructure facility. 10. RICO (Racketeer influenced and Corrupt Organizations) violation/comparable State law, where an underlying act is one of the crimes listed above. 11. Attempt to commit the crimes in items (1)-(4). 12. Conspiracy or attempt to commit the crimes in items (5)-(10) What are the Interim Disqualifying Offenses? The following are disqualifying if they happened within 7 years of the date of the application or the applicant was released from prison in the last 5 years: 1. Firearms: Unlawful possession, use, sale, manufacture, purchase, distribution, receipt, transfer, shipping, transporting, delivery, import, export of, or dealing in a firearm or other weapon. 2. Extortion. 3. Dishonesty, fraud, or misrepresentation, including identity fraud and money laundering where the money laundering is related to a crime listed here (permanent or interim disqualifying offense). This DOES NOT include welfare fraud or passing bad checks. 4. Bribery. 5. Smuggling. 6. Immigration violations. 7. Distribution of, possession with intent to distribute, or importation of a controlled substance. 8. Arson. 9. Kidnapping or hostage taking. 10. Rape or aggravated sexual abuse. 11. Assault with intent to kill. 12. Robbery. 13. Fraudulent entry into a seaport as described in 18 U.S.C. 1036, or a comparable State law. 14. RICO violations/comparable State law, other than the violations listed in permanent disqualifying offense (10). 15. Conspiracy or attempt to commit interim disqualifying offenses (1) (14). Outstanding wants, warrants, and indictments for any of the crimes listed above are disqualifying.
