PURPOSE Ketchikan Indian Community (KIC) job descriptions are a management tool to help organize duties and provide employees with the employer s expectations with regard to a specific job classification. The duties listed are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is a reasonable assignment for the position. This job description is not an employment agreement or contract. Management has the exclusive right to alter this job description at any time without notice. JOB SUMMARY Incumbent will be responsible to deliver culturally sensitive, competent behavioral health services to clients under the supervision of the Clinical Supervisor for KIC Tribal Health Clinic Behavioral Health Department. This position will determine nature of client s situation, initiate treatment plan, provide individual and group counseling, facilitate all aspects of outpatient treatment, and document progress. Incumbent will be responsible for general coordination of counseling services and have sufficient personal mobility to complete field work at various locations. Position will require flexible work schedule to include evening and weekend hours as necessary. ESSENTIAL CLINICIAN DUTIES Determines Nature of Client s Situation By Ø Providing services including individual, family and group psychotherapy, crisis intervention and rehabilitation services as necessary; Ø Determining the nature of client s situation; Ø Gathering information and referral documentation; Ø Interviewing client, family members and others as necessary; Ø Assessing medical, emotional and social information, verify information and explore options for treatment plan; Ø Providing short-term intensive, therapeutic services to assist the family in stabilizing children and adolescents during crisis; Ø Facilitating linkages to treatment and other related services as necessary. Develop Treatment Plan By Ø Coordinating, preparing, and maintaining required charting and documentation in a timely and thorough manner in compliance with department, state and federal policies and regulations Ø Developing individualized treatment plans with measurable goals and objectives, consulting with appropriate clinical assistance from higher-level staff and utilizing collected data pertaining to client and submit determination for review; Ø Demonstrating or be prepared to develop competency in utilization of the diagnostic tools for assessment and diagnosis of co-occurring disorders: ASAM PPC-2, DSM IV-TR, AK Screening Tool, SASSI, RDS/RCDS Inventory and other Mental Status Exams as required;

Develop Treatment Plan By (Cont.) Ø Cooperatively working with community agencies that refer psychiatric emergencies; Ø Cooperatively working with all other agencies to provide collaboration and continuum of care for mutual clients. Educate Clients By Ø Explaining treatment plan requirements, options, interpretations and determinations; Ø Suggesting and explore resolutions; Ø Providing information and/or outreach and intervention services to individuals seeking substance abuse assistance for themselves or another person. Treat Clients Ø Demonstrating or be prepared to develop competency in utilization of psychodynamic, cognitive/behavioral, CCISC (Comprehensive, Continuous, and Integrated Systems of Care), Evidence Based Practice and other theoretical models appropriate to the population being treated; Ø Providing individual, group or family counseling to overcome alcohol/drug dependency; Ø Developing emphatic interpersonal relationship showing interest in attending to client needs; Ø Interpreting attitudes and patterns of behavior; Ø Explaining and pointing out new options; Ø Discussing progress towards goals; Ø Evaluating and adjusting services provided as necessary; Ø Monitoring client condition to evaluate success of therapy. Obtain Assistance for Client Ø Referring him/her to medical evaluation/treatment, employment services and housing referrals as necessary. Ø Assisting in arrangement of appointments for client; Ø Establishing rapport with other agencies and coordinate client treatment with them as necessary. Assures Quality Service for Client Ø Enforcing rules, regulations and legal requirements with client; Ø Preparing and maintaining accurate, complete and timely reports, case records, case closures, progress notes and correspondence to supervisor; Ø Following professional code of ethics including confidentiality, individual rights, professional and legal issues in providing services. Document Patient Care Services Ø Maintaining complete client records in strict compliance with the requirements of State and Federal statutes and those of the KIC Tribal Health Clinic Behavioral Health Department; Ø Submitting daily, weekly, and monthly narrative, statistical and billing reports as required; Ø Providing accurate, complete, legible and timely documentation of assessment and procedures. Promote Client Recovery Ø Teaching client, family and friends to understand conditions of self-recovery and relapse prevention skills; Ø Suggesting and exploring resolutions; Ø Discussing progress towards goals; Ø Answering questions and requests. Essential Administrative Job Functions Maintain Administrative Operations and Organize Work Ø Participating in required clinical staffing and weekly supervision with-in the Behavioral Health Department as well as with other outside agencies as needed; Ø Assignments are performed with considerable independence and are reviewed by the Clinical Supervisor through staffing, monthly reports, and reviews for effectiveness reflected in ongoing or completed tasks. Ø Coordinating grants and grant documents on an as needed basis; Ø Assisting Clinical Supervisor by monthly review of Behavioral Health Clinician s Assessments/Treatment Plans and monitors and reviews Behavioral Health clinical documentation submitted to Medicaid for billing on an as-needed basis. Ø Posses the ability to prioritize case load and waitlist for the delivery of services. Priority shall be given to the following populations: ü Pregnant substance abusers ü Injection drug users with-in the last 5 years ü Individuals with co-occurring disorders ü Individuals involved with the Office of Children s Services (OCS) ü Acutely disturbed persons in crisis (Psychiatric emergency situation) ü Adults with severe mental illness and a Global Assessment of Functioning (GAF) below 50 ü Children with severe emotional disturbances and a GAF below 50 ü Children and adolescents ü Women and dependent children ü Persons with families whose parenting problems is abuse or addiction to alcohol and or other drugs ü Adhering all KIC Tribal Health Clinic Behavioral Health Departments policy and procedures. Maintain Program Credibility By Ø Adhere to all client confidentiality requirements and standards. Ø Ensure the understanding of program services available for clients. Ø Perform Compliance Specialist duties as required. Ø Establish working relationships with sponsoring, advisory and related service agencies. Ø Coordinating and monitoring services in compliance with tribal federal and state laws and regulations and other applicable policies and procedures. Ø Adhere to the NASW & NAADAC Code of Ethics as well as standard professional code of ethics Provide Clinical Experience for Social Work Students Ø Negotiate learning objectives. Ø Supervise practice and caseload management. Ø Teach theory and its application. Ø Evaluate skills as well as personal and professional growth. Ø Ensure identification with the social work profession. Maintain Safe Working Environment Ø Report any unsafe working conditions to appropriate supervisor upon discovery. Ø Adhere to all local, state and federal safety regulations. Ø Comply with state and federal laws and regulations regarding the protection of the health of employees and provide for appropriate occupational health services for those employees. Maintain Professional and Technical Knowledge Ø Attend educational workshops. Ø Review professional publications. Ø Establish personal networks. Ø Participate in professional societies. Ø Utilize training opportunities upon approval of the Clinic supervisor based on the Professional Development Policy as outlined in the Personnel section of the Policy & Procedure Manual. Ø Demonstrate or be prepared to develop competency in the triage of psychiatric emergencies and voluntary/involuntary commitment of persons to inpatient care. Ø Demonstrate ability and willingness to increase skills through training as provided. Contribute to Team Effort Provide Emergency on-call services in an on-call rotation. Coordinate clinical coverage with Clinical supervisor during periods of leave or absence. Participate in the appropriate patient care services committees and other workgroups. Work with the Clinical Team to provide quality assurance for treatment plans. Additional Job Duties Ø Educate other professionals and the community about substance abuse issues as well as coordinate, organize and facilitate community based education and prevention programs with special consideration for youth. Ø Prepare presentation documents for court proceedings and accompany clients to court as needed. Ø As a mandatory reporter, maintain approved training on child and dependent adult abuse reporting requirements. Ø Perform any other relevant duties as assigned by the Clinical supervisor of KIC Tribal Health Clinic Behavioral Health Department. Ø Observe all laws pertaining to behavioral health service delivery as designated in AS 08.86.180(b) (1). KNOWLEDGE, SKILLS, AND ABILITIES Ø Knowledge of state and federal guidelines for clinical programs and best practice techniques. Ø Knowledge of community organization/development principles and processes. Ø Knowledge of social problems experienced by Alaska Natives and American Indians. Ø Knowledge of culturally relevant counseling techniques and ceremonies. Ø Knowledge of alcohol and substance abuse services available in the community and some familiar with state-wide services. Ø Knowledge of current research and accepted theories of alcohol and drug abuse, addiction and rehabilitation. Ø Knowledge of screening and identification of symptoms of alcohol/drug abuse and withdrawal. Ø Knowledge and ability of Case Management skills. Ø Knowledge and ability to carry out rules of Health Insurance Portability and Accountability Act (HIPPAA), which protects patient rights. Ø Knowledge and ability to carry out federal confidentiality rules for clients seeking substance abuse services. KNOWLEDGE, SKILLS, AND ABILITIES (CONT) Ø Ability to provide social treatment services in a clinical and community-based setting; Ø Ability to exercise mature judgment in evaluating specific situations and recommending solutions. Ø Ability to listen, observes, and records a variety of information and situations. Ø Ability to collect data, keep accurate and organized records and ensure timely preparation of reports. Ø Ability to establish and maintain effective working relations with clients, peers, public and private agencies, Tribal members, and the general public. Ø Ability to utilize maximum degree of professionalism and diplomacy with those who may be experiencing high degrees of stress both mentally and/or physically. Ø Ability to be flexible in order to perform at the highest level as a team player. Ø Demonstrated expertise in: project management; Medicaid-compliant substance and mental health treatment; ability to plan and implement projects. Ø Demonstrate the ability to work independently with minimal supervision and able to prioritize assignments. PHYSICAL DEMANDS The work is mostly sedentary with some walking, climbing of stairs, carrying of files, or other documents and light supplies, bending and stooping to perform filing. WORKING CONDITIONS & ENVIRONMENT Work is performed in a small office with limited storage, filing and workspace. People asking questions/directions frequently interrupt incumbent. Some work is performed in conference rooms and at photocopy/fax machine. The environment involves the usual risks and stress of an office environment within an ambulatory health care facility. The employee may be exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members. LICENSE Required to possess a valid Alaska Driver s license and ability to be ensured by Ketchikan Indian Community insurance provider. EDUCATION/EXPERIENCE Qualifications and experience will determine placement on the Behavioral Health Clinician I, II or III job classification: Behavioral Health Clinician I Bachelor s level degree required. 1-3 years experience preferred. AK State certification and experience may be substituted on a year to year basis for the required education. Behavioral Health Clinician II Masters in Social Work, Psychology, Chemical Dependency or related field required., AK State licensure as LCSW, LPC, LFMT, Psychological Associate preferred (or ability to obtain licensure by credential or 2 year supervision will be considered) 2-5 years experience required. Behavioral Health Clinician III Advanced level degree required. AK State licensure as LCSW, LPC, LMFT, Psychological Associate, or Psychologist with 5+ years experience post licensure required.
