Lambda State President Sylvia Olson (Alpha Nu) called the meeting to order at 8:00 AM. Nancietta Stocking (Kappa) led the Pledge of Allegiance. Sylvia Olson (Alpha Nu), Lambda State President, introduced the head table that included: Dr. Kammie Richter (Xi), Lambda State Executive Assistant; Sharon Vinson (Zeta), Lambda State Treasurer; Susan Dion (Alpha Lambda), Lambda State Corresponding Secretary; Dr. Patricia Kubistal (Kappa), Lambda State Recording Secretary; Carolyn Godby (Alpha Lambda), Lambda State Parliamentarian; Melinda Davis (Alpha Theta), Lambda State Event Planning and Management Chair; Lou Ann Jacobs (Alpha Beta), Lambda State Historian, LaVonne Chaney (Beta Pi) Lambda State Immediate Past President; Pam Painter (Chi), Lambda State Second Vice President/Membership Chair; Dr. Debra LeBlanc (Beta Phi), Lambda State First Vice President/Educational Excellence Chair. Past Lambda State Presidents attending included: Ardith Inman (Beta Beta) 1983-85; Antoinette Minuzzo (Alpha Nu)1989-91; Lucille Kozanecki (Alpha Chi) 1993-95; Loryann Eis (Beta Epsilon) 1995-97; Christine Berto (Nu) 1997-99; Pamela Rightsel (Beta) 1999-01; Melinda Davis (Alpha Theta) 2003-05; Barbara Bergdolt 2005-07; Patricia Gaines (Alpha Delta) 2009-11; and LaVonne Chaney (Beta Pi) 2013-15 Carolyn Godby (Alpha Lambda), Lambda State Parliamentarian, stated the rules of the Executive Board. Chris Berto (Nu), Lambda State Past President and Chair, reported that the committee of Brenda Azinger (Beta Iota) and Barbara Ragheb (Xi) found the minutes approved as printed. Sylvia Olson (Alpha Nu), Lambda State President, appointed Pam Rightsel, (Beta), Lambda State Past President, Chair, Carolyn Phillips (Theta), and Sharon Maguire (Gamma Upsilon) to the committee. Sue Dion (Alpha Lambda), Lambda State Corresponding Secretary, shared correspondence from Irene Jinks, Lambda State Past President. She also read a note from Joan Kalbacken, Past Lambda State President, and shared a poem called September Thoughts which she had written. Sylvia Olson (Alpha Nu), Lambda State President, introduced the page, Marilyn Myers (Beta). Dr. Patricia Kubistal (Kappa), Lambda State Recording Secretary, reported that there were 5 state officers, 12 committee chairs, 10
Past Presidents and 59 Chapter Presidents, which constituted a quorum. REPORT OF THE PRESIDENT OTHER OFFICERS AND PERSONEL RECORDING SECRETARY TREASURER MOITION Sylvia Olson (Alpha Nu), Lambda State President, reported on the Leadership Management Seminar and the book Start with Why by Simon Sinek. This book helped her reflect on why she accepted the position of Lambda State President. She firmly believes in the Society and its purposes. President Sylvia Olson posed the following question: How can early career and actively teaching women educators understand the relevance of these purposes? She proposed this question to the Lambda State committees. As a result, the committees have found ways to strengthen existing programs and make changes to others. She then asked chapter presidents to ask themselves why they are thriving or struggling and then to ask how to make changes to strengthen their weaknesses or build on their chapter s strengths. Dr. Patricia Kubistal (Kappa), Lambda State Recording Secretary, gave no report. Sharon Vinson (Zeta), Lambda State Treasurer, stated this was Year 12 as state treasurer. She asked everyone to review the financial reports which were sent and the reports found in the folder at registration. The financial year ended with slightly more than $1,000 thanks to careful spending. Every account ended up exceeding the anticipated balance of the finance committee. The total Lambda State membership as of June 30, 2016 was 2,913. The contributions by chapters and individuals to both international and state funds are greatly appreciated. The audit report indicated that all funds meet auditing criteria. Loryann Eis, (Beta Epsilon), Lambda State Past President, moved that the audit of the Lambda State Funds for 2015-2016 as performed by Hoffman and Tranel, CPA and the review of the Lambda State Foundation for Educational Studies, Inc. be adopted. EXECUTIVE SECRETARY PARLIAMENTARIAN Dr. Kammie Richter (Xi), Lambda State Executive Secretary, reported mistakes are fewer, a sign of learning new things. She thanked all the women who have helped at the Executive Board and at the Convention. She is pleased with growth of technology in the State. She encouraged members to attend the Taming Technology Seminar in Peoria this June. She is creating a list of duties as she attends Lambda State events so that she will have a checklist to assist her and the future Executive Assistant. She urged all officers and chairs to keep a list of duties by events along with suggestions, so that if an absence occurs, or when the next person fills the position, they will have an easier time adjusting. Carolyn Godby (Alpha Lambda), Lambda State Parliamentarian, gave no report.
EDITOR WEBMASTER HISTORIAN SOCIETY BUSINESS CHAPTER VISITATION COMMUNICATIONS AND PUBLICITY Patricia DeWitt (Zeta), Lambda State Editor, was not in attendance. Sylvia Olson (Alpha Nu), Lambda State President, reported that a family issue prevented Patricia from attending. Sylvia Olson (Alpha Nu), Lambda State President, indicated that Patricia asked that chapter presidents remember to send her information when a member dies or when a member has a change of address. Patricia DeWitt (Zeta), Lambda State Editor, was to give the report for Jean Tulin (Alpha Rho), Lambda State Webmaster, who was unable to attend. President Sylvia Olson, (Alpha Nu), Lambda State President, gave the report. All Lambda State committee chairs have been ensuring that all web pages are up-to-date for 2016-2017. The International website has again undergone changes so Lambda State will continue to match links to the locations on their website. Currently all archived copies of the Newscaster are password protected. Forms can be found on the Forms page and on the page of each committee. Both Word and PDF versions are interactive. Our website has earned the new compliance seal from the International level. Lou Ann Jacobs (Alpha Beta), Lambda State Historian, reported that the processing of the Lambda State archives has been completed. A Finding Aid is in the process of being finalized and approved. It will be approved and procedures to access the archives will be formulated. Julie Neville of Illinois State University will train Lou Ann Jacobs on how to access the archives. A few chapters have not submitted their history for the last biennium. Sue Dion (Alpha Lambda), Lambda State Recording Secretary and Chapter Visitation Chair, stated that plans for chapter visitation began last spring with assignments of 32 Lambda State leaders to serve as visitors to 74 chapters. At the June Training for Chapter Leaders, chapter presidents received information to assist in preparation for chapter visits. State visitors attended a training session in Bloomington, Illinois. Chapter presidents and their state visitors had an opportunity to meet the Friday evening before the Executive Board meeting. To date, 68 chapters have scheduled their chapter visit and four chapters have already completed their chapter visit. Dr. Margaret Trybus (Iota), Lambda State Communications and Publicity Chair, reported that the committee is busy planning the Taming Technology for Innovative Learning Seminar scheduled for June 19-22, 2017, at Bradley University. Both beginner and advanced sessions will be offered. A new feature will be the showcasing of innovative teaching using technology which will be conducted by local classroom teachers and their students in the opening session. The committee continues to work through the Newscaster and updates to the website to keep committees actively involved in communicating the wonderful work of our chapters. Dr. Margaret Trybus (Iota), Lambda State Communications and Publicity Chair, moved that on behalf of the Communications/Publicity Committee that the stipend of $1,200 be paid to Jean Tulin as webmaster in January, 2017.
EVENT PLANNING AND MANAGEMENT FINANCE LEADERSHIP DEVELOPMENT MEMBERSHIP NOMINATIONS PERSONNEL Melinda Davis (Alpha Theta), Lambda State Past President and Event Planning and Management Chair, reported that the committee s name was changed because the committee not only negotiates event dates and sites, but it also assists the president and other committees in planning and managing those events continuously through the year. The committee maintains the Lambda State calendar. The committee is currently working on sites for 2018 and 2019. The committee is investigating the possibility of providing members with the opportunity to register and pay for Lambda State events online. The Lambda State Convention will be held April 21-23, 2017, at the Hilton St. Louis Frontenac Hotel. Carol Beste (Alpha Eta), Lambda State Finance Chair, said that a chapter should have completed chapter audits and prepared a budget for 2016-2017. Completed and approved budgets should be sent to her. Last year 64 of 74 chapters sent their budget forms in by November 1. This year she hopes to have 100% of chapter budgets by November 1. Bev Johns (Alpha Phi), Lambda State Leadership Development Chair, reported a good turnout at the Leadership Training events. 286 members from 61 chapters attended the Training for Chapter Leaders. Fifty three individuals attended two days at the Leadership Management Seminar in Peoria at Bradley University. Lambda State received a Cornetet Professional Development Grant. The 2017 Transition for State Leaders for new state officers and committee chairs is Saturday, June 3, 2017, at the Ramada Springfield North, Springfield, Illinois. Pamela Painter (Chi), Lambda State Second Vice-President and Membership Chair, thanked the members for their efforts to increase membership. She encouraged members to look at the website for tools to help increase membership. She reiterated the changes in criteria for being an Honor Chapter. The committee will honor 40, 45, 50, 55 and 60 year members at the State Convention. She also reminded chapter presidents to send in Form 6 to her. LaVonne Chaney (Beta Pi), Immediate Past Lambda State President and Nominations Chair stated that the strength of Lambda State leadership is seen in having 3 Lambda State members serve at the International level. She stressed focusing on selecting officers for the 2017-2019 Lambda State biennium. She encouraged all members to encourage and seek out members to apply for leadership positions. Nominations forms will be on the website and in the October mailing. The deadline for these forms is November 20, 2016. Antoinette Minuzzo (Alpha Nu), Lambda State Past President and Personnel Chair, thanked current personnel for their service. She recognized Sharon Vinson on her re-election to the International Finance Committee. She indicated the application for the position of Lambda State treasurer was on the website and was in the last issue of the Newscaster. The Personnel Committee met and
reviewed and revised the Personnel Handbook. RULES Linda Beitzel (Alpha Nu), Lambda State Rules Chair, explained that the Rules Committee continues to maintain the Lambda State Bylaws and Standing Rules by bringing motions for a vote at the Executive Board and at the convention. This year the committee is concentrating on making sure that the Lambda State files of chapter rules contain the latest version of each chapter s rules both printed and electronic. A card was placed in each chapter president s packet with the date of the last chapter rules document that Lambda State has on file for the chapter. Chapters were encouraged to send in their most current chapter rules. Linda Beitzel (Alpha Nu), Lambda State Rules Chair, moved to amend Standing Rules Section 1.12 C by adding a new number 4 to read: The Foundation Board of Directors shall receive cost of transportation at the approved Lambda State mileage rate and, if necessary, one-half (1/2) the cost of a double room (unless prior arrangements have been made with the state president) when in attendance at one of two face-to-face biennial meetings. Linda Beitzel (Alpha Nu), Lambda State Rules Chair moved to amend Standing Rule Section 1.12.C by adding the words (Foundation Board of Directors after Members to read: 1.12 Allowance for Authorized Travel, C, State Committee Members/ Foundation Board of Directors. STATE PLANNING Sylvia Olson (Alpha Nu), Lambda State President and State Planning Chair reported the importance of members completing the evaluation forms for Lambda State events. Chapters were encouraged to eliminate the use of data manuals and store chapter and state information on USB drives. The committee decided it would be in the best interest of Lambda State to purchase more LCD projectors for use at Lambda State events. Dr. Debra LeBlanc (Beta Phi), Lambda State First Vice President and Educational Excellence Chair, moved the State Planning Committee investigate to purchase 1-2 LCD projectors and cases not to exceed the budgeted amount of $1,000.00 from the Permanent Fund. The projectors shall be used at Lambda State events. MUSICAL INTERLUDE SOCIETY MISSION AND PURPOSES ACHIEVEMENT AWARD Susan Young (Beta Tau), Lambda State Music Chair, led the members of the Executive Board in a non-instrumental musical interlude. Mary Zeronas (Gamma Alpha), Lambda State Achievement Award Chair, encouraged chapter presidents to recommend individuals for the Lambda State Achievement Award. Primary consideration will be
given to individuals who have participated in the Society at the state level. Consideration will also be given to participation at the regional and international levels. Contributions outside the Society which support the Society s purposes will also be considered. The deadline is December 15, 2016. EDUCATIONAL EXCELLENCE Dr. Debra LeBlanc (Beta Phi), Lambda State First Vice-President and Educational Excellence Chair, thanked chapter presidents for submitting chapter yearbooks. The committee provides valuable information for chapters to consider for providing appropriate professional development. Florence A. Cook and Grant In Aid applications are currently being accepted. This year at the convention a new feature, Hot Topics, will be introduced. Members are encouraged to apply to be presenters at the convention. All forms can be found on the website. Dr. Debra LeBlanc (Beta Phi), Lambda State First Vice President and Educational Excellence Chair, moved that the Lambda State Strategic Action Plan for Renewal 2016-2017 be approved as printed in the September 2016 mailing. INTERNATIONAL PROJECTS LEGISLATION LITERACY MUSIC SCHOLARSHIPS Marjorie Barban (Alpha Eta), Lambda State International Projects Chair, encouraged members to support two projects: Schools for Africa and Marion Medical Mission Project Malawi, Tanzania, and Zambia. The committee is planning a travel experience for 2017 following the Northeast Regional. Linda Lucke (Alpha Nu), Lambda State Legislation Chair, gave a brief summary of her Friday evening extensive presentation to the membership. She indicated that the purpose of the committee is to inform, educate and inspire others to act on education friendly legislation. She encouraged members to participate in the Legislative Seminar on November 12, 2017. She encouraged chapters to recommend legislators for the Legislative Certificates of Appreciation Program. Cynthia Roder (Alpha Delta), Lambda State Literacy Chair, stated that the book discussions for the 2017 Convention will be Ties That Bind by David Isay and The Nightingale by Kristin Hannah. She announced that forms will be sent out in the October mailing and will be on the website for submitting original student literacy works at the 2017 Lambda State Convention as part of The Student Literary Arts Recognition Program. Susan Young (Beta Tau), Lambda State Music Chair, informed the presidents that order forms for tee shirts are available. Diane Kettleson (Rho) is retiring from her position as director of instrumental music. Chapter Presidents were encouraged to suggest a replacement for the position. Ursula Sihocky (Beta Kappa), Lambda State Scholarships Chair, announced that the new and updated application forms and brochure for Scholarships and Special Study Stipends will be available online. The rubrics for awarding the scholarships and
stipends will also be online. More of the money available this biennium will be targeted for scholarships and less for stipends. The application deadline is January 9, 2017. WOMEN IN THE ARTS LAMBDA STATE FOUNDATION FOR EDUCATIONAL STUDIES NEW BUSINESS Athena Columbus (Alpha Nu), Lambda State Women in the Arts Chair, presented a list of projects that will be presented at the Creative Arts Retreat on October 7 through October 9, 2016. At the Lambda State Convention in April, 2017, the committee will be awarding up to $6,000.00 for the M. Josephine O Neil Art Award. Applications for the award can be found on the website. The application deadline is February 1, 2017. Beverly Madsen (Omicron), Lambda State Foundation for Educational Studies Chair, said a dream plus an application equals a stipend to enhance the education of Illinois children. A donation for a memorial, or honorarium or the purchase of a pendant equals stipends to further the education of Illinois children. Stipend money comes from the interest of the Foundation s principal, plus donations and the sale of pendants. Thank you to chapters and individuals who continue to support the Foundation. Sue Dion (Alpha Lambda), Lambda State Recording Secretary and Chapter Visitation Chair moved that Tau Chapter of Lambda State, The Delta Kappa Gamma Society International, which was organized November 17, 1939, be dissolved with regret. Sue Dion (Alpha Lambda), Lambda State Recording Secretary and Chapter Visitation Chair, moved that Alpha Pi Chapter of Lambda State, The Delta Kappa Gamma Society International, which was organized January 31, 1948, be dissolved with regret. Sue Dion (Alpha Lambda), Lambda State Recording Secretary and Chapter Visitation Chair, moved that Beta Upsilon Chapter of Lambda State, The Delta Kappa Gamma Society International, which was organized October 26, 1963, be dissolved with regret. Patricia Gaines (Alpha Delta), Lambda State Past President, indicated that Lambda State officers had worked tirelessly with these chapters in the hope that they would remain viable. ANNOUNCEMENTS The Lambda State Directory does not list Beta Iota Chapter. The information will be sent in the October mailing. Sylvia Olson (Alpha Nu), Lambda State President, read a letter from Carol Hughes, Past Lambda State President and current Northeast Regional Director, giving information about the Northeast Regional Conference which will be held in Windsor, Canada. The cost will be $165 Canadian dollars. It will be at Caesars Resort and Convention Center. She is asking
Lambda State members to assist with duties since there are only 168 members in Ontario Province. The evaluation for this Executive Board Meeting will be online. Chapter presidents were reminded to leave their yearbooks in the containers provided on the registration tables. Sharon Vinson, Lambda (Zeta), State Treasurer, reminded officers and chairs to complete their vouchers and turn them into her. Dr. Kammie Richter (Xi), Lambda State Executive Secretary, thanked all helpers who assisted with registration. Sylvia Olson (Alpha Nu), Lambda State President, thanked Marilyn Myers (Beta), for serving as the page. A drawing was held for collected school supplies to be awarded to new teachers in each area.
