COUNTY GOVERNMENT OF NAKURU COUNTY ASSEMBLY OF NAKURU County Assembly Service Board VACANCIES The County Assembly of Nakuru Service Board is a corporate body established by Section 12 of the County Governments Act. The Board is, interalia, mandated by law to constitute offices in the Service of the Assembly. Consequently, the Board invites applications from suitably qualified Kenyans to fill the following vacant positions. The positions are permanent and Pensionable. 1. CLERK OF THE ASSEMBLY (NKUCASB 12) (i) The Administrative head of the County Assembly; (ii) The Accounting Officer/ Authorized Officer for the County Assembly; (iii) Secretary to the County Assembly Service Board; (iv) Responsible for implementation of all policy decisions of the County Assembly Service Board; (v) Responsible for Enhancing public understanding and knowledge of the work of the County Assembly and increasing public accessibility; (vi) The Principal Adviser on all legislative procedures, practices, conventions and traditions to the Speaker of the County Assembly, other Presiding Officers and to all Honorable Members of the County Assembly; (vii) The Chief advisor to the Speaker in the exercise of all powers and functions that belong to the Speaker and through the Speaker, to the Assembly; (viii) Responsible for marshaling all legislative measures passed by the County Assembly.

(b) Requirements for Appointment (i) Is a citizen of Kenya; (ii) Holds a degree in law or social sciences from a university recognized in Kenya; (iii) Holder of a master s degree from a university recognized in Kenya; (iv) Has at least ten years post qualification experience in a senior administrative position either in private or public sector; (v) Meets the requirements of leadership and integrity set out in Chapter six of the Constitution; (vi) Must have attended a senior management course from a recognized body; (vii) Is a Certified Public Secretary; (viii) Served in, and shown proven and enduring flair for Parliamentary procedure and practice, and have wide experience on the role, functions and operation of a Legislature or County Assembly, through exhaustive service in all spheres of a legislative body. Basic Salary: 120,270 House Allowance: 60,000 Other Allowances 20,000 2. DIRECTOR, COMMITTEE & LEGISLATIVE SERVICES (NKU CASB II) Reporting to the Clerk of the Assembly; (i) Responsible for Legislative and Committee Services; (ii) Enhancing Public understanding and knowledge of the work increasing Public accessibility and awareness and the operations; of the County Assembly, (iii) Offering procedural advice to the Speaker, other Presiding Officers and Members of County Assembly; (iv) Facilitating Legislative agenda in the Assembly; (v) Management of County Assembly internship program; (vi) Assisting in ensuring adherence to Parliamentary procedure, practice, conventions, tradition and etiquette; (vii) Overseeing the Assembly proceedings such as producing notice of meetings, order papers, process, preparation of votes of proceedings;

(viii) Managing tabling of Bills, presenting Bills for Assent and gazettement; (ix) Overseeing preparation and tabling of papers and reports; (x) Overseeing and advising on all procedural issues in the Assembly; (xi) Any other duties as may be assigned from time to time. (b) Requirements for Appointment For appointment to the grade, a person will have: (i) Bachelor s degree in Law or Social Sciences from a University recognized in Kenya. Possession of a Master s Degree in the relevant field will be an advantage; (ii) Served in, and shown proven and enduring flair for Parliamentary procedure and practice, and have wide experience on the role, functions and operation of a Legislature or County Assembly; (iii) Have cumulative working experience of at least 5 years. Basic Salary: 109,089 House Allowance: 40,000 Other Allowances 16,000 3. SENIOR LEGAL COUNSEL I (NKUCASB 9) The office holder shall work directly under and Report to the Clerk of the Assembly. (i) Principal legal advisor of the Assembly and CASB on all legal matters; (ii) Liaising with the office of the County Attorney on litigation matters emanating from the Assembly; (iii) Act as a Service department on legal opinions on contracts, lease, partnerships or other engagement for and on behalf of the Assembly; (iv) Identify Legal trainings and capacity building opportunities for members and staff for better performance of the Assembly; (v) Drafting of Private Members Bills; (vi) Ensuring that Bills passed by the Assembly comply with the constitution; (vii) To ensure domestication of all necessary national legislations for purposes of the County Government ;

(viii) To ensure all procedural and Committee rules are observed; (ix) Undertakes research to strengthen performance of the legislation; (x) Undertakes any other duty as directed by the Clerk. (b) Requirement for Appointment (i) (ii) (iii) (iv) (v) (vi) Have a Bachelor of Laws Degree from a University recognized in Kenya. A Master s Degree will be an added advantage; Be admitted as an Advocate of the High Court of Kenya; Be in possession of a current practicing certificate; Have at least three (3) years relevant work and professional experience in a busy Legal Department, Private Firm or Public establishment at a senior level; Have proficiency in use of basic computer applications; A Diploma in legislative drafting will be an added advantage. Basic Salary: 77,525 House Allowance: 40,000 Other Allowances 12,000 4. SENIOR LEGAL COUNSEL II (NKUCASB 8) The office holder shall work directly under and Report to the Senior Legal Counsel. (a)duties and Responsibilities (i) (ii) (iii) (iv) (v) (vi) (vii) Preparing and reviewing contracts, tender documents and other related documents to ensure compliance with legal obligations; Preparation of all documentation required for Court sessions; Ensuring safe custody of all contractual documents of the Assembly; Preparing and reviewing agreements and all other related documents to ensure that all the obligations are met and Assembly s interests safeguarded; Reviewing and examining claims, litigations, arbitrations and prepare draft responses for review by the Clerk of the Assembly; Implementing Court awards and resolutions with user departments; Working closely with user departments by providing legal guidance in the interpretation.

(b)requirements for Appointment (i) (ii) (iii) (iv) (v) (vi) Have a Bachelor s Degree in Law recognized by the Law Society of Kenya and by the Public Service of Kenya and Diploma in Law from Kenya School of Law; Be an Advocate of the High Court Have at least 3 years post admission experience; Have a current practicing Certificate; A certificate in Legislative Drafting will be an added advantage. Basic Salary: 48,190 House Allowance: 24,000 Other Allowances 8,000 5. SENIOR INTERNAL AUDITOR I (NKUCASB 9) The position holder reports administratively to the Clerk of the Assembly but functionally to the Board. The Internal Auditor is directly responsible to the County Assembly service board for: (i) The reconciliation of budgetary allocations with monthly expenditure summaries; (ii) Ensuring County Assembly Assets i.e. plant and equipment, supplies, stores etc are appropriately recorded in relevant registers and are maintained and kept safely; (iii) Undertaking a variety of audit assignment relating to pre-audit of payments, evaluation and review of internal control systems and report on any weaknesses; (iv) Evaluation of the effectiveness of existing Financial regulations and establish the level of compliance in practice; (v) Compiling and preparing quarterly reports to the County Assembly Board based on the audit observation made. (b) Requirements for Appointment (i) A Bachelor Degree in Finance, Accounting, Business Management or Commerce;

(ii) Certified Public Accountant (K) or its acceptable equivalent with current registration with the Institute of Certified Public Accountants of Kenya; (iii) A minimum of three (3) years progressive post -qualification experience in the Public Service or in a large private organization. Basic Salary: 77,525 House Allowance: 40,000 Other Allowances 12,000 6. INTERNAL AUDITOR II (NKUCASB 7) The office holder shall work directly under and Report to the Internal Auditor I. (i) Designing and developing Audit techniques and procedures for system Audits; (ii)prepare and update systems and programmes; (iii)draft preliminary Audit reports, queries and observations for the departmental heads consideration; (b) Requirements for appointment (i) Be a Bachelor s degree holder in Accounting, Economics, Finance or its equivalent from a recognized university; (ii) Must be in possession of at least CPAI; (iii) Demonstrate capabilities and a high degree of competence in conducting and supervising both financial and management audit; (iv) Demonstrate ability in management and organizational skills; (v) Computer literate. Basic Salary: 41,590 House Allowance: 20,000

Other Allowances 8,000 7. Research Officer I (NKUCASB 7 ) The office holder shall work directly under and Report to the Clerk of the County Assembly. (i) Provision of non-partisan professional research assistance and analysis to members Committees and staff of the Assembly; (ii) Assessing the strengths and weaknesses of policy options; (iii) Providing expert interpretation, explanation and analysis; (iv) Providing back-up to County Assembly Committees; (v)maintain a periodically updated inventory of publications on current issues, Legislation and major public policy issues. (b) Requirements for appointment (i) Be a holder of Bachelor s Degree Social Sciences, Information Science or Management Science from a recognized university; (ii) Must have served in the grade of Research Officer II for at least three (3) years; (iii) Through knowledge and understanding of the concepts and techniques of professional research, with particular emphasis on public policy analysis, and an ability to write, edit in a clear, concise and understandable manner; (iv)satisfactorily served as a Research Officer in similar positions with comparable responsibilities in like organizations, reputable research institutions and having at least three years continuous work experience; (v) Must be computer literate. 8. HANSARD REPORTER II (NKUCASB 6 ) The office holder shall work directly under and Report to the Senior Hansard Editor. (i) Ensuring timely and accurate transcription of Assembly proceedings; (ii)undertaking independent verbatim reporting of Assembly proceedings and those of relevant committees/functions within or outside Assembly; (iii)preparing transcripts for editing; (iv) Sorting, checking transcripts and ensuring accurate transcription; and (v) Assisting in classification, custody, archiving, retrieval and cross-checking of documents against references; and (vi) Any other duties as may be assigned by the Hansard Editor. (b) Requirements for appointment For direct appointment to this grade a candidate must: (i) Be in Possession of a Diploma in journalism, Mass Communication or any of the Social Sciences with good credit passes in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification; (ii) Be able to demonstrate good knowledge of legislative procedures and the conduct of Assembly Committee Business; (iii) Be Computer literate with practical experience. Basic Salary: 35,910 House Allowance: 20,000 Other Allowances 6,000 9. RECORDS ASSISTANT I (NKUCASB 5 ) The office holder shall work directly under and Report to the Senior Administrative Officer. (a)duties and Responsibilities (i) Receiving and dispatching letters; (ii) Maintaining related registers (iii)ensuring security of files and documents;

(iv)labeling file covers (v)ensuring proper handling of documents (vi) Attending to correspondence and bring-ups; (vii)preparing disposal schedules and disposing dead files in accordance with relevant regulations. (viii)designing electronic records management program and advice the Assembly on the legal and regulatory requirements in regard to records management. (b) Requirements for appointment (i) A Diploma in Records and Information Management, or Business Administration from a National recognized institution; (ii)at least two years experience in a similar position (iii)proficiency in Computer Skills; (iv) High degree of integrity, a team player with effective communication skills. Basic Salary: 31,020 House Allowance: 10,000 Other Allowances 5,000 10. ACCOUNTS ASSISTANT I (NKUCASB 5 ) The office holder shall work directly under and Report to the Senior Accountant. Duties and responsibilities (i) Collating of financial estimates; (ii) Verification of payment vouchers in accordance with the laid down rules and regulations; (iii) General Accounting work involving book-keeping and routine accounting entries; (iv) Determination of aggregate expenditure; (v) Control of expenditure and below the line group of accounts; (vi) Must be proficient in Microsoft Office, knowledge and experience in using Accounting Software packages such as Pastel, Sage, QuickBooks; (vii) Compiling various documents, verifying their accuracy of itemized charges, account numbers and total costs;

(viii) Maintaining records through filling, retrieval, retention, storage, compilation, coding and updating; (ix) Excellent interpersonal and communication skills in English and Kiswahili. (b)requirements for appointment (i) Must be in possession of CPA part II (ii)well-developed skills in MS-Excel, MS-Word and Accounting packages. (iii)at least 1 year working experience carrying out similar duties. Basic Salary: 31,020 House Allowance: 10,000 Other Allowances 5,000 11. Sergeant AT Arms III (NKUCASB 5- ONE POSITION) The office holder shall work directly under and Report to the Sergeant AT Arms I (a)duties and Responsibilities (i) Deputizing Sergeant At Arms I; (ii) Posting of information on boards for members; (iii) Ensuring security for personnel and property; (iv) Providing fire and safety services; (v) Crowd control management; (vi) Investigating incidents; (vii) Maintaining decorum in the parliament precincts; (viii) Crime detection and prevention. (b)requirements for appointment (i) Be in possession of a C Plain in KCSE; (ii) Age Between 25 and 30 years old; (iii) Be in possession of a diploma in a relevant discipline from a recognized institution; (iv) Be computer literate;

(v) Have certificate in firefighting and First aid; (vi)have served in the disciplined forces for a period of not less than 3 years; (vii)must possess an exemplary service certificate; (viii)be medically fit; (ix) Have no criminal record; (x) Minimum weight: (a)men-54kg (120 lb) (b)women-50 kg (110 lb). Basic Salary: 31,020 House Allowance: 10,000 Other Allowances 5,000 12. SERGEANT AT ARMS ASSISTANT III (NKUCASB 4 SIX POSITIONS) The office holder shall work directly under and Report to the Sergeant AT Arms III a) Duties and responsibilities (i)undertaking ceremonial and chamber duties; (ii) Attending to the chair; (iii)maintaining member s attendance register; (iv)controlling the press in the gallery; (v)controlling dress code in the gallery. (b) Requirements For appointment to this grade, a candidate must: (i) Be in possession of KCSE Grade D- plain; (ii)age Between 18 and 30 years old; (iii)be medically fit; (iv) Have no criminal record; (v) Have served satisfactorily for a period of not less than one year in a related field; (vi) Minimum weight: (a)men-54.55kg (120 lb) (b)women-50 kg (110 lb).
