Why U.S. Needed Louisiana Merchants in the TAW found it too difficult to cross the Appalachian Mountains to get their goods on ships to sell overseas. They needed the Mississippi River and the Port of New Orleans. In 1762 France had ceded (given) what came to be called the Louisiana Territory to Spain in return for their help during the French and Indian wars. In 1800 Spain gave or sold the territory back to France because of pressure from Napoleon who wanted to set up colonies in America.

Why Napoleon Wanted To Sell Napoleon was fighting on several fronts and had some defeats. He decided not to start new colonies in America which might lead to war with U.S. 1. He needed money to fight his wars in Europe 2. Americans were moving west and he wanted to be rid of the land so he didn t have to defend it. Napoleon surprised Monroe by offering not just the Port but all the Louisiana Territory Monroe knew Napoleon could change his mind leaving the U.S. without the Port or the new territory. He was afraid to wait for Jefferson to decide. Monroe agreed to buy all the Louisiana Territory for $15 million
