E. SET REGULAR MEETING DATE AND TIME 4. SERVICE FUND 5. Motion by Second by To establish a Service Fund for the Warren Local Board of Education of $8,000 for the year 2018. G. STANDING AUTHORIZATIONS 6. Motion by Second by To approve the following standing authorizations for 2018: a. Advance on tax settlement by the Treasurer. b. Investment of inactive funds by the Treasurer. c. Pay all bills, provided that funds are available, and to report monthly to the Board of Education those bills that are paid by the Treasurer. d. Superintendent to employ, by letter of intent, certified and non-certified employees subject to Board approval at the next regular or special meeting. e. Superintendent authorized to approve professional meetings. f. Superintendent authorized to approve professional development. g. Superintendent authorized to approve volunteers. h. Authorize the Administration Office staff to purchase consumable items such as certificates, plaques, flowers (or donation, as requested, in lieu of flowers), etc. These expenditures for board related matters are to be made from the Board Service Fund; Central Office expenditures from the Superintendent s and Treasurer s Supply Accounts. i. Appoint the Superintendent as the Purchasing Agent from the January 2018 Warren Local Organizational meeting to the January 2019 Warren Local Organizational Meeting. j. Authorize the Superintendent and the Treasurer to utilize the services of Scott Scriven LLP, Bricker & Eckler Law Firm, and other law firms as deemed appropriate to serve the district. k. Approve classified employees above their contracted salary to perform other approved work assignments, as needed, at the employee s current pay rate. l. Approve faculty members to attend meetings, classroom coverage, class overload, Remediation/Testing, Summer School Teachers, and Instructional and Homebound Tutoring as per the Master Agreement between the Warren Local Education Association and the Warren Local Board of Education. m. Approve faculty members to host college education students, to be a cooperating teacher for field experience students and professional internships and to be site coordinators for field experience. Teacher compensation is calculated based on the actual amount received from the University less any expenses to the district for required benefit. n. Approve all OHSAA (Ohio High School Athletic Association) required overnight trips for athletic events that are scheduled for consecutive days by the OHSAA. This includes, but not limited to, conference, district, regional, and state competitions. o. Approve all co-curricular and extra-curricular overnight and out of state field trips. H. APPOINTMENTS 7. VII. TREASURER S REPORT A. TREASURER S BUSINESS 9. Motion by Second by The Treasurer recommends approving the following: a. Minutes of the December 18, 2017, Regular Meeting. b. Payment of bills for December 2017 as presented in the amount of $2,132,202.96 c. Financial Reports for December 2017 as presented: Investment Balances and Rate of Return, Financial Report by Fund/SCC, Revenue Account Summary, All Checks dated between December 1 and December 31, 2017, and Appropriation Account Summary. d. Investment Record in the amount of $468.10. This was deposited in the Permanent Improvement Fund as Investment Earnings during the month of December 2017. e. To approve the MOA for Deposit of Public Funds with WesBanco Bank, Inc. in the amount of $6,000,000. This agreement will expire December 31, 2022. f. Increase Estimated revenues in the amount of $1,950 and appropriations in the amount of $700 for fund 200-9290, Gaming Club. g. Payment of an invoice in accordance with ORC 5705.41 (d) A, Then and Now Invoice, from Sherlock Oil Company, Inc. for $17,670.00 dated November 30, 2017, for fuel. VIII. READING OF COMMUNICATIONS A. Enter into a Memorandum of Understanding (MOU) with Zane State College for College Credit Plus courses at Warren High School for the 2018-2019 school year, as presented. c. Motion by Second by RESOLUTION RESCINDING PRIOR APPROVAL OF AGREEMENT WITH FANNING/HOWEY FOR CFAP PROJECT AND APPROVING REPLACEMENT AGREEMENT WHEREAS, the Board of Education of the Warren Local School District, Washington County, Ohio, met in Regular session on January 9, 2018, and adopted the following Resolution, WHEREAS, The Superintendent recommends approving a replacement agreement with Fanning/Howey Associates as the architect/engineer ( A/E ) for the co-funded CFAP project to address incorrect information discovered in the prior agreement. Background: 1. The Board previously acted to select Fanning/Howey Associates as the A/E for the co-funded CFAP project, based upon the co-selection process with the Ohio Facilities Construction Commission ( OFCC ) and approved the A/E agreement for the services to be provided. 2. Subsequent to the Board s action, incorrect information was discovered in the A/E agreement forwarded to the District for review and approval. 3. The information has been corrected in a replacement agreement, and approval of the replacement agreement is requested. 4. The total compensation to be paid to Fanning/Howey is $4,176,189, of which $3,784,393 is cofunded and $391,796 is District-funded for locally funded initiative improvements ( LFIs ), based upon a total construction budget for the Project of $52,589,700, which includes $5,589,700 for LFIs. 5. The Superintendent recommends approval of the replacement agreement with Fanning/Howey in substantially the form provided for the Project. NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Warren Local School District, Washington County, Ohio, as follows: 1. The Board rescinds its prior approval of the A/E agreement with Fanning/Howey Associates, Inc. for the CFAP project. 2. The Board approves the replacement A/E agreement with Fanning/Howey in the amount of $4,176,189, of which $3,784,393 is co-funded and $391,796 is District-funded for LFIs, and authorizes the execution of the agreement by the Board President and Treasurer on behalf of the Board. Certified Personnel Recommendations Employ (pending successful verification of certification and experience, completion of criminal records check, and other state and local requirements for the position): Stewart, Hayley - Warren Elementary intervention specialist, moderate/intensive, limited one-year contract, effective January 10, 2018, salary placement determined after degree and experience are verified. Unpaid Leave Request Farnsworth, Kerry Warren High School social studies teacher Unpaid leave of absence for November 28-30, 2017, and December 4-20, 2017. All requests for unpaid leaves of absence exceeding five (5) consecutive days shall require the approval of the Board of Education. b. Classified Personnel Recommendations Employ (pending successful verification of certification and experience, completion of criminal records check, and other state and local requirements for the position): Day, Daniel - Assistant Athletic Director, Limited 18-Month Contract, placed on the Administrative Salary Schedule, effective date to be determined. Maston, Tracy - Warren Middle School Cook, C-I Classification, 3 hours per day, Limited One-Year Contract, effective January 22, 2018.
