Dear geschätzte Freunde, Letter from der Führer I would like to welcome you to the Joint Crisis Committee's Axis cabinet, on the conferences' behalf. In this committee, my intent is to provide you a pleasant, exhilarating and profound experience during your participation. For this task, the secretariat has chosen me, and I shall, to my utmost abilities, provide you with such an experience. Alas, where are my manners! Let me first introduce myself to thee. I am Efe Özkan, your beloved Herr Hitler. I am a senior student in Eyüboğlu Highschool and I currently study IB. I have been doing MUN for 2 years, and during those years, I have attended many conferences in both Turkey and countries abroad, such as the Netherlands and Peru. With my experiences, I aim to foster satisfaction and guide you to victory. Therefore, I once again welcome you to the Axis Cabinet. May your blows strike hard and triumph over the untermenschen. Sieg Heil, Adolf Hitler Introduction The year is 1942. The Third Reich is the dominant power on continental Europe. Imperial Japan is threatening British India through Burma and French Indochina. The USSR is struggling on its knees, barely surviving after the Battle of Moscow. The eager yet unblooded United States of America, has yet to contest naval and military might of the Axis. The situation is bleak for the Allied Coalition, and it comes down to the Axis powers to deliver the decisive blow.

Definition of Key Terms Nanshin Ron: The Southern Expansion Doctrine (Nanshin Ron) was a political doctrine in the Empire of Japan which stated that Southeast Asia and the Pacific Islands were Japan's sphere of interest and that the potential value to the Japanese Empire for economic and territorial expansion in those areas was greater than elsewhere. Hokushin Ron: The Northern Expansion Doctrine (Hokushin Ron) was a pre-world War II political doctrine of the Empire of Japan which stated that Manchuria and Siberia were Japan's sphere of interest and that the potential value to Japan for economic and territorial expansion in those areas was greater than elsewhere. Lebensraum: Living space for the Aryan race. Generally, it is used to identify European colonies (territories in Europe regarded as un-aryan) occupied by the Third Reich. Logistics: Logistics is the key supply and network chain in use of all armed forces. They generally consist of motor or horse powered transport which deliver vital supplies to the frontlines from ammunition to food. Unrestricted Submarine Warfare: Unrestricted Submarine Warfare(USW) is the naval doctrine of utilizing submarines to enact a blockade on a country or region through indiscriminant sinking of merchant and military vessels alike. Military Situation With the inclusion of the United States of America, the war has not been adversely affected. The recent defeats from the Russian winter counter offensive has cost the Reich valuable manpower and supplies, and as the Führer, I demand that the conservation of equipment and manpower be a top priority. On the Far Eastern Front, our Japanese allies must also aim to secure production facilities and resources to fuel the war effort. A direct clash must be avoided with the USA, until we can concentrate more resources. Until then, guerilla deployments and convoy interception can be our strategem. The rest of the resources in the Far East needs to be aimed at India, to knock it out of the war.

Major Parties Involved Third Reich - The Greater German Empire is currently the leader of the war effort in the European Theater. The Third Reich is also the member of the Rome-Berlin Axis, and the consequent Pact of Steel. Adolf Hitler, the Führer, is determined to establish a New World Order, in the place of the existing corruption. Imperial Japan - The Empire of Japan is not actively engaged on the European Theater, however it is the sole representative of the Axis in the Far East, taking the war into the enemy's vulnerable colonies. Japan is stretched thin and must be decisive in its movements, lest it be bogged down in attritional warfare and eventual defeat. Italy - Fascist Italy, the co-founder of the Rome-Berlin Axis, is a major regional power in the European Theater. Italy participates with expeditionary forces in North Africa and the Eastern Front. It lacks the resources to effectively propagate the war for long, so it must aim to increase its resources and production. Hungary Hungary is an Axis power sending expeditionary forces to the Eastern Front and providing production facilities and resources to the Axis war machine. It has common goals with all Axis powers. Romania Romania is a critical Axis power which has vital crude oil deposits to fund the Axis advance. It is mission critical to ensure the safety of the Besarabia Oil fields in Romania. It also provides expeditionary forces to the Eastern Front. Bulgaria - Bulgaria is an Axis power sending expeditionary forces to the Eastern Front and providing production facilities and resources to the Axis war machine. It has common goals with all Axis powers. United Kingdom The United Kingdom is a major belligerent of the Allied war effort, coordinating its overseas colonies and navy into fighting the Axis. Currently, they have been forced out of the European Theater, however they are a threat as an island nation on naval convoys and Western Europe. They need to be dealt with after the Soviet Invasion. Soviet Union The USSR is the collective communist threat of the world and a mortal enemy of the New World Order. With the current invasion, they are on the brink of collapse. They must be dealt with decisively and swiftly, to avoid a multiple front war, which would strain supplies and military power projection. United States of America The United States of America is very new participant in the war, and is yet to show effect. However, before they do, it is critical to weaken her allies and isolate North America, and then proceed with an invasion. Alternatively, they could be forced to surrender after their European

Allies' defeat. Advice for the Propagation of War In the European Theater, the war is favourable to the Axis. Even though the winter counteroffensive of the Russians have pushed us back, the Soviets are all but spent. However, we must wait and prepare for a spring offensive and for supply chains to catch up. As fresh supplies reach the frontlines on the Eastern Front, another spring offensive must be prepared with a central Schwerpunkt (focal point) directed into Leningrad and Moscow. The loss of both these key areas will be a critical moral hit. Further on, pushing into Caucasia can be an alternative, however the next move should be to encircle and envelop as many retreating troops after a successful offensive in capturing Moscow and Leningrad. Intelligence reports state that the main Soviet industry has been relocated into the Ural mountain range. Therefore, the next plan of action should be to utilize Alpenjäger forces into the Urals. Back on the homefront, all Axis nations need to consolidate the maximum amount of resources. Those resources need to be diverted into the production of standardized equipment. The prospect of experimental weapons need to be postponed into the later stages of the war. However, Uranprojekt can be reinstituted and explicitly funded, as the Führer sees it can help end the war. Imperial Japan in the Far East should avoid a war of attrition against the Chinese, British and USA. They should aim to decisively strike British India and occupy the Chinese forces. After India, China can be engaged on two fronts, and ultimately engage the USA with all available forces. If necessary, Italian or other Axis expeditionary forces can be sent to the Far East after the Russian victory over northern India, and outflank the British.
