Mayor Besmer presided and called the meeting to order at 7:00pm. Mayor Besmer led the Pledge of Allegiance. ROLL CALL Aldermen Present Robert J. Blatt Ronald Hogan Kevin Crane Joan Willey Rita A. Martin Gregory Mills Donna Conlon Maryanne Zaiz Aldermen Absent Following roll call, City Clerk Scott Schaefer reported a quorum was present. Also present were: City Clerk/Economic Development Director Scott Schaefer, Administrative Assistant John Conlon, Public Works Director Doug Zaiz, Captain Butch Mayberry, and members of the general public. APPROVAL OF MINUTES NOVEMBER 19, 2015 OPEN FORUM FOR CITIZENS Following a motion from Alderman Blatt, seconded by Alderman Crane; the Board unanimously approved minutes from the November Board meeting. Caroline Martin applauded the City for supporting the Toys for Tots program again this year. Page 1 of 5
REPORT OF OFFICERS: MAYOR POLICE CHIEF COLLECTOR DIRECTOR OF PUBLIC WORKS CITY CLERK / DIRECTOR OF ECONOMIC DEVELOPMENT Mayor Besmer called for a motion to appoint Constine Mayberry as Police Chief. Following a motion by Alderman Blatt, seconded by Alderman Crane; the Board unanimously approved the appointment. City Clerk Scott Schaefer performed the Oath of Office ceremony thereafter. Please reference Bill 2060. Chief Mayberry expressed gratitude for the City s support and encouragement. City Clerk Scott Schaefer announced the Collector s Report for November 2015. Please see Committee Reports: Public Works City Clerk Scott Schaefer made the following announcements: The Woodson Terrace Christmas Party is slated for Saturday, December 19 th from 12:00am-2:00pm. The WTBA will likely dissolve in 2016. No decision has been made regarding the future of Woodson Terrace Days. COURT CLERK CITY ATTORNEY ALDERMAN COMMENTS REPORT OF COMMITTEES PUBLIC WORKS Court revenues for December totaled $11,859.75. City Attorney Frank Vatterott briefly summarized the two bills on the agenda, both concerning the appointment of the Police Chief. According to Frank s report, the appointment of the Police Chief will be entertained annually in June. The compensation details are highlighted in Bill 2061. Chairman Blatt briefly discussed the new gate entrance for the community center, which will be expanded to accommodate emergency response vehicles. The City s building permit for the community center is currently under review by St. Louis County. Page 2 of 5
BUDGET, WAGE & JOB STUDY ST. LOUIS COUNTY MUNICIPAL LEAGUE SPECIAL PROJECTS/ PARK BOARD Chairman Willey announced the 2015 Holiday Decoration awards. Award winners will receive gift certificates to local restaurants via mail. Ward I: 9538 Lambert Terrace Ward II: 9543 Corregidor Ward III: 4027 Gordon Ward IV: 9527 Margo Ann Grand Prize: 4043 Nace Alderman Conlon applauded the City for supporting the Craft Club. The group continues to grow in participation. Alderman Martin made the following announcements for the Seniors Committee: The Christmas Luncheon featured Public Works Director Doug Zaiz, City Clerk Scott Schaefer, Captain Butch Mayberry, Detective Danny Hunter, and Lieutenant Randy Halstead. The discussion focused on Republic s senior discount for trash services, changes to the emergency dispatch number, and snow removal efforts by the City. The Seniors Committee welcomes Alice McGuire and Mary Clippard to Woodson Terrace. The January Luncheon will feature Chief Chuck Coyne of the Community Fire Protection District. Woodson Terrace resident and CFPD Secretary Don Doerr will also speak at the event. VETERANS The Veterans Committee will not meet in December or January. Snowball Express and Toys for Tots will continue to be a focal point for the Committee. Page 3 of 5

Bill 2060 reads: AN ORDINANCE AMENDING ORDINANCE 1865, KNOWN AS THE CODE OF THE, BY ADDING A NEW SECTION, 115.140, TO CREATE THE APPOINTED OFFICE OF CHIEF OF POLICE OF THE Introduced by Alderman Martin, seconded by Alderman Blatt and unanimously carried, to approve the first reading of Bill 2060 by title only and make supporting documentation part of the record. Moved by Alderman Mills; seconded by Alderman Crane, to approve the second reading of Bill 2060 by title only.
