BEHIND THE FENCE A refugee is a person who flees from oppression or persecution in their country. The refugees in Rebekkah s Journey were surprised when they learned they would be staying in a camp that was fenced in and they would be unable to leave. Make a list of the reasons the government might have felt it was necessary to fence their group in. Do you think there are reasons in today s world to hold refugees in camps? Explain your answer.
