Introduction to Simulation: The major powers in Europe by the late 1700s consisted of Britain, France, Prussia, Austria and Russia. Poland, Ottoman Empire and the Netherlands were powers in decline. Most of central Europe was divided into small states that could be dominated by the major powers. After Napoleon's disastrous invasion of Russia in 1812, Britain, Austria, Prussia and Russia formed a coalition that defeated Napoleon in 1814 and again in 1815. Goals: In your congresses, you will work together to achieve the following goals. Most of these will be achieved through signing treaties and allocation of land. 1. Reward victorious allies Russia, Prussia, Britain and Austria. 2. Reestablish a "Balance of Power" between the five major powers: Russia, Austria, Prussia, Britain and France. 3. Provide for the containment of France in the future. 4. Reestablish the French monarchy and provide for good relations with the new French government. Process: You will achieve the above goals by voting on proposals. Any country can make a proposal. All countries will vote on the proposals; France can propose and argue for ideas, but has no vote. Your congress will have 25 minutes (two 10 minute sessions with a 5 minute break) to discuss, propose, vote and complete deliberations. Your group will then present your Congress to the rest of the class. Due: At the end of your congress, you will hand in a map and a list of agreements/treaties that you have agreed upon. Colored pencils will be used by countries to show who owns what. The map and the treaty must be signed by all parties. Grading: You will be graded on your in-class behavior and effort during the workdays leading up to the Congress and the results of your participation in the Congress as shown by the map and treaties. Participation and achieving your country s goals are the most important factors in your grade.
