Executive Summary 4 of 10 The main objective of the mission was to analyse all the sources of information related to tourism in order to compile the Tourism Satellite Account. The partners of Ukraine presented the main tourism statistical operations that they have developed in the past or that they are carrying out nowadays: - Hotel Survey: annually information about occupancy, incomes and employment is requires to all hotel establishments in Ukraine. Also sanatorium and recreational establishments are included in this survey. - Travel agencies and tour operators Survey: in annual basis, economic variables and information on the provided services are requested to all travel agencies and tour operators. - Expenses Border Survey: it was carried out in 2005 and 2007 to determine the volume of tourist cost in Ukraine and abroad. - Internal Tourism Survey: survey addressed to Ukrainian tourists that stay in hotels. This survey was conducted also in 2005 and 2007 Moreover, there are available important data from administrative registers very useful to compile information for the Tourism Satellite Account: - Economic registers: to regulate the economic activity. It is important in order to obtain the list of the units involved in tourism activities. - Border register: they provide information about flows across the borders. It constitutes the scope to develop the statistical operations to the tourists to collect information about the tourism expenditure. In resume, according to the sources of information t is important to distinguish between the administrative registers and the statistical operations. Main problems: - The main problems of the registers are to update the information and to receive it from the institution that manages the register with a good quality. - It is convenient to sign an agreement to establish the compromise between the institutions to exchange the information (calendar, variables, etc). - According to the statistical operations it is very important to plan a statistical system related to the tourism statistics in order to guarantee the continuity of the operations. - Some of the variables and their breakdown are not harmonised according to the international recommendations. 4

5 of 10 The Spanish Delegation made several presentations: - In order to establish the framework of the tourism statistics, a presentation about the new European Union Regulation on Tourism Statistics that it was adopted in 2011. - To present a new system of automated data collection used in Spain in Accommodation Occupancy Surveys, based in XML files, that reduces the statistical burden to establishments and provides more information and with better quality to NSI Spain. - Accommodation Occupancy Survey was presented: the methodologies and questionnaires of Accommodation Occupancy Surveys of NSI Spain were analysed by the group. - Family tour survey was presented: it is an specific study addressed to the household in order to obtain information for domestic and internal tourism (national tourism). 1. General comments This mission report was prepared within the Twinning Project Development of new statistical methodologies and indicators in selected areas of statistics in line with EU statistical standards. It was the first mission to be devoted to Tourism Satellite Account within Component 1.1 of the project. The mission was aimed at defining a strategic plan forming the base of the further implementation of the project in this statistical area. The concrete objectives of the mission were: - analyzing the sources of data for tourism statistics in Ukraine and their compliance with international standards; - analysing the current national regulatory and legal framework in line with Methodological recommendations in terms of auxiliary tourism account. - reviewing the standard international classifications and their harmonization with national conditions of Ukraine to introduce Satellite Tourism Account; - receiving the recommendations concerning necessity and areas of improvement of statistical reporting forms on tourism to receive information necessary to compile Satellite Tourism Account; - receiving recommendations with regard to improvement of methodological approaches when making the sampling surveys of tourists and one-day visitors to determine the volume of tourist expenses. 5

6 of 10 The consultants would like to express their thanks to all officials and individuals met for the kind support and valuable information which they received during the stay in Ukraine, and which highly facilitated the work of the consultant. Assessment and results After analysing the different sources of information available in Ukraine to compile de Tourism Satellite Account, the most important ones are being carrying out currently, or it is programmed to be developing in the following ones. Some adjusts or modifications should be incorporated (see recommendations) in order to follow the international recommendations and definitions. For solving lacks of information (tourist packages structure, travel expenses of business, households trips to second private homes, ) some hypothesis or estimations should be established. 3. Conclusions and recommendations Recommendations: - It is very important to define the reference year for the Tourism Satellite Account taking into account the last Input-Output table and the tourism statistical information available. - It is important to constitute an inter-institutional platform to coordinate the works and to promote the interchange of the information (Tourism Statistics Department, Economic Statistics Department, Household Statistics department, National Accounts Department, Tourism Administration, Central Bank, ) - the definitions, concepts must be harmonised and the breakdowns according to the international recommendations. - Some variables must be revised: Purpose of the visit. - The main lacks of information are: Domestic tourism, private accommodation. - In order to facilitate the response rate the questionnaires must be simplified. Terms of Reference Twinning Project Development of New Statistical Methodologies and Indicators in Selected Areas of Statistics in line with EU Statistical Standards Terms of Reference For Short-Term Mission to the State Statistics Service of Ukraine Action 1.1.1 Component 1.1: Satellite Tourism Account Assessment of Tourism Statistics in Ukraine Background Information Statistics Denmark in partnership with Statistics Finland, Statistics Lithuania, Central Statistical Bureau of Latvia, Statistical Office of Slovak Republic, INE Spain - National Statistical Institute of Spain and Statistics Sweden, implements in Ukraine "Development of New Statistical Methodologies and Indicators in Selected Areas of Statistics in Line with EU Statistical Standards" Twinning Project. The State Statistics Service of Ukraine (State Statistics of Ukraine) is the Beneficiary of this Project. This action is being implemented under Component 1.1: Satellite Tourism Account. The purpose of this Component is to draft the methodology how to compile the Satellite Tourism Account in Ukraine in line with EU standards. This action will contribute to achieving the abovementioned objective and reference indicators specified in the contract, namely: 1. system of tourism statistics in Ukraine is revised in terms of its compliance with EU standards; 2. sources and available data are identified, the standard classifications to compile the Satellite Tourism Account are adapted; 3. methodological guidelines how to compile the Satellite Tourism Account are drafted. Purpose of the Mission The prior purpose of the mission is: - analysing the sources of data for tourism statistics in Ukraine and their compliance with international standards; - analysing the current national regulatory and legal framework in line with Methodological recommendations in terms of auxiliary tourism account; - reviewing the standard international classifications and their harmonization with national conditions of Ukraine to introduce Satellite Tourism Account; 8

9 of 10 - receiving the recommendations concerning necessity and areas of improvement of statistical reporting forms on tourism to receive information necessary to compile Satellite Tourism Account; - receiving recommendations with regard to improvement of methodological approaches when making the sampling surveys of tourists and one-day visitors to determine the volume of tourist expenses. Expected Results determining the areas for improvement of forms of statistical observations and administrative reporting on tourism; determining the scope of work in terms of harmonization of standard international classifications on tourism with national conditions of Ukraine to introduce Satellite Tourism Account; determining the actions related to improvement of the current national regulatory and legal framework in line with in line with Methodological recommendations in terms of auxiliary tourism account. Determining the conceptual approaches concerning compilation of Satellite Tourism Account in Ukraine Actions The tentative schedule of the mission is the following: Date: 24.04.12: analysing the sources of data for tourism statistics in Ukraine. Date: 25.04.12: discussing the methodology of statistical observations for statistics of tourism and questionnaires, which are used to conduct state statistical observations. Date: 26.04.12: assessing the compliance of current regulatory and legal framework on tourism with Methodological recommendations with regard to Satellite Tourism Account. Date: 27.04.12: studying the methodological principles and experience of countriesdevelopers of Satellite Tourism Account. Tasks to be fulfilled by the State Statistics to facilitate the mission The Beneficiary will: - Arrange the meeting with interested parties - Ensure presence of employees in charge of collection and processing of statistical information on tourism; - Provide access to information materials related to statistical accounting and application of international classification on tourism statistics in Ukraine.
