ASEAN-Switzerland Sectoral Dialogue Partnership: Practical Cooperation Areas 2017-2021 These Practical Cooperation Areas are aimed at implementing the shared commitments for an enhanced, deeper, and mutually beneficial ASEAN Switzerland Sectoral Dialogue Partnership for the period of 2017-2021 to further substantiate the cooperation with a focus on practical areas where ASEAN and Switzerland have expertise and mutual interests: Areas/Measures Timeline 1 Counter-Terrorism, Violent Extremism, Non-Proliferation and Cyber-security 1. Explore the possibility of sharing experiences and best practices in countering terrorism, preventing violent extremism and curbing the rise of radicalisation. 2. Explore the possibility of sharing experiences and best practices on anti-money laundering and countering terrorism financing. 3. Explore the possibility of sharing experiences and best practices between relevant agencies in the ASEAN Member States and Switzerland in the area of cyber security. 4. Explore the possibility of sharing experiences and best practices in promoting non-proliferation, and the peaceful uses of nuclear energy in South East Asia. 5. Promote exchanges and cooperation between relevant law enforcement agencies to build trust and understanding and strengthen cooperation in addressing threats and challenges that may affect the 1 - Immediate term: indicative timeframe between 1-2 years. - Medium term: indicative timeframe between 2-4 years. - : indicative timeframe more than 4 years. - These indicative timeframes are intended to be flexible and suggestive, taking into account programmes/projects/activities to be implemented under the areas in this PCA which might be carried over the specified timeframes. Such programmes/projects/activities may also be carried forward as may be determined by and in mutual interests of ASEAN and Switzerland after this PCA expires in 2021. 1

Medium term and future possibilities Good Governance, Human Rights and Peace Process 7. Convene seminars and capacity building activities to share experiences on enhancing good governance, the rule of law and human rights. 8. Contribute to support capacity building, in the framework of applicable international laws to combat corruption, in the area of asset recovery. 9. Share experiences and best practices in promoting peace, including with the ASEAN Institute for Peace and Reconciliation (AIPR) in accordance with its Terms of Reference. 10. Collaborate with and support the work and mandate of the ASEAN Intergovernmental Commission on Human Rights (AICHR) through trainings, regional dialogues and other capacity building initiatives to enhance the promotion and protection of human rights and fundamental freedoms. Medium term Economic Cooperation 11. Contribute to support regional capacity building in entrepreneurial skills and MSMEs development. 12. Support efforts to enhance market access and facilitation for ASEAN goods, services and investment. 13. Support the promotion of trade with and investment in ASEAN, including among others, through regional conferences, seminars and business fora on the ASEAN Economic Community and other trade matters. 14. Foster cooperation in the area of Customs and Border Management, in particular through capacity building Medium term 2

activities. 15. Support the convening of the regional conferences to share information and best practices on reducing youth unemployment, human resources policies for foreign workers, and employment services in ASEAN. 16. Support the implementation of the ASEAN Trade Facilitation Framework. 17. Contribute to support the implementation of ASEAN Plan of Action on Science, Technology and Innovation (APASTI) 2016 2025. Medium term Future Possibilities Food, Agriculture, Food Security and Forestry 18. Strengthen sustainable development policy dialogue, including on Sustainable Forest Management, with the concerned ASEAN institutions and ASEAN Member States in accordance with the Strategic Plan for ASEAN Cooperation in Food, Agriculture and Forestry 2016-2025. 19. Support the implementation of the Plan of Action (2016-2020) of the ASEAN Working Group on Social Forestry (AWG-SF). 20. Continue promoting the cooperation within the ASEAN- Swiss Partnership on Social Forestry and Climate Change (ASFCC) addressing interlinked issues of food security and nutrition, social forestry and climate change. 21. Continue to provide technical support, especially to the CLMV-countries, in order to meet the national and regional poverty alleviation goals with a particular consideration to the Strategic Plan of Action on Food Security in the ASEAN Region (SPA-FS), 2015-2020; continue to promote, amongst others, Good Agricultural Practices and Climate Smart Agriculture (CSA) that can help farmers respond to market demands and withstand climate change and natural disasters. 3

22. Promote Remote Sensing based Information and Insurance for Crops in Emerging Economies (RIICE) methodology for the monitoring of rice production and crop insurance within ASEAN Member States. Tourism 23. Support capacity and capability building programmes for ASEAN Member States in the field of hospitality and tourism development, including environmentally sustainable and socially responsible community-based tourism. 24. Strengthen cooperation on tourism, with a focus on enhancing competitiveness and increasing two-way tourism flows between ASEAN and Switzerland. Medium term Education and Human Resource Development 25. Promote cooperation in vocational education and training through consultations, information sharing and capacity building. 26. Promote cooperation in areas of human resource development, employment and vocational education and training through consultations, information sharing and capacity building and broaden cooperation, including by: i. Sharing and exchanging on best practices and experiences with the ASEAN Secretariat and the Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH). ii. Continuing to provide technical support to the CLMV countries in order to support national and regional plans for future economic growth and vocational education training. iii. Enhancing cooperation on labor and employment. 4

Women Empowerment, Gender Equality, and the Rights and Welfare of Children, the Elderly and Migrant Workers 27. Support initiatives to promote gender mainstreaming into labor and employment policies, including promoting gender equality in recruitment, promotion and skill development. 28. Support the work of the ASEAN Committee on Women. 29. Support initiatives that promote the survival, protection, participation and development rights of children, including through education and health services and development of migrant children; early childhood care and development and education; multi-sectoral approaches on child protection systems; and eliminating violence against children; and child-friendly local governance. 30. Support initiatives to implement the Regional Plan of Action on the Elimination of Violence Against Women and Regional Plan of Action on the Elimination of Violence Against Children (RPA on EVAC) and the five-year work plan of the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC). 31. Explore cooperation, where appropriate, on the fiveyear work plan of the ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW). 32. Cooperate in the field of migration and skills development. Disaster Management and Humanitarian Assistance 33. Continue to strengthen regional capacity in disaster management and disaster risk reduction in the ASEAN 5

region through the realisation of the AADMER Priority Programme and the One ASEAN Response Declaration. 34. Continue sharing information, best practices and experiences, knowledge transfer as well as capacity building based on the experience of providing financial support and technical expertise to the ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX). 35. Support Strategic Policy Dialogue on Disaster Management for cross-learning on Disaster Risk Financing and Insurance/new forms of risk transfer. 36. Support the ASEAN Agreement on Disaster Management and Emergency Response and Work Plan (2016-2020). 37. Continue to provide and support ongoing humanitarian assistance to ASEAN Member States by improving access to services; combatting malnutrition and strengthening food security; and supporting the country s protection efforts. 38. Provide humanitarian emergency response to disaster due to natural hazards, including the deployment of Swiss Emergency Response teams, when conditions are fulfilled. Immediate term Public Health 39. Support programmes for access to public health, including sharing information, good practices and experiences. 40. Support the implementation of ASEAN s Post-2015 Health Development Agenda. 6

Connectivity 41. Explore cooperation on ASEAN Connectivity through outreach activities and support for capacity-building initiatives to implement MPAC 2025. 42. Support the development of an ASEAN Public Private Partnership (PPP) development agenda, such as through public sector capacity-building and the sharing of best practices, where appropriate, to support the development of commercially viable and bankable PPP projects. Environment 43. Promote cooperation in environmental protection and climate change mitigation. Narrowing the Development Gap and Initiative for ASEAN Integration (IAI) 44. Support the development of programmes/projects to implement initiatives under the IAI Work Plan III. 45. Contribute to support junior government officials through a hands-on and practical attachment programme to increase their knowledge and understanding on the ASEAN regional cooperation and Community building in the three Community pillars, including the goals and decision-making process. 46. Support the convening of regional forums on village resources management for rural development and poverty eradication and on improving national financial resources for social protection. Immediate term Future possibility Sustainable Development 47. Support the implementation of the ASEAN Community Vision 2025 and 2030 Agenda for Sustainable Development in ASEAN to complement one another through dialogue and activities. 7

48. Explore the possibility of sharing experiences and best practices in sustainable consumption and production. Follow-Up Mechanism 49. The implementation of the Practical Cooperation Areas will be reviewed by the ASEAN-Switzerland Joint Sectoral Cooperation Committee (AS-JSCC) Meeting and an annual progress reports on the implementation of the Practical Cooperation Areas shall be submitted to the AS-JSCC. 2017-2021. 8
