County Detention Facilities April 2003 Inmate Profile Summary This County Detention Facilities Summary provides a monthly profile of Florida's detention facility inmate populations. Monthly Average Daily Population (ADP) figures include male, female, adult and juvenile inmates. These population figures are arranged into felony, misdemeanor and "other" subcategories in Table 1. "Other" includes the number of parole violators, state inmates, undocumented aliens, holdings for other jurisdictions and individuals detained under the Baker (mental health) and Myers (alcoholism) Acts. Within felony and misdemeanor subcategories, the number of inmates sentenced, held for trial or sentencing, and those detained or sentenced for violation of probation are listed. Table 2 features the Average Daily Population and incarceration rate in each county. Table 3 lists the number and percent of felony and misdemeanor pretrial inmates at each detention facility. The Jail Population Summary (Table 4) lists detention center totals for the year to date. COUNTY DETENTION FACILITIES PROFILE SUMMARY April 2003 Average Daily Population On the average, there were 51,670 inmates in Florida's county detention facilities during the month of April 2003. The statewide average daily (ADP) totals include 44,388 adult males (85.9%), 6,687 adult females (13.0%), 575 juvenile males (1.1%) and 20 juvenile females (0.0%). The overall distribution of male and female inmates has remained constant in county detention facilities for the past several years. The following provides an analysis of the inmate population for April 2003: APRIL 2003 JAIL POPULATION RECAP 74.4% of the total inmate population was incarcerated for felony offenses, while 19.5% were detained for misdemeanor crimes. All others confined amounted to 6.1% of the total population. Juveniles accounted for only 595 or 1.2% of the overall inmate population, with the majority (575) being male. Most juveniles (96.5%) were charged with felonies. The majority (87.0% or 44,963) of those incarcerated in county detention facilities in April 2003 were male. Offenders held for trial represented 56.6% of the inmate population. Incarceration Rates In April 2003, the statewide county detention incarceration rate was 3.3 per 1,000 county residents based on the population estimates for April 1, 2002. The county population estimates are provided by the Bureau of Economic and Business Research at the University of Florida. Incarceration rates ranged from a low of 1.3 in Union County, to a high of 7.9 in Franklin County. Other counties may be experiencing high incarceration rates due to the contracting of bed space for federal inmates. 1 Pretrial Population Levels

During the month of April 2003, 29,255 of the inmates housed in county detention facilities were classified as awaiting trial. Of these, 24,233 offenders (82.8%) were awaiting trial for felony offenses while 5,022 (17.2%) were detained for misdemeanor violations. Of the 63 counties reporting, 39 had over half of their populations awaiting trial. Notes The numbers in this report do not include the following facilities: Calhoun County Jail, Duval County Jail, Gulf County Jail, and Hernando County Jail. 2
