County Detention Facilities December 2002 Inmate Profile Summary This County Detention Facilities Summary provides a monthly profile of Florida's detention facility inmate populations. Monthly Average Daily Population (ADP) figures include male, female, adult and juvenile inmates. These population figures are arranged into felony, misdemeanor and "other" subcategories in Table 1. "Other" includes the number of parole violators, state inmates, undocumented aliens, holdings for other jurisdictions and individuals detained under the Baker (mental health) and Myers (alcoholism) Acts. Within felony and misdemeanor subcategories, the number of inmates sentenced, held for trial or sentencing, and those detained or sentenced for violation of probation are listed. Table 2 features the Average Daily Population and incarceration rate in each county. Table 3 lists the number and percent of felony and misdemeanor pretrial inmates at each detention facility. The Jail Population Summary (Table 4) lists detention center totals for the year to date. COUNTY DETENTION FACILITIES PROFILE SUMMARY December 2002 Average Daily Population On the average, there were 53,561 inmates in Florida's county detention facilities during the month of December 2002. The statewide average daily (ADP) totals include 46,212 adult males (86.3%), 6,659 adult females (12.4%), 664 juvenile males (1.2%) and 26 juvenile females (0.1%). The overall distribution of male and female inmates has remained constant in county detention facilities for the past several years. The following provides an analysis of the inmate population for December 2002: DECEMBER 2002 JAIL POPULATION RECAP 74.0% of the total inmate population was incarcerated for felony offenses, while 19.7% were detained for misdemeanor crimes. All others confined amounted to 6.4% of the total population. Juveniles accounted for only 690 or 1.3% of the overall inmate population, with the majority (664) being male. Most juveniles (97.5%) were charged with felonies. The majority (87.5% or 46,876) of those incarcerated in county detention facilities in December 2002 were male. Offenders held for trial represented 56.2% of the inmate population. Incarceration Rates In December 2002, the statewide county detention incarceration rate was 3.3 per 1,000 county residents based on the population estimates for April 1, 2001. The county population estimates are provided by the Bureau of Economic and Business Research at the University of Florida. Incarceration rates ranged from a low of 1.6 in Flagler County, to a high of 8.7 in Franklin County. Other counties may be experiencing high incarceration rates due to the contracting of bed space for federal inmates. 1

Pretrial Population Levels During the month of December 2002, 30,098 of the inmates housed in county detention facilities were classified as awaiting trial. Of these, 24,929 offenders (82.8%) were awaiting trial for felony offenses while 5,169 (17.2%) were detained for misdemeanor violations. Of the 64 counties reporting, 40 had over half of their populations awaiting trial. Notes The numbers in this report do not include the following facilities: Hamilton County Jail and Holmes County Jail. In addition, due to technical difficulties, Sumter County reported an ADP of 137. 2
