FACILITATION IN AVIATION The importance of improving and optimising aircraft, crew, passenger and cargo flows at airports while ensuring compliance with relevant security legislation. Presenter: Marie Greyling, Department of Home Affairs

PRESENTATION OUTLINE PURPOSE INTRODUCTION ICAO ANNEX 9 ICAO TRAVELLER IDENTIFICATION PROGRAMME (TRIP) DHA COMPLIANCE WITH ANNEX 9 - FACILITATION WAY FORWARD VOTE OF THANKS

PURPOSE To provide an overview of the Department s (DHA) compliance with Annex 9 Facilitation to the International Convention on Civil Aviation

INTRODUCTION Annex 9 Facilitation contains Standards and Recommended Practices (SARPS) that promote uniformity amongst Contracting States for the better achievement of the objects of the Convention, i.e to promote security; whilst facilitating international travel.

The DHA mandate relates to INTRODUCTION securing the end to end process of issuing internationally compliant travel documents to South African citizens; visas to foreigners; examining persons entering / departing from the country; preventing the movement of undesirable elements to/from South Africa. The success of the DHA in executing its mandate is largely dependent on cooperation with stakeholders, nationally and internationally; government and private. DHA strategies and action plans are aligned with the values and principles of Annex 9 Facilitation.

DHA Strategic Outcomes (1) Secured South African citizenship and identity (2) Immigration managed effectively and securely in the national interest, including economic, social and cultural development (3) A service that is efficient, accessible and corruption free Strategic Objectives for Outcome 1 1.1 To ensure that registration at birth is the only entry point for South Africans to the National Population Register (NPR) 1.2 To issue Identity Documents (IDs) to citizens turning 16 years of age and above 1.3 To ensure the identification and registration of South African citizens and foreign nationals to enhance the integrity and security of identity Strategic Objectives for Outcome 2 2.1 To ensure a secure, responsive and flexible immigration regime in support of national security, priorities and interests 2.2 To implement effective and efficient asylum seeker and refugee management strategies and systems 2.3 To facilitate the efficient movement of bona fide travellers to support national interests and priorities, and to prevent and prohibit the movement of undesirable persons in the interest of national security 2.4 To contribute towards realising a positive skills migration trend of around 50 000 migrants annually Strategic Objectives for Outcome 3 3.1 To transform the culture of the organisation in support of securing identity, citizenship and international migration 3.2 To ensure ethical conduct and a zero tolerance approach to corruption 3.3 To obtain a clean audit report 3.4 To ensure secure, effective, efficient and accessible service delivery to clients

INTRODUCTION The current global environment presents border management challenges for governments in terms of - depressed economic outlook; increased security threats, arising from regional instability, famine, terrorism; pull factors (real and perceived). The explosion of technological advancement in the world also presents opportunities for governments to innovate their services to the travelling public. ICAO s Traveller Identity Programme (TRIP) recognises the importance of identity management by states as the foundation for seamlessly securing the journey of a traveller prior to, during and upon its completion. DHA as a member of the Security Cluster within Government is embracing the values of the TRIP, as well as customer experience, through its ehome Affairs platform.

TO BE ABLE TO UNIQUELY IDENTIFY AN INDIVIDUAL

DHA COMPLIANCE WITH ANNEX 9 - FACILITATION In partnership with airlines, implemented an interactive Advance Passenger Information (iapi) system in 2009; Achieved well ahead of the 9 th Facilitation Panel s decision (April 2016) to raise the use of API by governments to a standard. All 42 scheduled commercial airlines are fully compliant in respect of submitting passenger and crew information to APP. Phased out non MRTD end August 2015; well ahead of ICAO deadline 23 November 2015. Fast tracked the implementation of biometric checks at ports of entry (IMC); Partnered with the banking sector in order to minimise the need for citizens to visit a DHA office when applying for an ID smart card or passport (ABSA, FNB, Standard & Nedbank).

DHA COMPLIANCE WITH ANNEX 9 - FACILITATION Issuance of a fully ICAO compliant Crewmember Certificate (CMC) to crewmembers of SA airlines operating internationally.

DHA COMPLIANCE WITH ANNEX 9 FACILITATION WAY FORWARD Working with INTERPOL on Stolen /Lost Travel Documents Database (SLTD) Working with UNHCR on new 1951 Convention Travel Document for recognised refugees. Enhance cooperation with airlines on facilitating persons with connecting flights Working towards implementing evisas; Passenger Name Record (PNR) data exchange with airlines. Improvement of borderline security and integrity, in conjunction with other border control agencies responsible; DHA is planning to implement an Automated Border Control (ABC) system at airports (17/18).
