REPORTS A) PLANNING DEPARTMENT 1) REQUEST FOR PUBLIC MEETING FOR AN OFFICIAL PLAN AMENDMENT AND ZONING BY-LAW AMENDMENT ON LOT 13, 14, 15, AND 16 PLAN 315 FORMERLY IN THE VILLAGE OF CREEMORE, NOW IN THE TOWNSHIP OF CLEARVIEW (121 MILL STREET, 3 ELIZABETH ST AND 6 EDWARD STREET) Moved by Deputy-Mayor Savage, Seconded by Councillor Davidson, RESOLVED that Clearview Township Council authorize staff to schedule a public meeting for a proposed official plan amendment and zoning by-law amendment, File #OP-2008-005 and ZB-2008-014, which would permit an expansion of the Creemore Springs Brewery on Lot 13, 14, 15 and 16, Plan 315 formerly in the Village of Creemore, now in the Township of Clearview (121 Mill Street, 3 Elizabeth Street, and 6 Edward Street). Motion Carried. 2) REQUEST FOR A PUBLIC MEETING TO BE HELD FOR ZONING BY-LAW AMENDMENT ON PART OF LOT 7, CONCESION 2, FORMERLY IN THE TONWSHIP OF SUNNIDALE, NOW IN THE TOWNSHIP OF CLEARVIEW (3605 HOGBACK ROAD). Moved by Councillor McGillvray, Seconded by Councillor Davidson, RESOLVED that Clearview Township Council authorize staff to schedule a public meeting for a proposed zoning by-law amendment, File #OP-2003-024 which would permit the construction of a single family dwelling on an existing lot of record on Part Lot 7, Concession 2, formerly in the Township of Sunnidale, now in the Township of Clearview (3605 Hogback Road). Page 3 of 8 3) REQUEST FOR REFUND ON PLANNING APPLICATION FEES HABITAT FOR HUMANITY Moved by Councillor McGillvray, Seconded by Deputy-Mayor Savage, RESOLVED that Clearview Township Council approve a refund to the Habitat For Humanity, the Consent Application Fee in the amount of $2,000.00, the Minor Variance Application Fee in the amount of $600.00 and the Certificate of Consent Fee in the amount of $150.00. Motion Carried. 4) REQUEST FOR A PUBLIC MEETING ZONING BY-LAW AMENDMENT LOT 18, PLAN 68, BEING 238 WARRINGTON ROAD, STAYNER (ATKINSON) Moved by Councillor Walker, Seconded by Councillor Brown, RESOLVED that Clearview Township Council authorize staff to schedule a public meeting for the proposed Zoning By-Law Amendment File Number ZB-2009-016 for Lot 18, Plan 68, formerly Stayner. Motion Carried 5) REQUEST FOR PUBLIC MEETING ZONING BY-LAW AMENDMENT PT. LOT 1, CONCESSION 2 FORMER SUNNIDALE, BEING 6561 2 ND CONCESSION (PATTON) Moved by Councillor McGillvray, Seconded by Councillor Brown, RESOLVED that Clearview Township Council authorize staff to schedule a public meeting for the proposed Zoning By-Law Amendment File Number ZB-2009-019 for Part of Lot 1, Concession 2, formerly Sunnidale. Motion Carried. 6) ZONING BY-LAW AMENDMENT EMERGENCY SERVICES HUB Moved by Councillor Walker, Seconded by Deputy-Mayor Savage, RESOLVED that Clearview Township Council approve a Zoning By-law Amendment to rezone Lots 2, 3, 4, 5 Plan 51M541 and a part of Sidell Drive now closed to permit the new Emergency Services Hub which is to house the Township Fire Services, the Simcoe County Land Ambulance and provide local office space for the Ontario Provincial Police. Page 4 of 8 E) CLERKS/CAO DEPARTMENT 1) CAO S REPORT ON SHARED HR SERVICES WITH WASAGA BEACH Moved by Councillor Brown, Seconded by Councillor Walker, RESOLVED that Clearview Township Council authorizes the Mayor and Clerk to execute the agreement with the Town of Wasaga Beach for the purpose of contracting Human Resource Services. Motion Carried. 2) FEDERAL COMMUNITY ADJUSTMENT FUND APPLICATION (ADDED REPORT) Moved by Councillor Davidson, Seconded by Councillor Brown, RESOLVED that Clearview Township Council approve the Stayner to Wasaga Beach Sewage Pumping Station and Forcemain as its top priority for an application under the Federal Community Adjustment Fund due on January 18, 2010. Motion Carried. F) FIRE DEPARTMENT 1) JOINT EMERGENCY SERVICES HUB UPDATE Moved by Councillor McGillvray, Seconded by Councillor Brown, RESOLVED that Clearview Township Council receive the Joint Emergency Services Hub Update for information. Motion Carried. G) BUILDING DEPARTMENT. 12. ITEMS FOR COUNCILS CONSIDERATION a) TORCH DAY FOLLOW UP REPORT Moved by Councillor Brown, Seconded by Councillor Davidson, RESOLVED that the Torch Day celebrations be left in place for the enjoyment of the general public. These facilities include: - the snow hill prepared in Mad River Park - the tykes toboggan run on the ground of the Station on the Green - the outdoor curling / skating rink on the grounds of the Station - the snow sculptures on the grounds of the Station In addition to these facilities, that the following signage remain for the duration of at least the winter season: - the 2010 Olympic banners along Mill Street - the Winter Park sign at the entrance to Mad River Park - the Route Community Gateway signs placed at major points of entry into Clearview Motion Carried. 4

Council directed that the Clerk respond to Michael Harper s letter. b) TOWNSHIP OF ORO MEDONTE A resolution was received from the Township of Oro Medonte regarding minutes of the Nottawasaga Conservation Authority s October 9 th, 2009 meeting. Moved by Deputy-Mayor Savage, Seconded by Councillor Brown, RESOLVED that the Clearview Township Council support the resolution from the Township of Oro Medonte, dated December 9 th, 2009. Page 6 of 8 c) CITY OF KAWARTHA LAKES A resolution was received from the City of Kawartha Lakes regarding wind turbines. d) HURONIA WEST OPP 4 TH QUARTER 2009 The Huronia West OPP 4 th Quarter 2009 report was received. e) TOWNSHIP OF MAPLETON A resolution was received from Township of Mapleton regarding Wind Energy Project. f) MINISTRY OF FINANCE A letter was received from the Ministry of Finance announcing the release of the Ontario Municipal Partnership Fund (OMPF) g) AMO MEMBER COMMUNICATION An AMO Member Communication was received regarding the Ontario Municipal Partnership Fund (OMPF) allocations. h) ONTARIO HERITAGE TRUST A letter was received from the Ontario Heritage Trust regarding Ontario Heritage Week 2010. i) COUNTY OF SIMCOE A media release was received from the County of Simcoe regarding reliable, high speed internet service to rural communities across the region. j) NVCA MEETING HIGHTLIGHTS Highlights from the December 11, 2009 meeting of the Nottawasaga Valley Conservation Authority were received. k) OLYMPIC ORGANIZING COMMITTEE (ADDED ITEM) A thank you notice was received from the Vancouver Organizing Committee for Clearview s support in the Vancouver 2010 Olympic Torch Relay. Extended an invitation to Mayor Ferguson to attend activities. COUNCILLOR DAVIDSON Thanked Mayor Ferguson, Councillor Measures, Councillor Brown, & Councillor Walker for attending the Stayner Lions New Year s Eve Gala. 191 people attended the successful event. 17. STAFF UPDATE TREASURER The first draft of proposed budget has been completed - Management to review Tuesday morning. CAO Olympic Torch Run fabulous turnout and amazing experience, thanked the Committee, EDC and all those who contributed to the success of this event. CLERK ROMA/OGRA Conference Municipal Delegation Request form - Council to review and report back to the January 18 th Council meeting regarding request to meet with minister or parliamentary assistant at the Conference. DIRECTOR OF PUBLIC WORKS Nottawa & Stayner EA was successful and has received MOE approval Clearview Township has received a Part II Order Request for the Creemore Equalization Tank prior to the end of the 30 day comment period. Staff to have discussions with the MOE on how to proceed. DEPUTY DIRECTOR OF PUBLIC WORKS 2010 Health and Leisure Showcase Stayner Community Centre, February 27 10:00 a.m. to 2:00 p.m. Walkability Showcase January 14 th Clearview Administration Centre, 1:00 p.m. to 4:30 p.m. 18. NEW BUSINESS FROM COUNCIL COUNCILLOR PATERSON Report will be available next week regarding further funding for the Olympic Torch Run, with respect to professional photography to shoot torch run. 7
