OPERATIONAL UPDATE Mali January 2018 Mali cntinues t face a vlatile security situatin amid grwing threats f terrrism, criminality and intercmmunity tensins in the nrthern and central regins. Lcal ppulatins face imprtant prtectin risks amid limited access t public services, dcumentatin, shelter, water, educatin and fd security. Despite significant challenges, the implementatin f the Peace and Recnciliatin Accrd advances slwly in rder t re-establish peace and security in the regin. Update n Achievements Operatinal Cntext The security situatin in Mali remains vlatile with threats f terrrism, criminality and intercmmunity vilence in the nrth and central regins impacting the prtectin envirnment fr civilians and limiting humanitarian access. Vilatin f human rights cntinue t be recrded with lcal ppulatins facing limited access t public services, dcumentatin, water, educatin and fd security. The humanitarian aid is frequently blcked r slwed dwn due t the security situatin ntably in the central and nrthern regins f Mali. Aid wrkers ften face issues when planning r attempting t reach lcal ppulatins t prvide the required assistance. Fllwing the resignatin f the Malian Prime Minister, Abdulaye Idrissa Maiga, and the appintment f Sumeylu Bubèye Maiga n 30th December 2017, the latter asserted that he is ready t take "strng measures" t reinfrce the security f Malians, especially in the central regin f the cuntry faced with a rise in vilence and unrest. This statement was made during an interview with AFP n 7th January. Furthermre, the newly appinted gvernment was highlighted by ther ntable reshuffles. Fr instance, the Minister f Freign Affairs, Abdulaye Dip, was replaced by Tieman Hubert Culibaly, frmer Minister f Territrial Administratin. The newly frmed gvernment includes the creatin f new entities, such as the Ministry f Lcal Develpment and the Ministry f Lcal Gvernment. On 8 January 2018, a ministerial meeting n the peratinalizatin f the G5 jint frce was held, as a fllw-up n the high-level meeting that tk place in France, n 13 December 2017. Accrding t the G5 Sahel Permanent Secretary, Najim El Hadj Mhamed, this meeting discussed, amng ther tpics, mechanisms fr creating mbilizatin f cntributins t the jint frce, the rganizatin and functining f the Supprt Frce and Cntrl Cmmittees, as well as the establishment f a cmmunicatin and infrmatin mechanism and the preparatin f several ther upcming meetings. On 19 January 2018, the Malian authrities addressed a letter t the Nigerian Gvernment t rganize f a high-level meeting in Niamey n 22 and 23 February 2018, invlving Malian refugees cuntries f asylum (Burkina Fas, Niger and Mauritania) and UNHCR. This meeting will fcus n the security prblem f Malian refugees and the acceleratin f their rganized repatriatin. On 25 January 2018 a transprt vehicle frm Burkina Fas n its way t a fair in Bni village in Mpti regin was blwn up by an imprvised explsive device (IED). Furthermre, a secnd fully burned vehicle belnging t a Burkinabe individual was als fund near. Accrding t media reprts, there was a death tll f 26 civilians, including 16 men, six wmen and fur children. It shuld be nted that the victims are f Malian and Burkinabe natinalities. Amng these victims, three Malian refugees - (tw frm the Menta camp and ne recrded in Ouagadugu, Burkina Fas) - were identified by their prgres identifiers. This calamity cnfirmed that Malian refugees cntinue cmmuting between Mali and Burkina Fas, as part f their cmmercial activities. Althugh several raising awareness campaigns were www.unhcr.rg 2

carried ut n the prblem f landmines and rad hazards, it is crucial t strengthen refugees' understanding f the Sahel s precarius security situatin. Accrding t reprts filtering frm MINUSMA, their Sectr Nrth advanced pst, lcated 4 kilmetres nrth-east f Kidal camp came under direct fire frm unidentified assailants n 9 th January 2018; the secnd advanced pst at 3 km east f MINUSMA camp was als attacked. N injuries were reprted. On the same day, a Natinal Guard patrl came under direct fire attack near Diabl village, apprximately 4 km suth f Djenné Cmmune in Mpti Regin. Initial reprts indicated that ne gendarme was killed, five thers were seriusly injured and a was vehicle burnt. On 10 January, a MINUSMA Frce escrting a lgistic cnvy frm Tessalit t Aguelhk, hit an Imprvised Explsive Device (IED) damaging the armed persnnel carrier (APC). On 27 January, FAMa (Malian Armed Frces) sldiers were attacked in Sumpi (Timbuktu). As indicated by the Malian Armed Frces thrugh their scial netwrks, 14 persns were killed, while 18 thers were injured. Reprtedly, this event prvked a state f fear and panic amng the inhabitants f Sumpi. On 28 January, a grup f vilent persns attacked a Natinal Guard camp in Menaka, in an area clse t the Niger brder and arund 700km east f Timbuktu. Accrding t reprts, the attack left at least 4 dead Malian military sldiers. On 4 January, a meeting was held between UNHCR s Representative in Mali, Ms. Angèle Djhssu and the Minister f Malians Abrad and African Integratin, Dr. Abdramane Sylla. During this meeting, discussins revlved arund cllabratin between the Gvernment f Mali and UNHCR in the cntext f mixed migratin. Bth parties expressed interest in this cperatin and urged their respective technical teams t act accrdingly. Fllwing arrivals f Burkinabe ppulatins t Malian lands in the regin f Timbuktu, fleeing Military peratins arund the brder strip, a team cmpsed f UNHCR and gvernmental agents carried-ut a missin t tw sites in the cmmune f Gssi, Timbuktu n 20 January. UNHCR is fllwing-up n the issue with the relevant cunterparts t prvide the required assistance t the persns in need. The expressed needs were fd, nn-fd and cre relief items, emergency shelters and health care. Due t the nging registratin activities, figures will be shared later. On 20 January, a meeting was held with WFP and UNICEF t discuss the situatin f the displaced persns frm Burkina Fas, currently in Gssi. The gathering als tuched upn rganizing a jint missin t assess the needs f these ppulatins. WFP and UNICEF have indicated their availability t participate in the missin nce the date is set. The need t uphld humanitarian principles remains f utmst imprtance t cunter the shrinking f humanitarian space t cnduct life-saving activities. Incrprating prtectin mainstreaming principles and prmting a meaningful access, safety and dignity fr humanitarian aid remains key t humanitarian actrs. www.unhcr.rg 3

Achievements Prtectin Cluster Bamak: On 3 January 2018, the Prtectin Cluster cnslidated the prtectin alert n the vilatin f the physical integrity and frced displacement f ppulatins recrded in the cmmune f Burem Inaly, Timbuktu regin. The alert was shared with relevant prtectin actrs fr infrmatin and t slicit respnses t the cmmitted human rights vilatins. On 15 and 19 January, a wrking sessin was held with UNHCR s partner AMSS t discuss the fllwing pints: crrective measures fr the prtectin infrmatin sharing within the deadlines, the training needs t be met by the prtectin mnitrs, and a revisin f prtectin mnitring tls in rder t set them in line with internatinal standards. The prtectin cluster has cnslidated and mnitred prtectin incidents recrded in nrthern and central Mali, including the flash f 25 January regarding alleged cmmunity tensins between Tuareg and Fula (Peulh) cmmunities frm Burkina Fas. These incidents were shared with the cncerned prtectin actrs t slicit prtectin respnses. Ga: The Prtectin Cluster finalized a mapping f tensin znes in the three regins f Ga, Kidal and Menaka. The map s purpse is t give a better visibility f scial chesin. This understanding will allw fr mre sensitizatin activities t prevent inter-cmmunity clashes and cnflicts. Mpti: On 10 January, the Scial Chesin Thematic Grup meeting was held t take stck f the situatin in Kr. At the end f the meeting, the crdinatin f the Prtectin Cluster gave the members sme rientatins and strategies t adpt in rder t cver all the circles f the regin. Timbuktu: On 4 January, an SGBV sub-grup wrking sessin n the survivrs access t justice was held. The participants suggested their amendments t finalize the dcument. www.unhcr. rg 4

Achievements and Impact Mixed Mvements: As part f the empwerment activities, mnitring f beneficiaries prjects cntinued in Timbuktu, Ga and Mpti. In Ga, 6 grups f market gardening, cattle fattening, carpentry, small prcessing and fish farming were empwered with equipment. This supprt, in additin t previuslydistributed cash, aims t prevent the prtectin risks assciated with irregular mvements in the regin. Prtectin mnitring was cnducted thrugh UNHCR s partner AMSS. 371 peple n the mve were identified in Bamak, Mpti and Timbuktu. These persns are frm Guinea, Senegal, Gambia, Liberia and Burkina Fas. Their main destinatins are Spain and Algeria. N persns f cncern t UNHCR were identified amng these grups. As part f the empwerment activities, frm 8 t 10 January, 15 grupsassciatins f peple n the mve were trained thrugh the partner TSF (Terres Sans Frntières) n the techniques f cattle fattening, market gardening, fish farming, carpentry and prcessing fd and nn-fd items, in rder t carry ut their respective activities. These trainings were rganized in Ga, Ansng and Burem. In Ga, frm 10 t 11 January 2018, a mnitring f the 2017 activities was carried ut by UNHCR and its partners TSF and AMSS. It was recmmended t fllw-up n the activities and t reinfrce the field agents capacities. Accrding t security surces, n 7 th January, 7 Syrian wmen with unidentified children reprtedly disembarked frm a public transprt vehicle in N'Tahaka (45 km frm Ga). They were transprted by tw armed men n a pickup truck t Gurma-Rharus circle in Timbuktu regin. N additinal infrmatin was received regarding their jurney. UNHCR was nt able t access these peple. Multi-Year Multi-Partner Prtectin & Slutins Strategy (MYMPPSS) Fllwing the 2016 New Yrk Declaratin fr Refugees and Migrants, UNHCR was tasked t develp and implement the Declaratin thrugh the Cmprehensive Refugee Respnse Framewrk (CRRF) that sets ut the key elements fr a cmprehensive respnse t any ppulatin mvement. In this cntext, UNHCR Executive Cmmittee annunced in 2016 the creatin f multiyear multi-partners pilt strategies aiming at institutinalizing a cllabrative lng term planning t develp mre innvative prgrammes with develpment and stabilizatin partners. Identified as ne f the pilt, UNHCR Mali is currently finalizing its Multi-Year Multi-Partners Prtectin and Slutins Strategy (MYMP). The Strategy has been develped in cnsultatin with key partners, and wrks twards achieving the ecnmic, legal, sci-cultural, and civil-plitical dimensins f www.unhcr. rg 5

slutins wrking with lcal and natinal authrities t strengthen cmmunities while reducing the risk f disenfranchisement amng peple f cncern as well as hst cmmunities. The MYMP describes UNHCR s cntributin t the CRRF ver the perid 2018-2022. SGBV: With the aim f reducing the risk f SGBV and imprving the quality f respnse in Ga, Kayes, Mpti and Timbuktu regins, 14 sensitizatin sessins were carried-ut, thrugh UNHCR s partners AMSS and Stp Sahel, n the risks and cnsequences f SGBV, early marriage, female genital mutilatin (FGM), and the imprtance f girls educatin, reaching at least 520 men and wmen frm returnees and lcal cmmunities. Scial Chesin: In the regins f Ga, Kidal, Menaka, Kayes and Timbuktu thrugh the partners AMSS and Stp Sahel, 24 sensitizatin sessins n scial chesin reached 334 men and wmen frm returnees and lcal cmmunities. Prtectin Mnitring: 69 prtectin incidents were cllected and dcumented thrugh UNHCR s partner AMSS during this mnth, mstly in the regins f Ga, Kidal, Mpti and Timbuktu. Mst f the reprted incidents relate t extrtin, injuries and deaths. The predicted number f prtectin incident fr 2018 is 1,000. Vluntary repatriatin: Registratin: On 25 January, a meeting was held with la Cmmissin Muvement de Ppulatins (the Cmissin f Ppulatins Mvement). During the mnthly meeting, the Gvernment annunced that it had registered 1,603 returnees in December 2017. Since the start f the activity, a ttal f 63,107 returnees have been registered by the Gvernment with the supprt f UNHCR. Fllw-up n arrivals: Timbuktu: 8 repatriated leaders in Timbuktu regin (Aguni, Timbaradjan and Aregh sites) were received as part f receptin activities t express their needs. Other: On 18 th January, UNHCR participated in the Crdinatin f Humanitarian Respnse Meeting t respnd effectively t the expected fd and pastral crisis. This meeting was initiated by the Ministry f Slidarity and Humanitarian Actin. UNHCR has been designated t take part in a technical cmmittee set up t mnitr the wrk plan. The rganizatin f a high-level meeting n 22 and 23 February 2018 in Niamey regruping cuntries f asylum (Niger, Burkina Fas, Mauritania) as well as UNHCR in underway. This meeting will fcus n the security prblem f Malian refugees and the acceleratin f their rganized repatriatin. T date, 133,610 Malian refugees are still in asylum. www.unhcr. rg 6

EDUCATION Achievements and Impact By end f 2017, 685 pupils have received schl assistance including 406 children in primary schls and 279 secndary schl pupils. This assistance allwed them t secure their schlastic year and have a prper educatin. HEALTH Achievements and Impact By end f 2017, mre than 200 persns f cncern subscribed t a health insurance prgramme in Bamak and Kayes. Identified Needs and Remaining Gaps Many urban refugees suffer frm serius r chrnical diseases. Due t resurce cnstraints, it is nt pssible t assist all f them. A targeted supprt is prvided t the mst vulnerable nly, leaving thers relying n their wn resurces. Als, many urban refuges d nt accept t cntribute t health expenses thrugh the health insurance scheme. Sensitizatin is carried ut in rder t explain the benefits f such a scheme. WATER AND SANITATION Achievements and Impact By end f 2017, in Ga, 3 brehle drillings are being cnstructed, while 3 are being rehabilitated, n an annual bjective f 6. By end f 2017, in Mpti regin, 2 water pints are being cnstructed while 3 are being rehabilitated, n an annual bjective f 4. By end f 2017, in Timbuktu, 1 water pint is being rehabilitated while 4 are ready t be used, n an annual bjective f 5. SHELTER AND NFIS Achievements and Impact www.unhcr. rg 7

By end f 2017, in Ga, 100 traditinal and 150 mud shelters are being rehabilitated, n annual bjective f 250. It is t mentin that 820 mud and 220 traditinal shelters exist in Ga regin. By end f 2017, in Mpti, 100 mud shelters are being cnstructed t be added t an existent 100, while 100 traditinal shelters have been rehabilitated. By end f 2017, in Timbuktu, 53 vegetal bxes are being cnstructed in additin t ther existent 290. The gd management f the budget resulted in 53 extra vegetal bxes. It is t mentin that 100 mud shelters within the same regin were rehabilitated in 2017. COMMUNITY EMPOWERMENT AND SELF RELIANCE Achievements and Impact Incme-Generating Assistance: Mpti: a fllw-up sessin f the activities was cnducted with the partner Stp-Sahel. During the sessin, the discussins fcused n the strategies t be implemented t supprt and assist the beneficiaries f the Incme- Generating Assistance prgramme. Grups that have als benefited frm prvisin f equipment will be visited t mnitr their use. UNHCR s partner Stp-Sahel received fr the benefit f grups and assciatins in Mpti regin. It cnsists f 6 warehuses built fr sapnificatin, fattening and livestck breeding assciatins, a market gardening plt and a mdern henhuse fr pultry farming. multifunctinal teams were able t visit three grups in Benkadi, Tanminack and Tiyabu in the urban district f Timbuktu. These grups are traders and have small markets. A fllw-up f 11 wmen grups was carried ut thrugh the partner ADES t identify challenges and needs. A mnitring f ecnmic activities targeted 4 sites with vegetable gardens.
