Marietta Youth Football League CONSTITUTION & BY LAWS ARTICLE I NAME This organization shall be known as the Marietta Youth Football League, Hereafter referred to as Marietta Youth Football League or MYFL. The MYFL is a sub organization to the Marietta Touchdown Club. Hereafter referred to as Touchdown Club or MTC. ARTICLE II OBJECTIVE A. The objective of this Organization shall be to implant firmly in the minds of the boys and girls of the community the ideas of good sportsmanship, honesty, loyalty, courage, physical fitness, self discipline, and respect in order to enable them to develop the skills necessary to become healthy, responsible, principled adults. B. This objective will be achieved by providing supervised instruction in the sport of football. The supervisors shall constantly bear in mind that the attainment of exceptional athletic skill or the winning of games or competition is secondary to the prime objective of molding future young men and women. C. In conducting the activities of this Organization, the maximum benefits can be obtained by following a theme of allowing Coaches to coach, Managers to manage and the committees to function as defined in these By Laws. D. Marietta Touchdown Club established the Organization in order to help build a community and serve as a feeder program to the Marietta Middle School and High School Football Programs. ARTICLE III LIABILITY A. Marietta Youth Football League Officers, Coaches, Managers, Referees, or any other supervisory personnel are not responsible for injuries to persons participating. B. Players, Coaches, Managers, Officials, parents, and spectators participate at their own risk. MYFL Constitution and Bylaws 1 Revised March 2013

ARTICLE IV GOVERNMENT A. The Board of Directors will follow the direction of the High School Head Football Coach. The Board shall consist of voting members (hereafter known as the Executive Board). 1. The Executive Board shall consist of the following voting positions who are appointed by the High School Head Football Coach understanding they are not entitled to compensation for services: They shall serve a one year term starting spring 2013, as long as they are in good standing with the Organization. a. President or Co Presidents b. Vice President(s) c. Secretary d. Treasurer e. Athletic Director for Tackle Football f. Athletic Director for Flag Football g. Athletic Director for Cheerleading h. MTC appointed Board of Director members (voting) i. Marietta High School Varsity coaching staff B. The Executive Board of Directors shall conduct the business of The MYFL as Directed by these By Laws, then shall use guidelines provided by the NWGYFL (as appropriate) and then shall use Roberts Rules of Order. C. Any Executive Board Member that resigns or is expelled from a position with prejudice shall no longer be able to hold an Executive Board position with the Marietta Youth Football League, Inc. Any Executive Board Member shall be able to resign his/her position without prejudice, upon Executive Board approval, and will be eligible to hold any position within Marietta Youth Football League, Inc. 1. Expulsion: Executive Board voted removal. 2. Resignation: Written notification. D. Each member of the Executive Board is subject to a background check and may be removed from their position subject to the results of the background check. E. The election of voting officers of the Executive Board shall be held in accordance with Article IX. F. All MYFL Executive Board votes are subject to approval by the Marietta High School Athletic Director and Principal should they deem it necessary. MYFL Constitution and Bylaws 2 Revised March 2013

DUTIES A. President 1. The President and Chairman of the Executive Board of Directors shall be one and the same. 2. Votes only when voting is by ballot or to break a tie. 3. Serves as Chairman of the Executive Board of Directors and presides over all meetings of the Executive Board and all membership meetings. Preserves order throughout meetings and decides all parliamentary questions unless an official Parliamentarian is present. May appoint a Sergeant at Arms for each meeting or a permanent position during term of office. 4. Calls meetings of the Executive Board and general membership in accordance with these By Laws as well as other meetings deemed necessary. 5. Serves as an ex officio member of all committees except the nomination committee. 6. May delegate the authority to any Executive Board member to act in his behalf due to his absence and the absence of both the Vice President and Secretary. 7. Appoints or authorizes special committees and membership thereof. 8. Shall consult with the officers and committee chairmen prior to each membership meeting to ensure all details of the meeting are ready as planned. Assists the Secretary in preparing an agenda for all meetings. 9. Shall appoint members to fulfill any vacancy in the Executive Board of Directors or coaching staffs, subject to approval by the majority of the Executive Board of Directors and the High School Head Football Coach. 10. Shall remove any Executive Board member he feels is failing to discharge the obligations of his/her office subject to approval by the majority of the Executive Board of Directors and the High School Head Football Coach. 11. Shall take the steps necessary to maintain and ensure continued alignment with the Marietta High School Football Program. 12. Will appoint NWGYFL league representative(s) to assist the Tackle Athletic Director that will best represent the interest of the MYFL executive board at monthly or called NWGYFL meetings. B. Vice President 1. Acts as the Chairman of the Executive Board in the absence of the President. 2. Performs all duties identified by the High School Head Football Coach 3. May appoint himself/herself an unpaid and non voting assistant at his/her discretion, provided the assistant passes a background check. a. In the event that the Vice President resigns or is expelled, the non voting assistant may become a voting member of the Executive Board, only upon Executive Board approval. 4. Shall work with the President to take the necessary steps to maintain and ensure continued alignment with the Marietta High School Football Program. C. Secretary 1. Calls all meetings to order in the absence of the President and Vice President, or Administrative Vice President and presides until all chairman protempore is elected. 2. Records all business transactions and maintains accurate records of all meetings including makers of motions, seconds of motions and disposition of motions. 3. Prepares agendas for all meetings in coordination with the President (football), showing the order of business coming before the assembly. 4. Is prepared to read minutes of any previous meeting when asked to do so. 5. Provides and maintains copies of the By Laws, minutes, list of standing committees, special committees, and any other documents and correspondence required to conduct the business of the MYFL. 6. Acts as custodian of all records except registration information and those specifically assigned to others by the By Laws of the MYFL. D. Treasurer 1. As part of the Marietta Touchdown Club, the MYFL Treasurer will coordinate with the MTC Treasurer to deposit all registration checks into the MTC operating budget. This revenue is managed by the MTC and its board members to include High School Head Coach and voting officers. 2. Responsible for coordinating and procuring MYFL insurance required by NWGYFL and MTC. 3. Assists the President in the preparation of the MYFL budget. E. Athletic Director Tackle Football 1. Has overall responsibility for Tackle coaching staffs. Must thoroughly investigate any discrepancies involving coaches and players reported to him, as well as those of his own determination. If the actions warrant, will recommend to the Executive Board of Directors to place coach(es) on probation. Will determine improvement during probation or will recommend suspension to the Executive Board. If a coach s conduct violates the objectives of the MYFL, the Athletic Director may recommend suspension and replacement of the coach without first placing him on probation. Any recommendation from the Athletic Director to replace a coach must be in writing to the Executive Board of Directors. 2. Chairs coaching Staff Meetings for the purpose of setting practice schedules, coaching methods, and ensuring compliance with the North West Georgia Youth Football League regulations. 3. Shall take the steps necessary to maintain and ensure continued alignment with the Marietta High School Football Program. 4. Presents the Executive Board of Directors with schedules of competitive events and practice sessions for approval. 5. Represent the interests of the MYFL Executive Board at monthly or other called NWGYFL league member meetings. 6. Serves as the player agent for the MYFL. Investigates suspected discrepancies or violations reported to him before, during, or after a competitive event as well as those of his own determinations and presents same to the Executive Board of Directors for resolution. 7. Serves as an advisor to any boy whose conduct is deemed detrimental to a team and/or the MYFL. This advisory capacity is one that should be MYFL Constitution and Bylaws 4 Revised March 2013

considered secondary to that of the team s Head Coach and Team Representative as provided for in Article X. 8. Will be responsible for soliciting persons interested in becoming coaches the next season and will submit a complete list of all applicants to the Executive Board of Directors along with any recommendations he may have. 9. Will coordinate the collection of boys uniforms with the support of the Equipment Manager and the coaching staffs. 10. Has the authority to call off practice or to add a practice within guidelines of NWGYFL. 11. The Athletic Director for Tackle Football may have Assistants to help with the execution of duties. These assistants will be non voting members of the Executive Board. Upon approval of the High School Head Football Coach the Assistants may become voting members of the Executive Board. F. Athletic Director Flag Football 1. Has overall responsibility for Flag Football coaching staffs. Must thoroughly investigate any discrepancies involving coaches and players reported to him, as well as those of his own determination. If the actions warrant, will recommend to the Executive Board of Directors to place a coach on probation. Will determine improvement during probation or will recommend suspension to the Executive Board. 10. The Athletic Director for Flag Football may have Assistants to help with the execution of duties. These assistants will be non voting members of the Executive Board. Upon approval of the High School Head Football Coach the Assistants may become voting members of the Executive Board. G. Athletic Director Cheerleading 1. Has overall responsibility for Cheerleading coaching staffs. Must thoroughly investigate any discrepancies involving coaches and cheerleaades reported to her, as well as those of her own determination. If the actions warrant, will recommend to the Executive Board of Directors to place a coach on probation. Will determine improvement during probation or will recommend suspension to the Executive Board. If a coach s conduct violates the objectives of the MYFL, he may recommend suspension and replacement of a coach without first placing her on probation. Serves as an advisor to any cheerleader whose conduct is deemed detrimental to a team and/or the MYFL. This advisory capacity is one that should be considered secondary to that of the team s Head Coach and Team Representative as provided for in Article X. 7. Will be responsible for soliciting persons interested in becoming Cheerleading coaches the next season and will submit a complete list of all applicants to the Executive Board of Directors along with any recommendations she may have. 8. Will coordinate the collection of Cheerleading equipment with the support of the Equipment Manager and the coaching staffs. 9. Has the authority to call off practice or to add a practice within guidelines of the MYFL. 10. The Athletic Director for Cheerleading may have Assistants to help with the execution of duties. These assistants will be non voting members of the Executive Board. Upon approval of the High School Head Football Coach the Assistants may become voting members of the Executive Board. H. J. The Executive Board shall have the authority to create other non voting leadership positions or committees to help manage the MYFL. These positions are described below but the Executive Board may, by vote, add, change or not implement these positions for any given year. Each member of the non voting leadership is subject to a background check and may be removed from their position subject to the results of the background check. a. Field Operations Director/Committee 1. Is responsible for condition and operation of the field before and after home games. 2. Is responsible for the operations & security of the Scale used for pre game weigh ins for NWGYFL home games. 3. May be requested to weigh individual players that are borderline for making their weight classification. 4. Report any violations for NWGYFL weight policies (e.g. sweating of players that are observed. 5. May appoint himself/herself an unpaid assistant at his/her discretion, provided that the assistant passes a background check. b. Equipment Director/Committee 1. Will take a complete inventory along with outgoing Equipment Manager by November 30 th (or date chosen at the discretion of the HS Head Football Coach) each year and make recommendations for quantities of equipment items needed for upcoming year to take advantage of dealer discounts offered in early December. 2. Will be responsible for the collection of all equipment and will coordinate with the Boys Athletic Director for turn in dates and ensure sufficient help to effectively classify equipment serviceability or condition. 3. Will maintain a system for identifying equipment and reordering equipment as it is issued both during registration and the season including exchanges. This system will be in accordance with the inventory system used by the entire program. 4. Will maintain records of any equipment issued to coaches. 5. Will maintain acceptable levels of consumable items for repair or replacement to equipment. 6. Will provide the Executive Board with an updated inventory during the annual turnover meeting and will maintain a current inventory at all times. 7. Will make recommendations for the reconditioning and replacement of equipment as outlined by High School Head Football Coach. 8. Will ensure coaches and players have all equipment necessary to conduct scheduled practices and games. 9. May appoint him/herself an unpaid assistant at his/her discretion, provided that the assistant passes a background check. c. Volunteer Coordinator/Committee MYFL Constitution and Bylaws 7 Revised March 2013

1. Establishes a recommended Volunteer management system for MYFL Tackle, Flag, and Cheer parents and presents it to the Executive Board for vote approval prior to the first home game 2. Trains the Parent Coordinator and Team Moms on the use of the volunteer management system. 3. Is responsible for the accuracy of the volunteer information, gathered for each upcoming home game weekend and immediately after each home game weekend to maintain an accurate view of volunteer hours served. 4. Identifies all parents who have not completed their required volunteer hours and provides timely notice to their team moms and the Parent coordinator. 5. Determines with the coordination of the Director of Registration and the Equipment Coordinator, those players whose volunteer deposit should be retained for deposit and not returned. 6. May appoint himself/herself an unpaid assistant at his/her discretion, provided that the assistant passes a background check. d. Parent Coordinator: (Head Team/Squad Parent) 1. Handles all correspondence to all team parents, tackle, flag, and cheer. 2. Assist Tackle Athletic Director and Tackle coaches during the team and player certification process to ensure all birth/health certificates are returned to parents expeditiously. 3. Work with the Volunteer Coordinator to help schedule parent volunteers. 4. Work together to plan the post season banquets and assist the Secretary with accurate list for trophies. e. Registration Director 1. Acts as custodian of all registration records except those specifically assigned to others by the By Laws of the MYFL. 2. Acts as registrar during registration. 3. Provides rosters to all coaches. 4. May appoint himself/herself an unpaid assistant at his/her discretion, provided that the assistant passes a background check. ARTICLE V COACHING STAFF A. All persons nominated and approved for the coaching staffs of football (Head Coaches and Assistant Coaches) will be subject to a mandatory background check. The Executive Board can remove any previously approved coach from their position based upon the results of the background check. B. The coaching staff for each Tackle football team shall consist of one Head Coach and a maximum of five Assistant Coaches. NWGYFL limits the number of adults authorized on the sidelines during scheduled games to a maximum of six. The coaching staff for each Flag football team and Cheerleading squad shall consist of 1 Head Coach and 1 or more assistant coaches. 1. The selection of all Football/Cheerleading coaches and Assistant coaches will be from applications received by the respective Athletic Directors and will be selected by the Executive Board. 2. Selections will be for one season only. 3. The Executive Board of Directors maintains the right to deny any person a coaching position. C. In the event a coach resigns or is expelled from their position with prejudice, they cannot return as a coach with the Marietta Youth Football League, Inc. for one calendar year from the time of resignation or expulsion. A coach shall be able to resign his/her position without prejudice, upon Executive Board approval, and will be eligible to hold any position within the MYFL. 1. Expulsion: Executive Board voted removal. 2. Resignation: Written notification. D. Duties of the coaching Staff are as follows: 1. Teaching of the basic fundamentals of the sport, including physical conditioning of players, shall be foremost to teaching of strategy. 2. The MYFL has adopted Marietta High School s coaching philosophy and playbook as the standard for Marietta Youth Football. The Executive Board strongly recommends that coaches implement these resources at all stages of player development. 3. Teaching of the competitive game in such a manner that the individual player will obtain a thorough knowledge of the correct method of participation, whether or not the skill to compete is in fact obtained. 4. To provide equal opportunity to each player to try out for the position of his choice. The coaching staff will obtain the players preference as soon as the player is properly registered. Try outs shall be held no later than the third practice session following the formation of the team. 5. To abide by all decisions made by the Executive Board of Directors. 6. To abide by the rules of the North West Georgia Youth Football League. 7. To attend any certification/training classes set by the Executive Board of Directors as criteria to participate at Marietta as a Youth Football coach. 8. Responsibility for any practice/game equipment issued by the Equipment Manager. 9. Appoint and coordinate all administrative functions through the Team/Squad Mother to alleviate distractions during practices. 10. Adhere to practice schedules set by the Athletic Director and attend any meetings deemed important by the Athletic Director. 11. To be available for any meetings called by the The Board in the hearing and resolution of grievances as long as the meeting time and place is reasonable and adequate advance notice is given. 12. To ignore any comments that may be considered complaints unless the complaint or grievance is handled in accordance with Article X of these By Laws. 13. Any and all coaches are personally responsible for their own actions. 14. Will assist in the registration to answer questions that members may have and to assist in the selection of properly sized uniform items. 15. For collecting all MYFL issued equipment from each team member. The Head Coach will jointly inventory the equipment with the Equipment Manager within one week of the final game of the season. The Head Coach will ensure that all practice/game equipment issued to his team is accounted for. When a player quits, the Head Coach is responsible for collecting all MYFL equipment of that individual. The Head Coach will not be considered for a coaching position the following year if all equipment is not turned in. Exception must be in writing and approved by the Executive Board. ARTICLE VI FINANCIAL POLICY A. The Executive Board shall recommend matters pertaining to the finances of the MYFL and as stated in these By Laws to the MTC. B. All funds shall be deposited into the MTC account. C. The final disbursement and expenditure of all funds shall be at the discretion of the MTC Board and the High School Head Football Coach. D. Since membership in the MYFL is not based on the ability to pay, request for hardship may be submitted to the Director of Registration by any Executive Board Member and a determination of fees (if any) shall be made and presented to the Executive Board for approval. The Executive Board will not be informed of the names unless absolutely necessary and will be kept abreast of the number of hardships. MYFL Constitution and Bylaws 10 Revised March 2013

A. Executive Board of Directors Meetings ARTICLE VII MEETINGS 1. Will be held monthly or as needed determined by the MYFL Board and/or High School Head Football Coach. 2. May be attended by any member of the MYFL unless the Executive Board is having a closed meeting. Any member wishing to attend should notify the President and the Administration and be advised of the time and location of the meeting. 3. Committee Chairmen are expected to attend Executive Board meetings when asked to do so by the President or Head High School Football Coach, provided reasonable notice is given. 4. A joint Executive Board (out going and in coming) meeting will be held prior to the 15 th of January for the purpose of a turnover and to complete the Financial reports, prepare tax returns, sign bank cards, and close out all previous years business. B. Committee Meetings 1. May be called by Committee Chairmen. All committee members are expected to attend provided sufficient notice is given. 2. Shall elect a Secretary to record minutes of the meetings. All minutes will be turned over to the succeeding Chairman with a copy to the Secretary of the Executive Board of Directors. C. Communication in General 1. Emails will not serve as official communication for grievances, order of business, or notification from any MYFL Member to any Executive Board Member. ARTICLE VIIII RULES OF ORDER A. For the purpose of conducting business during a meeting of the MYFL, a quorum, being generally defined as the number of members required to be present for the legal transaction of business, is hereby defined as the number of members present at a given meeting which is at least a one fifth (1/5) representation of the MYFL (one representative from each family) as a whole. B. During Executive Board of Directors meetings, a quorum will exist when a majority of the voting members of the Executive Board are present. C. During committee meetings, a quorum will be a simple majority of the committee members. MYFL Constitution and Bylaws 11 Revised March 2013

D. Any officer who exceeds his authority as outlined in these By Laws may be made to show cause as to why authority was exceeded. The Executive Board of Directors will assess the penalty for this infraction. ARTICLE X AMENDMENTS A. Amendments or revisions to the Constitution and By Laws must be approved by twothirds (2/3) vote of Executive Board members present as defined by a quorum in Article VIIII B and approved by the High School Head Football Coach. B. The amendment(s)/revisions(s) must be filed with the MYFL Secretary. The notice shall contain the entire subject matter of the amendment(s)/revision(s) and must clearly indicate the proposed change. C. The decision of the High School Head Football Coach shall be considered final but should include to the greatest extent possible an opportunity to modify and proposed amendment(s) or revision(s). Absence or silence shall indicate consent to the action of those present. A. Player Eligibility ARTICLE XI PLAYER ELIGIBILITY 1. For Tackle Football, any child meeting age and weight (safety) requirements included in the Constitution and By Laws of the North West Georgia Youth Football League is eligible regardless of race, color, national origin, religious background, sex, or disability. 2. The child and his parent must have registered properly and meet the following requirements: b. Completion of the Membership Information Form signed and returned to registrar. c. Payment of fees listed on the Membership Information Form. If full payment is not accomplished at the time of registration, the registrar must be provided with the payment schedule. Payment of insurance fee or declination is required prior to the issuance of equipment. d. A written statement from a licensed physician that the child has been examined and is physically capable of participating may be required. The expense for the statement is borne by the child and his parents. e. For Tackle Football, A certified copy of the child s birth certificate will be required during the certification process after practice begins. The only acceptable form is a fully certified copy of the birth record as provided by the Georgia (or any other state) Bureau of Vital Statistics. Certificates may be obtained from the above named agency or through the county probate courts. The expense for this certificate is borne by the parents. B. Injuries f. For Tackle Football, Any player that registers after the beginning of the regular season cannot play a game during their sign up week without written permission of the President and the Athletic Director. 3. Game uniforms and equipment will not be issued until all items of registration are completed and certified by the registrar with the issuance of an equipment record. 1. Any player injured during practice or a competitive event shall notify the coaching staff of their team. In the event of a serious injury, the parent will be immediately notified. 2. Any player that shows signs of symptoms of a concussion or serious injury will not be permitted to participate in any further practices/games without a statement from a doctor stating the child is fully recovered and medically cleared to participate. A. Parents and coaches ARTICLE XII CONDUCT 1. Parents and coaches shall conduct themselves in such a manner as to set a positive example for the children. Participating children should not overhear any discussion about the ability of one child as opposed to another. 2. Discussions with the coaches, and/or Executive Board Members, in the resolution of grievances shall not be held within hearing of the playing field, concession stand, and the like. 3. For Tackle Football, the Marietta Youth Football League conducts activities in accordance with the rules and regulations of the North West Georgia Youth Football League; therefore, coaches and staff are subject to the remedies prescribed by NWGYFL. Said remedies include the assessment of monetary fees. The Head coach for the offending team is personally responsible for the payment of any disciplinary fee assessed by NWGYFL and will hold Marietta Youth Football League harmless against the collection of the fee. The Head coach may not participate in practices or games until the fee is paid, unless the fee is being contested in accordance with NWGYFL regulations. 4. During competitive events, the parents shall remain behind the crowd control line. The shouting and/or yelling of anything other than encouragement to the players, coaches, linesmen, or officials may constitute grounds for expulsion from the area by local law enforcement officers if required. 5. The loss of a parent or coach s temper, whether resulting in bodily contact or not, while attending any Marietta Youth Football League, Inc. function, and especially so as to be witnessed by the players and other children, constitutes grounds for immediate expulsion from the current event by any and all Executive Board members present. The Executive Board may approve a permanent expulsion and loss of membership from the MYFL by a two MYFL Constitution and Bylaws 13 Revised March 2013

B. Players thirds (2/3) affirmative vote. All notifications for permanent expulsion will be in writing. 6. For Tackle Football, The ejection of a coach and/or parent from an official game will result in sanctions determined by the NWGYFL and the Executive Board. The offending party will automatically be placed on probation. A subsequent ejection of the same coach and/or parent will result in the expulsion of the offending party. These remedies are automatic and will be administered without the Executive Board first receiving a recommendation from the Athletic Director for Tackle Football as prescribed in Article IV, F (1). 1. Players should pay close attention to the coaching staff during practice sessions or competitive events and refrain from comments other than those beneficial to the event. The use of profanity and vulgarity can be grounds for expulsion from the team. 2. Players waiting to actively participate should not play among themselves by tossing balls, roughhousing, talking with parents, or other participants and the like. ARTICLE XIII POST SEASON GAMES (Tackle Football) A. The Executive Board of Directors will approve the acceptance and participation of any of the MYFL teams in post season play sanctioned by the North West Georgia Youth Football League. B. The Executive Board of Directors must approve participation in games not associated with North West Georgia Youth Football League. ARTICLE XIV FOOTBALL PARTICIPATION A. Every football player will play a minimum number of plays per game unless he has missed practice during the week or is under disciplinary status by the Head Coach. In the event of a missed practice, the Head Coach is expected to make a reasonable effort to notify the parents prior to the actual start of the competitive event. Any disciplinary action must have been submitted in writing to the Athletic Director and must provide equal treatment for all participants. The Athletic Director will notify parents of any disciplinary action. B. The minimum number of plays will be as follows: 1. All teams with fewer than 30 players at final certification shall have a minimum of ten (10) plays during each game. MYFL Constitution and Bylaws 14 Revised March 2013

2. All teams with 30 players or more at final certification shall have a minimum of eight (8) plays during each game. C. The parents and the coach must be in agreement of the total number of plays. If discrepancies occur the child will be given the benefit of the doubt and will receive additional plays to subscribe to the minimum number of plays required. If possible, each representative will maintain a separate listing of the players and shall frequently compare the total number of plays. D. Failure to adhere to the minimum play rule may result in a one game suspension of the Head Coach. Continued violations could result in suspension for the remainder of the season.
