Fifth Street, GT14D6 Los Angeles, CA 90013-1011 Tel: 213.244.5141 Fax: 213.244.4957 RPrince@semprautilities.com April 15, 2014 Advice No. 4633 (U 904 G) Public Utilities Commission of the State of California Subject: Basic Ordering Agreement with the United States Government to Perform Various Utility Services on Local Bases Purpose Southern California Gas Company (SoCalGas) hereby submits for filing with the Public Utilities Commission (Commission) revision to its tariff, List of Contracts and Deviations, applicable throughout its service territory, as shown on Attachment A, to include a Basic Ordering Agreement (BOA) (Contract N62473-13-G-1402) between SoCalGas and the United States (U.S.) Government, incorporated herein as Attachment B, which is being submitted under the confidentiality provision of General Order 66-C and Section 583 of the Public Utilities Code, and provided only to the Energy Division. This advice filing is made in compliance with General Order 96-B, Section 8.2.3. Information Under Executive Order 13123 dated June 3, 1999, the U.S. Government is authorized and encouraged to enter into contracts with local utilities on a sole source basis to expedite and facilitate the implementation of cost effective energy and water conservation measures, including the use of renewable energy products. As a result, SoCalGas entered into the attached BOA with the U.S. Government to assist with the performance of various utility services on local bases within SoCalGas service territory. SoCalGas will not fund the work to be performed under the BOA with Public Purpose Programs funding, or Demand Side Management (DSM) funding from 1997 or prior DSM program years. Instead, SoCalGas will fund the work using shareholder funds, and will book any resulting net positive revenues to Miscellaneous Revenues.
Advice No. 4633-2 - April 15, 2014 With the exception of the specifically required federal contract language, contract provisions generally adhere to SoCalGas standard contract language and tariff requirements. This Agreement renews a similar contract last executed with the U.S. Government in 2005, filed by Advice No. 3563, and approved by the Commission on February 24, 2006. This filing will not increase any rate or charge, conflict with any rate schedules or rules, or cause the withdrawal of service. Protest Anyone may protest this Advice Letter to the Commission. The protest must state the grounds upon which it is based, including such items as financial and service impact, and should be submitted expeditiously. The protest must be made in writing and received within 20 days of the date of this Advice Letter, which is May 5, 2014. There is no restriction on who may file a protest.
