Citizens Comments - No Citizen comments A motion was made by Ms. Faraone and seconded by Mr. Haraty to approve the minutes of the November 10, 2016. The motion passed. (Ayes 7, Noes 0) 1. Resolution by the Finance Committee - To Approve the 2017 Consolidated Plan - Annual Plan for the Community Development Block Grant/HOME Program. PUBLIC HEARING Public hearing opened, no comments, public hearing closed. Tony Geliche, Community Development Specialist, was available for questions. A motion was made by Ms. Faraone and seconded by Alderperson Fox to approve the plan. The motion passed. Alderperson Michalski asked if the streets that will be constructed in TID 7 have been determined or if they are still considering which to do. Mr. Khaligian said this is just the financing. The Engineering Plan might change this. Ms. Faraone said she thought CDBG funds were being used for 22nd Avenue. Mr. Khaligian said CIP funds will be used in some areas and TID funds when the street is within a district. Ms. Faraone asked why the City is supporting the mental health center and Anderson Art Center, these are County properties. Mayor Antaramian said we are working with other units of government to get things done. Ms. Faraone asked when taxpayers will see a relief from these TID s. Mr. Khaligian said the TID 1 will be dissolved in 2020. Ms. Spottswood said she liked the combination of ideas to get things done. Ms. Spottswood asked if anything is being done with the parcel at the Brass site. Mayor Antaramian said that is on the back burner right now. Ms. Spottswood asked if money for MacWhyte is for cleanup. Mr. Khaligian said no, just the 22nd Avenue section. A motion was made by Ms. Faraone and seconded by Alderperson Michalski to approve TID #4. The motion passed. (Ayes 7, Noes 0) A motion was made by Ms. Faraone and seconded by Mr. Haraty to approve TID #7. The motion passed. Zoning Ordinance by the City Plan Commission To Create Subsection 18.02 aaa. of the Zoning Ordinance to Amend the Land Use Plan Map for the City of Kenosha: 2035. (Bard) (District 2) PUBLIC HEARING 11. Zoning Ordinance by the Mayor To Rezone the property at 5017 8th Avenue from B-3 Central Business District to RS-2 Single-Family Residential District [in conformance with Section 10.02 of the Zoning Ordinance]. (Bard) (District 2) PUBLIC HEARING Public hearing opened, no comments, public hearing closed. Alderperson Michalski supports the rezoning. Jeff Labahn, Director, said this property is on the backside of 7th Avenue. Currently this property is non-conforming. The rezoning is to allow the owners to use the property as a house. Alderperson Fox said this property was always used as a 2-unit house and this would change it to a single family. A motion was made by Alderperson Fox and seconded by Ms. Faraone to approve the City Plan Resolution. The motion passed. (Ayes 7, Noes 0) A motion was made by Alderperson Michalski and seconded by Mr. Kleba to approve the Zoning Ordinance. The motion passed. (Ayes 7, Noes 0) A motion was made by Alderperson Michalski and seconded by Mr. Haraty to approve the rezoning. The motion passed. Zoning Ordinance by the City Plan Commission To Create Subsection 18.02 bbb. of the Zoning Ordinance to Amend the Land Use Plan Map for the City of Kenosha: 2035. located South of 60th Street and West of Interstate 94 from M-2 Heavy Manufacturing District to IP Institutional Park [in conformance with Section 10.02 of the Zoning Ordinance]. (Anchor Bank) (District 16) PUBLIC HEARING Public hearing opened. Jim Kleinfeldt, 3090 South Superior, Milwaukee, gave an overview of the proposed project. Ms. Faraone asked if the 200,000 s.f. was one floor. Mr. Kleinfeldt said that was distributed over the administrative and ambulatory floors. Ms. Spottswood asked how old is the Comp Plan. Mr. Labahn said 15 years, with a few modifications over that time. Ms. Spottswood said this use is more empathetic to the area than previous plans. Ms. Spottswood asked for the timeline. Mr. Kleinfeldt said they will purchase the land very soon, start construction in 2017 and open in 2018. Frank Kutzler, 12737 60th Street, owns the property next to the proposed development. Mr. Kutzler said that he does not support the rezoning. Mr. Kutzler would like to know what the future plans are for his property. Mayor Antaramian said to set up a meeting with him after the holidays. Public hearing closed. A motion was made by Ms. Faraone and seconded by Mr. Haraty to approve the City Plan Resolution. The motion passed. (Ayes 7, Noes 0) A motion was made by Ms. Faraone and seconded by Mr. Haraty to approve the Zoning Ordinance. The motion passed. (Ayes 7, Noes 0) A motion was made by Ms. Faraone and seconded by Alderperson Michalski to approve the rezoning. The motion passed. (Ayes 7, Noes 0) 15. Conceptual Plan for a self-storage facility to be located at 4404 52nd Street. (U-Haul) (District 10) PUBLIC HEARING Public hearing opened. Mike Schneider, 505 E. Capital, President of U Haul Wisconsin, gave an overview of the proposed project. They are looking at various options for the old WalMart at 4404 52nd Street. Public hearing closed. Rich Schroeder, Deputy Director showed a video of the site. Mr. Schroeder noted the various items that Staff has concerns with. -Staff does not support the addition of any exterior-loaded self-storage units in the parking area. -Staff does not support the fake storage doors and prefers real windows over false windows on the main building. -Staff does not support leaving the entire parking lot paved. A portion should be returned to green space. City Plan Commission December 8, 2016

-Staff does not support the garden center as self-storage. -Staff would support a Condition that there is one monument sign. Alderperson Michalski asked if the applicant spoke to the Alderperson of the district. Mr. Schneider said yes, he supports the project in some form. Ms. Spottswood said this is a major corridor to our downtown and a crucial area. Ms. Spottswood supports Staff recommendations relating to more landscaping, the monument sign and the possibility of a smaller building to the front of the lot to block the larger building in the rear of the lot. Alderperson Michalski agrees with Staff and would like to see a Concept Plan that is more appealing. Ms. Faraone said the applicant should work with Staff to find a more appealing Plan for this location. Alderperson Fox asked if the building was located on STH 50 or Green Bay Road would it be a different plan. The applicant said yes, it would probably be a new building. Mr. Kleba agrees with Staff recommendations and the job they did on interpreting what the Commission would like to see in the building. Mr. Schroeder explained that FEMA adopted revised Flood Insurance Rate Maps for two (2) areas. Portions of the City are located within these maps.
