About the Program The Tribal Coalitions Program supports the development and operation of nonprofit, nongovernmental Tribal domestic violence and sexual assault coalitions. The Tribal coalitions program was first authorized in Fiscal Year (FY) 2001. VAWA 2013 changed the program from a discretionary program to a formula program for recognized coalitions, with each coalition getting an equal amount of available funds. VAWA 2013 also increased the amount of funding authorized for the program. There are currently 17 recognized Tribal Coalitions eligible for funding FY 2014.
Tribal Coalition Definition The term tribal coalition means an established nonprofit, nongovernmental Indian organization, Alaska Native organization, or a Native Hawaiian organization that (A) provides education, support, and technical assistance to member Indian service providers in a manner that enables those member providers to establish and maintain culturally appropriate services, including shelter and rape crisis services, designed to assist Indian women and the dependents of those women who are victims of domestic violence, dating violence, sexual assault, and stalking; and (B) is comprised of board and general members that are representative of (i) the member service providers described in subparagraph (A); and (ii) the tribal communities in which the services are being provided.
Tribal Coalition Grants Purpose The Attorney General shall award a grant to tribal coalitions for purposes of: (A) increasing awareness of domestic violence and sexual assault against Indian women; (B) enhancing the response to violence against Indian women at the Federal, State, and tribal levels; (C) identifying and providing technical assistance to coalition membership and tribal communities to enhance access to essential services to Indian women victimized by domestic and sexual violence, including sex trafficking; (D) assisting Indian tribes in developing and promoting State, local, and tribal legislation and policies that enhance best practices for responding to violent crimes against Indian women, including the crimes of domestic violence, dating violence, sexual assault, sex trafficking, and stalking.
Coalition Funding FY 2014 (States, Territories, Tribal) Statute states that of the amounts available for grants under this program annually: 2.5% for DV state / territories 2.5% for SA coalitions 1/56 for tribal coalitions 5% from the Arrest Program Set aside from Sexual Assault Services Program
Tribal Coalition Funding in FY2014 Solicitation/Invitation to apply was released on January 17, 2014 Applications are due by March 3, 2014 Each existing coalition was sent a letter and a copy of the solicitation in January Funds should be allocated by 9/30/2014
Grants continued Every applicant for the Tribal Coalitions program in FY2014 must be an organization that is described in section 501 (c) (3) of the Internal Revenue Code of 1986 and is exempt from taxation under that code. Coalitions must submit evidence of this status in FY2014
Use of Amounts For each of fiscal years 2014 through 2018, of the amounts appropriated to carry out this subsection (A) not more than 10 percent shall be made available to organizations described in paragraph (2)(B), provided that 1 or more organizations determined by the Attorney General to be qualified apply; (B) not less than 90 percent shall be made available to tribal coalitions described in paragraph (2)(A), which amounts shall be distributed equally among each eligible tribal coalition for the applicable fiscal year.
