The East Liverpool Board of Education met in Regular session on September 11, 2017, at the Westgate Administrative Center, 810 West Eighth Street, East Liverpool, Ohio, at 6:00 P.M. with the following members present: Patricia Persohn Sarah Porter Richard Wolf Larry Walton Also Present: Randy Taylor, Superintendent Kathy Jo Laughlin, Treasurer, President led the Moment of Reflection and Pledge of Allegiance. 17-09-415 Approval of Regular Meeting Minutes moved; seconded to approve the following minutes with corrections: August 28, 2017, Regular Meeting 17-09-416 Executive Session moved; seconded to go into executive session at 6:35 p.m. to consider the appointment of a public official, to interview candidates for the vacant position of Board Member. REGULAR MEETING SUPERINTENDENT S RECOMMENDATIONS & REPORTS 17-09-419 Personnel Salary Adjustment moved; seconded to approve the following appointment for the 2017-2018 school year: Nancy Flores, Spanish Teacher at East Liverpool High School for the 2017-2018 school year. Ms. Flores will be placed on Step B-0 (Retire/Rehire) of the approved salary schedule, which is $32,361.42. 17-09-420 Personnel Salary Adjustment moved; seconded to approve the following appointment for the 2017-2018 school year: Barbara Jeffries, 4 th Grade Teacher at LaCroft Elementary for the 2017-2018 school year. Ms. Jeffries will be placed on Step B-0 (Retire/Rehire) of the approved salary schedule, which is $ 32,361.42. 17-09-421 Personnel Certified Extra-Curricular Appointment moved; seconded to approve the following: Alexis Schuller, as Student Council Advisor (Elem) at Westgate School. Ms. Pridemore will be placed on Step 2 of the approved salary schedule, which is $856.70. 17-09-423 Personnel Technology Assistant moved; seconded to approve the following: Jack Graham to provide technology assistance for East Liverpool City Schools. Mr. Graham will be working 35 hours per week for one month (from Sept. 5-Oct. 4) at a rate of $12.00 per hour. 17-09-424 Personnel Inter-Rater Team moved; seconded to approve the following: 10 Intervention Specialists as members of the IEP Inter-Rater Team for the 2017-2018 school year: 1. He also said that a grievant is a grievant not a bargaining unit member during the entire process of the grievance. also commented that he was tickled pink that the negotiation committee was able to come to an agreement without the use of attorneys. Legislative Liaison/OSBA Delegate- *None PUBLIC PARTICIPATION FOR NON-AGENDA ITEMS Sydney Hill spoke about the 10-day suspension and punishing the person who is defending themselves. said if two people are fighting, he does not think there is another option, especially if the administration cannot see who started the fight. Sydney would like us to look at the policy and see if it could be changed. Mr. Taylor thanked Sydney for speaking at the meeting and showing her leadership. He also said that they look at the policy every year and it has been successful. Kids are to cover up and not fight back. There is a 10-day external suspension for the students if they fight, it has been told to them since they were young and has worked for the most part as a deterrent from fighting. feels that an internal suspension would work better. Sydney said many people will start a fight with a student just to get that student in trouble. The bully wins when you punish both students. September 11, 2017 Page 11

would hope the administration would get to the bottom of things before arbitrarily dolling out punishments. He also wanted to know if there were an appeal process. Mr. Taylor said during the process the administration looks at all aspects and talks to witnesses and keeps their identities secret so there can be no retaliation. BOARD TABLE COMMENTS - Welcomed Mr. Handley and thanked the negotiation teams. - Some time ago he talked with Sam Halstead about installing handrails at Patterson Field Home Stands. 17-09-438 Approval- Handrails at Patterson Field moved; seconded to approve the following: Installing handrails on the home side of Patterson Field. Also, he appreciates that we didn t use legal counsel and amass a huge legal bill. This has been the lowest month for legal counsel and he thanks the administration for making that happen and using their education and common sense rather than calling legal counsel. - *None - Thanked both negotiation teams for handling everything and coming to an agreement Mr. Taylor- Thanked both bargaining teams as he felt both teams put the kids first during all meetings.
