1. Trust Fund Overall Framework

The 3 geographical windows of the Trust Fund

Priority areas of intervention Greater economic and employment opportunities Improved governance and conflict prevention Strengthening resilience of communities, in particular the most vulnerable, as well as refugees and displaced people Improved migration management in countries of origin and transit

Why has a new Emergency Trust Fund been established? To ensure greater coordination between the EU and other actors; and a more integrated approach As a joint, swift and flexible response to deliver immediate and concrete results To act as a platform for reinforced engagement with partner countries As an additional tool to the 10 billion of EU development cooperation already contributing towards tackling the root causes of migration

2. Horn of Africa Operational Framework

Our approach: Politically framed Inclusive and comprehensive Feeding into the priorities of the Valletta Action Plan, EUTF Strategy and High Level Dialogues Conflict-sensitive and people-centred Evidence-based, researchdriven, results-focused Designed organically from the ground up Geographically focused on migratory routes Focus on regional opportunities and challenges

The Horn of Africa Operational Framework is based on a two-fold logic which guides our lines of action: Almost 70% of the actions address challenges and opportunities of migration in the region 9

Migration and displacement Addressing root causes of irregular migration and forced displacement, and improving conditions for IDPs, refugees and their host communities to address longterm developmental and protection needs, including reintegration into areas of origin Strengthening long-term elements of migration management, including improved border management, fight against trafficking and smuggling, support to return and readmission, promotion of legal migration channels

Indication of distribution of funds Distribution of the support to irregular migration and forced displacement by domains Distribution of the EUTF funds in irregular migration and forced displacement projects by locations

Peacebuilding and conflict prevention Focus on internal conflicts, as well as high-risk areas such as cross-border regions which are also migrant transit routes Identification of areas prone to violent extremism at local level; targeted interventions addressing grievances arising from social, economic and political marginalisation and exclusion Interventions: multi-faceted and tailored to local contexts: E.g. economic opportunities and employment, vocational training, education, health services, community dialogues and mediation, etc.

3. Methodology and implementation modalities

Identification and formulation The Trust Fund follows the usual identification and formulation methodology of the Commission. To ensure local ownership, close consultation with the authorities of the partner country are ensured throughout identification and formulation. The Commission is in charge of projects' identification and formulation; either in HQ for regional projects or by the relevant Delegation for country projects.

Action documents The European Commission (Delegations, Managers) drafts action documents Donors can also submit action documents to the Manager Action documents are approved by the Operational Committee once submitted by the Manager

Implementation All information on the implementation modalities of actions are identified in the action documents: Delegated agreements with EU Member States of International Organisations; Calls for proposals; Calls for expression of interest; Direct contracts; Etc.
