GEORGIA PEACE OFFICER STANDARDS AND TRAINING COUNCIL Threadmill Complex August, Georgia June 6, 2012 MINUTES The regular meeting of the Georgia Peace Officer Standards and Training Council was held at the Threadmill Complex, in Austell, Georgia on June 6, 2012. Chairman Mike Yeager called the meeting to order at 11:00 AM. ROLL CALL OF COUNCIL MEMBERS: A calling of the roll by Secretary, Mike Jolley indicated a quorum was present. Commissioner Michael McNeely Opening Remarks of the Chairman: Chairman Mike Yeager welcomed everyone and thanked them for being present. Chairman Yeager, at this time called Reverend Max Caylor forward to perform the invocation. Approval of the Minutes Chairman Mike Yeager entertained a motion to approve the minutes for the March 7, 2012 Full Council Meeting. Inspector Garry Moore made a motion to approve the minutes from the meeting March 7, 2012. Commissioner Tom McMichael ANNOUNCEMENTS Executive Director Ken Vance greeted the Council members and guests. Director Vance discussed the budget, Suspension Orders, and the IADLEST convention that is being hosted by Georgia POST Council in Savannah on June 10 th. At this time Colonel Homer Bryson with the Department of Natural Resources was called forward to be honored for his service to POST Council. Chief Mike Wilkie came forward to make a presentation on an evaluation of law enforcement officer discipline by POST. P.O.S.T. OPERATIONS DIVISION Director Ryan Powell stated that he was presenting two issues to the Council. Gail Ann Donnelly s Certification for Academy Director at the Georgia Corrections Academy Director Ryan Powell stated that POST received an application for Ms. Donnelly and she has met all the requirements for Academy Director. Director Powell stated that it is the POST staff recommendation to approve her certification. Sheriff Mike Jolley made a motion to approve the Certification for Academy Director for Gail Ann Donnelly of the Georgia Corrections Academy. Chief Bryan Golden seconded the motion. All were in favor, and the motion carried. POST Rule Revision-Final Adoption Director Ryan Powell discussed the background of the rule revision and stated that it was the recommendation of the Training Standards Committee to approve this request. Sheriff Mike Jolley made a motion to approve the POST Rule Revision-Final Adoption. Commissioner Tom McMichael 2

Request for Matthew D. Ray Extension of Time to Appeal Director Ryan Powell discussed the background of the appeal and stated that this issue was presented to the Executive Committee and it was the recommendation to approve this request. Sheriff Mike Jolley made a motion to approve the request of Matthew D. Ray s Extension of time to Appeal. Chief Bryan Golden seconded the motion. All were in favor, and the motion carried CERTIFICATION DIVISION AND TRAINING STANDARDS DIVISION Jamie D. Callaway 20 Hour Training Requirement Waiver-2 nd Request Director Mitch Jones stated that this issue was presented to the Training Standards Committee and it was the recommendation to approve this request. Commissioner Tom McMichael made a motion to accept the recommendation of the Training Standards Committee and approve the Second Waiver Request of Jamie D. Callaway. Commissioner Bubba Williams Revision of the Basic Probation & Parole Training Courses Director Mitch Jones presented this issue and stated that it was the recommendation of the Training Standards Committee to approve this revision. Inspector Garry Moore made a motion to accept the recommendation of the Training Standards Committee and approve the Revision of the Basic Probation & Parole Training Courses. Warden Belinda Davis INVESTIGATIONS DIVISION Probable Cause Committee Recommendations For cases with the recommendation of: Approve No Action Probation Suspend Certification Deny Certification Revoke Certification Revoke/Deny Certification Mayor Margaret Evans made the motion to accept the recommendations of the Probable Cause Committee. Sgt. Dolly Johnson Probable Cause Committee Cases June 6, 2011 Director Pope stated that the Probable Cause Committee had reviewed the following cases. Case #0005121011 3

Committee and revoke certification for Case #0005121011. Mayor Margaret Evans seconded the motion. All were in favor, and the motion carried. Dolly Johnson made the motion to accept the recommendation of the Probable Cause Committee and revoke certification for Case #0020400711. Commissioner Bubba Williams Case #0063790212 Recommendation: Approve Certification Committee and approve certification on Case #0063790212. Rodney L. Sanders. Mayor Margaret Evans seconded the motion. All were in favor, and the motion carried. Recommendation to Approve with Conditions Calvin T. Leachmon Approve Reinstatement of Certification upon Successful Completion of Basic Law Enforcement Training Course; Approve Reinstatement of Certification upon Successful Completion of Basic Jail Officer Training Course. Commissioner Tom McMichael made a motion to accept the recommendation of the Certification Committee to approve with conditions for Calvin T. Leachmon. Commissioner Bubba Williams Recommendation to Approve Brenda G. Advincula William M. McKenzie, Jr. Nathaniel Roberts, Jr. John G. Thomas Commissioner Tom McMichael made a motion to accept the recommendation of the Certification Committee to approve the Certifications of Brenda G. Advincula; William M. McKenzie; Nathaniel Roberts Jr. and John G. Thomas. Director Stan York seconded the motion. All were in favor, and the motion carried.
