Minutes of the 46th meeting of ISO TC 130 WG4 "Media and Materials" 2013-10-31 in Berlin, Germany 1 Opening of the meeting. The meeting was called to order 09:07 by the Convenor, Uwe Bertholdt. He expressed thanks for the hosting of the meeting by DIN. 2 Roll call of delegates An attendance form was passed around and verbal introduction of experts and country affiliations were performed. The signed attendance list has been distributed as WG 4 N 794. 3 Approval of the agenda Agenda (N 775) was approved and accepted as distributed. 4 Approval of the minutes of last meeting (N 763) The minutes were approved and accepted as distributed. 5 Action items from the last meeting (N 764) The action items have been reviewed. All action items were closed. Uwe Bertholdt reported on the activities. ISO 15341 has been voted as DIS and has been approved by 100%. The FDIS voting on ISO 15397 was closed successfully with one negative vote. 8 Projects 8.1 ISO/DIS 15341 Measurement system for radii of printing cylinders (N 768, N 771, N 772, 791, 792) Very few US comments were discussed and the finalization of the project was appreciated. For a possible future revision the incorporation of results of a round robin test is requested. 8.2 ISO/FDIS 15397 Graphic technology Communication of graphic paper properties (N 769, N 770, N 790)
Luc Lanat presented his proposed resolution of comments. Discussion about comments on the scale of brightness differences: Brazil suggested adding % units but that is not appropriate. Japan suggested adding text to replace math symbol > this was not accepted. Discussion of the justification for rejecting the US comment on clause 4 concerning adding when requested to the communication of target values. There is the US-expectation the document requires information on each paper batch. Uwe Bertholdt responded that to avoid this the phrase "with target values" has been placed in the document. The experts were of the opinion that the US comment of the document was essential for the negative US vote and seems to result of a mutual misunderstanding of intentions. Several new text proposals were discussed and a compromise was reached. The US was asked to reconsider its negative vote. Action item 13-04: David McDowell to verify if the replacement in ISO FDIS 15397 clause 4 "When communicating the characteristics of printing papers, the intended use or printing process shall be identified and the following data with target values shall be used." will satisfy the US NB and change their vote to approval. The answer should be send to WG 4 secretariat by end of November. Further process: Editor to prepare resolution of comments document and Secretary to send it to ISO CS. The finalization of the project was appreciated. 8.3 ISO 2846-3 Graphic technology Colour and transparency of printing ink sets for four colour printing Part 3: Gravure printing - Systematic review in 2012 (N 699) M. Matsuo presented Japanese data on ink sets for publication gravure and stated no interest of the Japanese National Body to update the document. The US were already in line with the Japanese position. U. Bertholdt and G. Battrick expressed different positions of the German industry and U. Bertholdt will verify the position of the ink makers association by the next meeting Action item 13-05: Uwe Bertholdt to contact the German ink industry with respect to the withdrawal or the revision of ISO 2846-3. 8.4 ISO 2846-4 Graphic technology Colour and transparency of printing ink sets for four colour printing Part 4: Screen printing (N 785, N 786) The US worked on drafts to simultaneously revise ISO 2846-4 (N785) and ISO 12647-5. During that work it was realized that ink manufacturers in the US see no use in the presence of ISO 2846-4. Reconsidering the whole series of documents the US opt for a complete withdrawal of the whole series ISO 2846 (N 786). Japan, Italy and Germany reported a similar tendency for the screen and the flexo ink sets but the Netherlands see at least applications for the flexo ink set description. In contrast to the US Japan, Italy, the Netherlands, Switzerland and Germany report active use of
ISO 2846-1 and to a lesser extend -2. Brazil prepares for the start of certifications on ISO 2846-1. Uwe Bertholdt highlighted the principal intention of the series to aid the ink industry with a test on only one test substrate instead of testing on a large variety of substrates and the printing industry to use defined four colour ink sets for the definition of printing conditions. He sees the mayor part of the conflict rather in misunderstandings in the use of ISO 2846 and in the lack of proper adoption of printing conditions for industrial substrates in ISO 12647. Danny Rich highlighted the lasting problems with the transparency determination and the availability of the testing substrate to back the US position. The group agrees to reflect the industries ignorance of ISO 2846-4 and to terminate work on a future revision and withdraw the document. The project editor of the revision of ISO 12647-5 (Larry Warter) was present and was asked by the group to ensure the removing of the normative reference of ISO 2846-4 within ISO 12647-5. Larry Warter also offers to consider placing data in inks in an informative Annex of ISO 12647-5. The following text of a resolution for TC 130 was drafted: ISO/TC 130 requests its secretariat to withdraw ISO 2846-4 "Graphic technology -- Colour and transparency of printing ink sets for four-colourprinting -- Part 4: Screen printing" from its programme of work. 8.5 ISO 2846-5 Graphic technology Colour and transparency of printing ink sets for four colour printing Part 5: Flexographic printing - announced for Systematic review in 2013 (N 679, N 722, N 727) In the light of the discussion on ISO 2846-4 Danny Rich reported the lack of colour conformance between tests on test substrates according to aims in ISO 2846-5 and prints on real flexo substrates according to ISO 12647-6. US ink makers anyhow need to conform to ISO 12647-6 with their inks and do perform tests on real flexo substrates. ISO 2846-5 is therefore seen of no relevance. The group agrees to reflect the industries ignorance of ISO 2846-5 and to terminate work on a future revision and intend to withdraw the document. Action Item 13-06: on Steve Smiley and Danny Rich to address WG 3 to have a minor revision of ISO 12647-6 and delete the normative reference to ISO 2846-5, which would give WG 4 the possibility to withdraw ISO 2846-5. Thereafter it is intended to withdraw the Standard. 8.6 ISO 2846 Test substrate Graphic technology Colour and transparency of printing ink sets for four colour printing Wilco de Groot informed the group on his activities to produce a new test substrate. The raw paper an the coating facilities are already organized and a Test substrate is hopefulle available by the end of the year.
Action item 13-07: Wilco de Groot to inform WG 4 on the availability of the new test substrate. Uwe Bertholdt reported on the test results on test prints performed by Fogra in Germany and Leo Paper in China (N 780). The data could be used as rough translation for printing aims from APCO to YUPO. Matsuo San reported recommendations from the YUPO company with question the use of YUPO as a general test substrate (N 782). Danny Rich reported unsatisfactory test print results for water based flexo inks. So the YUPO track will be terminated and hope on a new test substrate is focusing on IGTs activities. Uwe Bertholdt reported about a new project application of Fogra aiming to a sound investigation of the dependencies of the colour coordinates of inks from the surface properties of multicoated glossy substrates in order to change colour aims easily if substrate colour or surface properties change (N 781). Gustavo Barros added that absorption properties play an essential role and missed considerations on that in this project. 9 Future projects ISO PWI 12636:1998 Graphic technology Blankets for offset printing (N 715, N 787) The Japanese delegation nominated a project team and announced to cooperate with the US expert Dean Arrington in the preparation of a draft document prior to the London meeting in march. Action item 13-08: Matsuo San to prepare a new draft ISO 12636 for distribution by February 2014. 9.1 ISO 12634:1996rev. Graphic technology Determination of tack of paste inks and vehicles by a rotary tackmeter (N 758) ASTM has developed a new document in 2009 and Wilco de Groot has merged both the new ASTM and the old ISO 12634 documents. The voting process with the aim of an acceptance as a CD will be initiated to be able to discuss comments during the London meeting. The following text of a resolution for TC 130 was drafted: ISO/TC 130 resolves to initiate work, at stage 30.00 (CD), to revise ISO 12634 "Graphic technology Determination of tack of paste inks and vehicles by a rotary tackmeter". The target dates for this project will be: CD: 2013-12-01 DIS: 2014-12-01 FDIS: 2015-11-01 The scope is reduced to the most common used instruments and now refers to carefully specified instrumentation. The proposed project leader is Wilco de Groot (NL)
9.2 ISO 2834-2 Graphic Technology Laboratory preparation test prints Part 2: Liquid printing inks (to add ink film thickness determination) (N 788) Uwe Bertholdt presented the proposed addition to the document. Since the determination of dry ink film gravity is not always easy the focus will be on ink coverage in g/m². The wording was agreed upon and the revision will be started with the aim of an acceptance as a CD and to be able to discuss comments during the London meeting. Action item 13-09: Uwe Bertholdt to incorporate the determination of ink coverage into ISO 2834-2 and prepare the document accordingly. The following text of a resolution for TC 130 was drafted: ISO/TC 130 resolves to initiate work, at stage 30.00 (CD), to revise ISO 2834-2 "Graphic technology -- Laboratory preparation test prints -- Part 2: Liquid printing inks". The target dates for this project will be: CD: 2013-12-01 DIS: 2014-12-01 FDIS: 2015-11-01 The scope of ISO 2834-2:2007 has not been changed and therefore also applies for the revision of the standard. The proposed project leader is Uwe Bertholdt (DE) 9.3 ISO PWI 12632 Graphic technology Prints and printing inks Assessment of penetrability, detachment and resistance of printed labels to hot alkaline solution (project since 1999 transformation of DIN 16524-6/7) (N 774) Uwe Bertholdt presented the draft document and explained the content. It was agreed to start the voting process on a NWI & CD with the aim to discuss comments during the London meeting. 10 Requirements concerning a subsequent meeting The next meeting of ISO TC 130 WG 4 will take place in London, UK beginning 23 rd March 2014. WG4 requests 1 day of meeting time 11 Any other business WG 13 informed WG 4 on its request to develop a measure for metamerism. It was stated that there is already a definition in CIE document CIE-15. It was consensus in the group to ask JWG 8 to incorporate this item within the planned revision of ISO 13655. Action item 13-10: Uwe Bertholdt, Carlo Carnelli, Danny Rich and Steve Smiley to inform WG 13 on the consensus in WG 4 to deal with the metamerism measure within the revision of ISO 13655 in JWG 8. The convenor of WG 13 was informed on this decision during the plenary meeting on November 2nd.
