1 Introduction Violence is the main concern for those who live in Brazilian metropolises and has a significant impact on people s quality of life. It also consumes a considerable volume of public security and criminal justice resources security guards, police, the judiciary and the entire prison apparatus. Meanwhile, whether it is because the theme only gets attention when shocking crimes occur and authorities propose changes without practical effect, or because many of the responses to the problem lack much basis in reality, the sensation is that we are losing the battle. But we believe that it is possible to build a safer society for all. It is therefore necessary to let go those formulas that don t work and bolster a different working logic. Public security must be a permanent agenda and solutions cannot be created in the heat of the moment, but on the contrary. Just as a physician can only prescribe the best treatment from a deep knowledge of the illness in question, the same should hold for public security: policies must be guided by sound diagnosis and this practice must be incorporated by institutions. This is the model we defend and it must be the starting point for any public security policy devoted to change. In 2012, when São Paulo experienced a wave of violence consisting of increasing homicides and robberies, in all of our public output on what needed to be done, we positioned ourselves in favor of creating better diagnosis, which could be developed by the police themselves through investigation and clarification of the crimes. Without knowledge of the problems at hand, any explanation or proposal would not make sense. Believing in this premise and affirming that the lack of knowledge about these public security problems harms the possibility of effective solutions, we have reformulated our internal structure and invested heavily in the creation of diagnosis, research and data analysis. Seeking a greater impact, we have restructured our areas, with preventative projects and initiatives on one side, and unifying projects and strategies involving the public security system in Brazil, on the other. We also decided to prioritize two security problems homicide and robbery, which, from now on, will be integrated and treated more systematically: both in terms of prevention and repression. The fourteen projects we implemented throughout the year demonstrate in practice this systematic approach we are proposing to deal with public security problems. Actions included the development of prevention methodologies withyoung people; accompanying legislative developments on issues of criminal justice and arms control and pressing for change; production of knowledge about apprehensions, the police s use of force, police investigations in cases of robbery and analysis of data released by the Office of Public Security. We also worked with the institutions responsible for arms control in São Paulo to improve the integration and sharing of collected information and focused on commendable police efforts with the 5th edition of the Citizen Police Award. In the international arena, we participated actively in UN discussions about a treaty that regulates the international firearms trade. It was a year of hard work and many victories and, at the same time, of investments to guarantee that in coming years, Sou da Paz will have an even greater capacity to make a difference. The pages that follow detail our activities and outline this important moment for our institution. Thank you for being a part of this story. 2 Stronger institution = greater impact Effective public security policies combine prevention strategies and the repression of violence and crime, as guided by diagnosis. Although violence is a complex phenomenon that manifests itself in various ways and has multiple causes, strategies must have a clear focus and their target population well-defined. This is the model of security that we defend and that structures our way of working. In 2012, thanks to the institutional backing that gives us the energy and flexibility to make strategic decisions, we were able to further approximate this model by realizing the following changes: Choice of two working themes, directly associated with citizens quality of life: the reduction of homicides and robberies. From now on, all our actions should have something to do with the decrease of these crimes which, despite involving very different dynamics, make a significant impact on public security. Each year, more than fifty thousand Brazilians are murdered, being the majority of them (78%) killed by firearms. The victims are mostly male youth, comprising 26,000 lives lost. In the city of São Paulo alone, 2012 totaled 1,072 people murdered. Many of these crimes are not fully explained, and this can generate a cycle of revenge that ends up in more deaths. Robberies are by definition a crime committed with violence. They are more prevalent in cities and afflict all kinds of groups. They represent more than 90% of violent crime and directly impact people s perception of security. The considerable volume of incidents (150,000 in the city of São Paulo alone) makes up a large part of the police and criminal justice system s daily work. Almost half of those incarcerated have committed robberies. The majority are young people. ANNUAL REPORT 2012 INSTITUTO SOU DA PAZ 5
The reorganization of areas and regrouping of projects dealing with Prevention and the Criminal Justice and Public Security Systems. Prior to this change, there had been four thematic areas and the projects were distributed under each of them. The change allowed better integration between activities, better use of human resources and ultimately, a greater impact on our strategies and efforts. In 2012 the Center for Data Analysis was created to contribute with an analytical perspective on the available data on violence and criminality, which helps guide the Institute s work, qualify the public debate and also strengthen the institution as a specialist on the topic. Lastly, we should highlight the investment in management and training at Sou da Paz. In 2012 the annual training held for all employees included a course led by anthropologist and former National Secretary of Public Security, Luiz Eduardo Soares. In 2012 we also put into practice a human resources policy that includes a standardized procedure for continuous evaluation of employees. 3 Production of knowledge: understanding problems better Actions to reduce violence can only be effective when the problem is known: where a certain crime occurs, the profile of the victims, circumstances, and how public security and criminal justice institutions deal with the problem. In public security there is still a tremendous lack of data. That is why, in 2012, our focus shifted to, on one hand, the available data on violence and criminality in the city of São Paulo and, on the other, improving our understanding of how the justice system acts in relation to homicides and robberies: apprehensions, the police s use of force, police investigations. These were the main products of our work. Sou da Paz Analysis Bulletin: analysis of the data released each trimester by São Paulo s Office of Public Security on crimes registered, police activity and killings by law enforcement officers. Distributed electronically to more than 15,000 people, including authorities, journalists and opinion-makers. In-depth and systematic perspective on the situation in São Paulo. The possibility of influencing the public discourse. Strengthening the institution as a specialist. Research on regulation of the use of force by the military police : comparing how military police officers in São Paulo and Pernambuco train and supervise their professionals with relation to the use of force. The study was financed by Thinking toward Public Security, a research initiative announced by the National Secretary of Public Security. Research on police apprehensions: analysis of over 4,000 arrests made in the city of São Paulo in 2011, taking into account the profile of the detainees, the circumstances of the arrest, as well as the actions of the court system from the moment of the arrest to the arraignment by the prosecution. The research was released in workshops and in the press and in 2012 new data was collected for comparisons. Greater understanding of how the criminal justice system works. More data to rationalize public debate on arrests and prison sentences. Study about crime against property in the city of São Paulo: to better understand the phenomenon (through analysis of crime statistics) and how police act to prevent and investigate this type of crime (through interviews and field observation). We also undertook an immersion in the city of New York to learn about its procedures, history and data. Diagnosis on Civil Police operations. 4 Development and implementation of intervention methodologies Intervention through projects with the populations most affected by violence or together with institutions that work directly with public security is one of the great distinctions of Sou da Paz. If we want to influence public policy, we must create and test new means of intervention. This practical experiment allows us to identify implementation challenges and perfect our methods. In the prevention area, we continue to invest in the development of methodologies revolving around youth the population most involved in violence by promoting coexistence, respect for diversity and conflict resolution. Dialog with Theater: another edition of the project, which involves teachers and students from public schools discussing the problem of violence in schools. 32 teachers trained. 450 students mobilized. Sporting Events: promotion of practices and championships to discuss and strengthen the culture of peace through sports. Activities in four peri-urban neighborhoods involving 130 children and teenagers. Development of methodology based on the relationship between sports and violence prevention. Talking about Gender on the Social Networks: project that involved teenagers from public schools reflecting on diversity using new tools. Espaço Criança Esperança The Espaço Criança Esperança (Child Hope Space, in Portuguese) project in São Paulo, coordinated by Sou da Paz in a municipal space in Brasilândia, underwent remodeling to meet the growing demands of the community. The project s proposal was also reformulated and from 2013 on, it will be focused on serving vulnerable, socially excluded teenagers and young people by producing knowledge, training and implementation of methodologies that address the factors that lead the youth to become involved in violent crime. In 2012, the project worked to bolster the GTI, the Integrated Work Group that brings together institutions and services from Brasilândia that assist and guarantee the rights of vulnerable teenagers and young people. The project increased integration and exchange of information, improved the rate of assistance and its quality and impact. ANNUAL REPORT 2012 INSTITUTO SOU DA PAZ 11
Criminal justice and public security projects were aimed at improving Military Police patrols, identifying commendable police actions that can be reproduced to reduce crime and developing communications strategies to simplify the criminal justice discourse. Law enforcement qualification: development of a project together with São Paulo Military Police to improve the police s law enforcement approach and reassess its meaning, objectives and forms of measurement. Our training proposal looks to innovate in the training of police and modify the way that law enforcement is registered and classified. Greater understanding of law enforcement practices. Possibility to impact the work of over 100,000 officers. 5th edition of the Citizen Police Award: the project identifying and praising good efforts on the part of the police underwent its 5th edition, this time with a specific theme: reduction of recurrent crimes in a specific area. The award hopes to bring up effective policing strategies and disseminate them to improve police work. 67 enrollments from throughout the state of São Paulo. Criminal Justice Observatory: the debate over criminal justice, when not guided by emotion, is focused on technical terms difficult to understand, which alienates the public. With this project, we developed a methodology of discourse analysis and construction of simple, understandable and more persuasive arguments, which resulted in trained specialists and the development of a list of arguments. 5 Networking with public authorities to influence policy Sou da Paz utilizes its expertise in project implementation and networking with various sectors to influence public security policy. This occurs through partnerships, assistance, participation on commissions and, more indirectly, with the strengthening of civil society s work to increase its own capacity for networking and dialog. This work also takes place in the international sphere, with Sou da Paz s involvement in efforts for the approval of the Arms Trade Treaty (ATT). City of São Paulo Arms Control Plan: put together by Sou da Paz in conjunction with the institutions responsible for arms control in the city, the Plan looks to foster greater integration among these institutions. Sou da Paz acts as a mobilizer for the group, which in April was formalized in the scope of the Municipal Cabinet of Integrated Management (GGIM, in Portuguese), taking on the title Committee for Arms Control and Disarmament. The work led to greater integration, exchange of information, improvement of procedures and also increased the effectiveness of voluntary firearms collections. Assistance of Rio de Janeiro s Office of Public Security s strategic planning: : Sou da Paz offered technical support to the planning being undertaken by a consultant together with the Office to discuss its mission, values and objectives. The work guaranteed a larger discussion and goals that take into account points of view beyond those of the police. ANNUAL REPORT 2012 INSTITUTO SOU DA PAZ 14
Participation in the State Commission for the Reduction of the Lethal Police Force: the Commission is formed by representatives of the civil and military police, the Office of Public Security and civil society. Sou da Paz participates in the group, which meets monthly to share and discuss data related to the lethal use of force by the police. Through this work, Sou da Paz contributes to the construction of analyses, good diagnosis and action proposals to reduce fatalities by the police. Efforts for the approval of the Arms Trade Treaty (ATT): countries at the UN have discussed the creation of a treaty to regulate the international arms trade. Sou da Paz works actively with the group of organizations from civil society that define mobilization and advocacy strategies together with governments and, at the same time, has dialog with representatives of the Brazilian government to influence their position. In 2012, the first vote on the content of the Treaty took place and we offered technical opinions and articles that impacted the positions of some governments. Strengthening action with civil society is essential to improving diagnosis and the development of solutions, thus increasing the capacity to intervene in problems and construct dialog with public authorities. Therefore we continue to moderate the Criminal Justice Network, which brings together various organizations that work with the theme, and strive toward a more just and efficient system. In 2012, the Network held a workshop that united all the research conducted, apart from monitoring bills in the National Congress and coordinating on strategic topics. We are also part of the Disarm Brazil Network along with dozens of organizations that work with the culture of peace and disarmament and participate in dialog with the federal government to increase and improve voluntary gun collection campaigns. New perspectives: at the end of 2012, we were elected to join Conasp, the National Public Security Council, which discusses guidelines for a national policy. Also at the end of the year, with the upcoming municipal elections in mind, we elaborated an agenda with points for consideration for the city s security policy.
