DICKINSON POLICE DEPARTMENT LEADERSHIP CLASS GRADUATION Police Chief Dustin Dassinger states the Dickinson Police Department presented a Middle Management Training Course. This series was held in the afternoons for 8 weeks. There were written exams, projects and working as a team. Police Chief Dustin Dassinger states this course reviewed the management process, values, believes, Police Department culture, and other item. He states the following 10 individuals completed the course: Tom Grosz, Brandon Stockie, Gary Steffan, Jeremy Moser, Joshua Monson, Travis Leintz, Rebecca Hoff, Matthew Hanson, Justin Fridrich and Lauren Aasheim.
President Gene Jackson congratulates all of the 10 participants. President Gene Jackson states the Commission and the community does not underestimate the value of these efforts or efforts of any staff for the value you bring to the City. 5:10 P.M. 2015 FISCAL YEAR END REPORT Accountant Robbie Morey presents the 2015 Fiscal Year End Financial Report. Mr. Morey states the City ended the year with just over 17.9M in General Fund Revenue including 737k in property taxes. The Total General Fund expenses totaled 17,977,784 which is 71k greater than the revenue we collected. He states after all transfers were made to the enterprise funds the City has a $3.4M balance in water/wastewater and $2.4M balance in solid waste. The City did fall $3.7M short of our budget in our total utility sales mostly due to shortfalls in the Wastewater Fund. Also the City collected around $10.95M in our sales tax funds, 1.12M in hospitality tax and 541,810 in Occupancy. A reforecast budget will be coming soon. To approve 2015 Fiscal Year-End Report. 4. GENERAL ISSUES/FINANCE A. Overweight Vehicle Permits City Attorney Jennifer Gooss presents a proposed ordinance which makes minor revisions to the motor vehicle section of the code related to excessive size and weight permits. It adds in the penalty for violations of the section, which is taken directly from the state code. Staff recommends approval. City Attorney Jennifer Gooss presents for a second reading of the ordinance related to separation from municipal service and layoffs. After running the proposed revision by Cal Kolling who is helping with the personnel code revisions, the language regarding layoffs has been changes to say in cases of layoff of employees, consideration will be given to the employee s performance record and length of service, and the needs of the City and/or department involved. ORDINANCE NO. 1609 AN ORDINANCE AMENDING AND RE-ENACTING SECTION 29.08.04100 OF THE CITY CODE OF THE CITY OF DICKINSON, NORTH DAKOTA, RELATING TO PERSONNEL SEPARATION FROM MUNICIPAL SERVICE. Fee Schedule Amendment for Permit Fees City Attorney Jennifer Gooss states the City recently began taking part in the over-weight vehicle permits with the North Dakota Association of Oil and Gas Producing Counties. This resolution officially establishes those fees in the City fee schedule. The resolution also includes the permitting fees for Public Space Management Permit, which was created with the passing of the Commercial Use of Sidewalks ordinance. Staff recommends approval. City Attorney Jennifer Gooss presents an agreement with Stark County for weed control. Stark County would provide weed control in City limits and outlying areas for the summer. Ms. Gooss states staff recommends this approval. She does state the rate is the same as previous years. To approve the 2016 Weed Control Agreement with Stark County. E. SW Regional Grants City Administrator Shawn Kessel presents the 2016 SW Regional Grant awards. Sales tax collections are distributed back to the SW area through the Regional Grant program. Mr. Kessel states 24 applications were received. Mr. Kessel states the downside of this program is that not all applicants can be awarded funds. Mr. Kessel does thank Commissioners Scott Decker and Carson Steiner for their help with these grants. To approve the 2016 SW Regional Grant awards. F. Senior Facility Operator Job Description Human Resource Coordinator Shelly Nameniuk presents a Senior Facility Operator Job Description which is a new position for 2016. This position will be listed under Buildings and Grounds. Ms. Nameniuk explains with the growth of the City and additional duties to the department the need was felt in order to add a senior position to help with supervising duties. Ms. Nameniuk states 2 Facility Operators, 2 custodians and 10 seasonal staff will be with this department this summer. To approve the Senior Facility Operator Job Description G. Senior Citizens Grant
City Administrator Shawn Kessel states City of Dickinson sales tax money is shared with the region through Senior Citizen Grants. These funds focus only on Senior Citizens. Mr. Kessel states the City received 22 application for funding with a total of requests of $58,000. He states a committee of Grant Brown, Erin Humphrey and Rene Schmidt review the applications. The recommended award of grants was $42,500. Mr. Kessel states the Committee did award some centers without applications as all senior centers should benefit from the sales tax and hopefully give them an incentive to apply in the future. The 20% of the 1% sales tax is used for this grant. To approve the 2016 Senior Citizens Grant awards. H. Reports: 1. Historic Preservation Commission Members City Administrator Shawn Kessel encourages people who are interested and have a special interest in the History Preservation Commission to apply to be a member of the Commission. The City is in need of members on the Historic Preservation Commission. Administrator Shawn Kessel states people who are City of Dickinson residents, knowledge or special interest in Historic Preservation, archeology, etc. should apply. 5. PUBLIC SAFETY A. Fire Department A. Reports 1. Spring Cleanup Event Fire Chief Bob Sivak announces last week was a very successful spring clean-up meeting. There will be City wide spring clean-up from April 28, 2016 until May 14, 2016. Fire Chief Robert Sivak encourages everyone to participation in the city wide clean-up. He states trash bags will be available at the Public Safety Center, Central Fire Station, Chamber of Commerce and others. Chief Sivak states 2015 campaign was very successful and that the City is off to an extremely strong start in 2016. B. Police Department A. Reports: 1. None 6. ENGINEERING
A. State Avenue and River Drive Booster Stations Bids City Engineer Craig Kubas states the City has received bids for the State Avenue and River Drive Booster Station on March 24, 2016. The bid was for general and electrical. Mr. Kubas states 5 bids were received and the lowest bidder was JR Civil for general construction and Radtke Services for electrical. Southwest Pipeline Project Agreement Regarding O&M Finished Water Pump Station City Administrator Shawn Kessel presents the SW Pipeline Project Agreement for the finished water pump station. This agreement is between SW Water, City of Dickinson and the State of ND. This agreement is 2 years in length. Administrator Shawn Kessel highlights dedication of water, distribution and responsibilities from the contact for each entity. To approve the SW Water Pipeline Project Agreement regarding O&M finished water pump station.
8. PLANNING A. Zoning Code Amendment City/County Planner Steven Josephson proposes a list of amendment to the City Zoning Code. Mr. Josephson presents this amendment for a second reading and final passage. He states there are a variety of different proposed changes to the zoning code and most of them are cleanup or clarifications. No changes were made from first reading.
