For Immediate Release Contact: Drew Anderson 765-432-3231 danderson@indems.org September 16, 2015 Indiana Democrats Receive Final Approval for 2016 Delegate Selection Plan Indiana will send 98 delegates and alternates to the 2016 Democratic National Convention in Philadelphia Indianapolis, IN The Indiana Democratic Party received final approval from the Democratic National Committee to implement the Indiana Delegate Selection Plan. The Plan outlines how Indiana will allocate and select its 98 delegates and alternates to the 2016 Democratic National Convention in Philadelphia, Pennsylvania, on July 25-28, 2016. Indiana has 56 District-Level Delegates that will be elected at the Indiana State Convention in downtown Indianapolis on June 18, 2016. The 18 At-Large Delegates, six At-Large Alternates, and nine PLEO (party leader and elected official) delegates will be selected at the conclusion of the State Convention. The Party will conduct trainings and webinars in the coming months to help inform every Democrat of the process to become a Delegate to the Democratic National Convention. Trainings will be posted on the Party s website as information becomes available. The Party will also implement steps to ensure that participants in the process accurately reflect the Democratic Electorate in Indiana. ###

Now is an exciting time for our state and our Party as we look forward to returning a Democrat to the White House and electing Democrats up and down the ballot in Indiana in 2016. The Democratic National Convention is an important step for our Party as delegates from every state and territory will gather in Philadelphia, Pennsylvania, between July 25-28, 2016, to nominate the next President of the United States. This is a time honored tradition that brings people from across our country together to celebrate our political system and to choose our standard bearer. As Democrats, we strive to include every voice in this discussion, and the Delegate Selection Plan put forth by the Indiana Democratic Party and approved by the Democratic National Committee outlines steps that will be taken to ensure that the delegation we send to Philadelphia will be representative of the Democratic electorate in Indiana. How to Become a Delegate to the 2016 National Convention July 25-28, 2016, in Philadelphia, Pennsylvania Participation in Indiana s delegate selection process is open to all voters who wish to participate as Democrats. In order to be an Indiana Delegate to the 2016 Democratic National Convention, you must be considered a Democrat. Democratic Party affiliation is determined by the primary voting record for each person. Newly registered voters may participate if they show good faith interest in the welfare and success of the Indiana Democratic Party and meet all filing requirements for delegate. Indiana s Delegation to the 2016 National Convention Candidates may only run to be a Pledged Delegate: District, At-Large, or PLEO. Candidates for National Delegate cannot file to be an unpledged delegate. The selection of all Pledged Delegates will take place at the Indiana Democratic Party State Convention on July 18, 2016. Anyone who wishes to be selected as a National Delegate is encouraged to attend the State Convention. District Delegates: Each of Indiana s 9 Congressional Districts are allocated District-Level Delegates based upon population and presidential voting record from the 2008 & 2012 Elections. Each District is also allocated a certain number of male and female Delegates. These delegates are elected during the District Meetings at State Convention on June 18. At-Large Delegates: These delegates are selected from a statewide pool. Selection of these delegates will be confirmed at Delegation Meeting at State Convention on June 18. PLEO Delegates: Only current and former Party Leaders and Elected Officials (PLEO) can file to become PLEO Delegates. Selection of these delegates will be confirmed at the June 18 Statewide Delegation Meeting. Any form not received by Noon EST on June 3 will not be considered. Candidates should check the boxes at the top of the form to indicate the type(s) of Delegate for which they would like to be considered. Candidates must also pledge support on this form for one Presidential candidate.

Indiana Congressional Districts

Selection of Delegates and Alternates Summary of Plan Indiana will use a proportional representation system based on the results of the 2016 Presidential Preference Primary for allocating delegates to presidential candidates. The first determining step of Indiana s delegate selection process will occur on May 3, 2016, with a primary election. Delegates and alternates will be selected as summarized on the chart below. Automatic by virtue of respective public or Party office as provided in Rule 8.A. of the 2012 Delegate Selection Rules. Selecting Body: District Level Delegates Those who wish to be PLEO delegates must apply at the State Party HQ by Noon EST June 3, 2016, and then must be selected by the District Level Delegates at the 2016 Indiana State Convention. Selecting Body: District Level Delegates Those who wish to be At-Large delegates must apply at the State Party HQ by Noon EST June 3, 2016, and then must be selected by the District Level Delegates at the 2016 Indiana State Convention. * Unpledged Party Leader and Elected Official (PLEO) delegates includes the following categories, if applicable, who legally reside in the state: the Democratic National Committee Members, the Democratic President, the Democratic Vice President, all Democratic members of the U.S. House of Representatives and the U.S. Senate, the Democratic Governor, and any other Distinguished Party Leader as specified in Rule 9.A. of the 2016 Delegate Selection Rules. The exact number of Unpledged PLEO Delegates is subject to change due to possible deaths, resignations, elections or special elections. ** Pledged Party Leader and Elected Official (PLEO) alternates are selected with the At-Large alternates.

Affirmative Action, Outreach, and Inclusion Plan In order that the Democratic Party at all levels be an open Party which includes rather than excludes people from participation, a program of effective affirmative action is hereby adopted by Indiana. Discrimination on the basis of status in the conduct of Democratic Party affairs is prohibited. Consistent with the Democratic Party s commitment to including groups historically under-represented in the Democratic Party s affairs, by virtue of race/ethnicity, age, sexual orientation, gender identity or disability, Indiana has established goals for these groups. To encourage full participation by all Democrats in the delegate selection process and in all Party affairs, the Indiana Democratic Party has adopted and will implement programs with specific goals and timetables for African Americans, Hispanics, Native Americans, Asian Americans and Pacific Islanders and women. To further encourage full participation in the process, the State Party has established goals and timetables for other underrepresented groups, including LGBT Americans, people with disabilities and youth. Representation Goals The State Party has determined the demographic composition of African Americans, Hispanics, Native Americans, and Asian Americans and Pacific Islanders in the state s Democratic electorate. These constituency percentages shall help determine the goals for representation in the state s convention delegation. The State Party has determined the demographic composition of members of the LGBT community, people with disabilities, and youth in the state s Democratic electorate and furthermore, the State Party has used these percentages to help determine the goals for representation in the state s convention delegation. The percentages are based upon data provided by the Democratic National Committee, constituency exit polling, data gathered from the Center for Disease Control, and 2012 Gallup Poll data. Due to inefficient exit polling regarding support for Democratic candidates from people with disabilities, the Indiana Democratic Party based its Numeric Goal on its best educated guess by the Affirmative Action Committee.
