Her Excellency the President of the Inter-Parliamentary Union, His Excellency the Secretary General of the Inter- Parliamentary Union, Your Excellencies speakers of parliaments and heads of delegations I am pleased to participate for the first time in the IPU meetings, and to express in my name and on behalf of the members of the delegation of the Shura Council of the State of Qatar participating in this Assembly of the IPU, and the related meetings, our gratitude to the Presidency and the Secretariat of the IPU. We gather here today in this meeting of the representatives of the will of the people of the world and of their deputies at a time when the world is witnessing the worst human rights violations and trivializing of blood shedding, the persecution of minorities and attempts to annihilate them in front of the glare of the world. We wonder how the UN Organization fails and how the great number of laws and international conventions fail to protect and 2

defend human beings. In our Arab region we have been suffering for over 70 years from the Israeli occupation, aggression to our lands, incompliance with the UN resolutions, intransigence against the international peace efforts and its rejection to the two-state solution leading to establishment of an Israeli state and a Palestinian state on the 1967 borders with Jerusalem as the capital of Palestine. All these acts led to instability in the region, the persistence of wars, destabilizing of the neighboring countries and occupation of their territories by Israel, constituting thereby a threat to international peace and security. The civil society is called today as was called in the wake of the First and Second World Wars to search for mechanisms for decolonization in its all forms, to criminalize wars and genocide, to achieve justice and equality and to maintain international peace and security, as the result of the failure of the UN system and the existing laws and international treaties to protect humanity from the scourge of wars. The failure of the prevailing international laws compelled nearly three million people around world are currently in an ardent seek for the basics of life and means of stability. In order to achieve a safe and legal migration and asylum the IPU participated in number of events held to enact laws to ensure safe and legal migration. But what is important in this regard is not to enact laws, but to ensure their implementation, 3

I would like to suggest, or rather to loudly call for transforming the IPU from a mere platform for legislations that collide with the harsh realities resulting from the absence of an effective system and absence of implementation mechanisms, into an active and crucial organization. What characterizes our IPU is the prevalence of the spirit of equality of all its members, unlike the UN system, the IPU members enjoy equal status with no discrimination and no right to veto. The IPU could play a great and crucial role through parliamentary diplomacy and can strive hard to reach consensus on the need for effecting reformations on the regional and international systems. We, in the State of Qatar led by His Highness Sheikh Tamim Bin Hamad Al Thani, the Emir of the State of Qatar, are so much anguished over these tragedies, the subjugation of man and violations of human dignity. We join the international community in providing aid and possible assistance to these tragic crises. The State of Qatar has always called for addressing the roots causes of the global problems, including wars, terrorism, migration, refugees, genocide and the constrains on sustainable development. Hence, the State of Qatar called for according great consideration to man and to provide decent lives for human beings. In this regard, the State of Qatar launched initiatives on dissemination of education the world over, including Protecting Education in Insecurity and Armed Conflict Areas, commissioned by Education Above All (EAA), and the 4

initiative of Reach Out to Asia (Rota), "Silatech" Initiative to provide business and employment opportunities for young people in the Arab world and "Educate a Child" Initiative, a global initiative aimed to reduce the numbers of children who have lost their right to education. The State of Qatar established in 2007, the Doha International Center for Interfaith Dialogue to promote a culture of peaceful coexistence, as well Qatar has established the Qatar Committee for the Alliance of Civilizations to project the contribution of civilizations in human progress. To highlight the importance and the necessity of activating the debate on the role of the United Nations and its organs and on reforming its Security Council, in early 2017 Doha hosted a conference entitled "Revitalization of the Debate on the Reform of the Security Council" to discuss ways to reform the Security Council as part of a comprehensive reform of the United Nations. In conclusion, I hope this Assembly will succeed in reaching resolutions affirming the need to tackle the root causes of the global problems and not to limit the remedies to their appearances, as well that the IPU plays a leading role in calling for reforming of the UN, and hope that our endeavours will be steered towards realization of human dignity, the goal which our people expect from this event.
