MBC Minutes Friday, September 8, 2017 3:00pm 4:30pm Economic Development Topic Discussion Action Items Agenda Items Sheila Johnson 1) Call to Order, Welcome and Introductions, Review and Approval of Minutes 1) Ms. Johnson called the meeting to order at 3:10 p.m. Introduction of guests each guest stated their name and the name of their business. August 11, 2017 MBC Meeting Minutes were approved. 2) MBC Impact Louisa Strayhorn Former City Councilwoman and Past MBC Chair 2) Ms. Strayhorn provided a history of the Minority Business Council and their original tasking to the minority community. Outreach Committee Sabrina Wooten Minority Awareness Committee Frances Knight- Thompson Data Collection and Analysis Michael Lancaster 3) MBC Meeting Update/Clarification Rod Ingram, Deputy City Attorney 4) Industry Hour Monique McWhite, Hampton Roads Procurement Technical Assistance Center 3) Mr. Ingram Provided information regarding the appointment of committee chairs and attendance of members by means other than in person. Mr. Ingram also provided information on a state law provision which would allow the MBC to authorize a member to participate in meetings by phone under very strict circumstances; such a policy could be drafted for the MBC's consideration and presented the Executive Committee. 4) Ms. McWhite provided information on the services offered by the Procurement Technical Assistance Center, including workshops and training on the various procurement systems used by government entities. (Attachment 1) 1) Outreach Report 1) Ms. Wooten provided information on the upcoming Fall Expo, including the proposed theme, proposed master of ceremonies (Efrem Graham), and proposed guest speaker (Kimberlyne G. Roundtree). Ms. Wooten also provided budgeted cost of the Expo and details of the 2017 MBC Retreat Report. (Attachment 2) 1) MAC Report 1) Ms. Knight-Thompson discussed social media presence and importance of members Liking and sharing links to MBC Social Media Pages. The goals for MAC will be established in the coming weeks. (Attachment 3) 1) Data Collection and Analysis Report 1) Mr. Lancaster asked Mr. Adams to provide a status update on the disparity study. Policy Committee Kelvin Arthur Other Business Sheila Johnson information on the kickoff of the disparity study with more information forthcoming; he also stated the City s Purchasing website is under review and will updated. 1) Policy Report 1) Mr. Arthur asked Mr. Adams to provide information on the City s Bond Waiver Program and waiver of prequalifications on construction contracts between $100K and $300K. (Attachment 4) MBC members approved by vote the endorsement of the Prequalification Waiver Program. As Financial Counselor, Mr. Arthur presented the Proposed Targeted FY18 Budget for MBC events. Ms. Harrison requested to add funds for marketing events. The Proposed Targeted FY18 Budget was approved. Mr. Arthur established a regular meeting schedule for Policy Committee (fourth Thursday of each month). 1) Staff Report (Taylor Adams) 1) Mr. Adams provided the staff report in conjunction with the Data and Analysis and Policy Committee Reports. Students from the Kempsville Entrepreneurial Academy and Bayside Health Sciences Academy will be attending. 3) In the absence of Dr. Bright, Mr. Smith shared three highlights from the Development Authority Meeting: a) G2 Ops expanding into small business (SWaM Certified) b) Osprey Design Group expanding and adding 9 new positions c) Broad Bay Cotton Expansion 4) Ms. Johnson reported MBC Associate, Mr. Calherbe Monel has been appointed to the National Association of Non Profit Organizations and Executives based out of Washington DC. 1) Councilmembers Dyer and Kane were absent, no report.
