There were no public comments presented at this time. 6:21 5. MAYOR AND COUNCIL REPORTS/COMMENTS Council member Bernie Grauer said he had attended a vaping education talk at the Basalt High School put on by School Resource Officer Thomas Wright. It is a concern that vaping is a gateway to other tobacco, nicotine, marijuana use. Bernie felt the talk was very useful and common sense. Jennifer Riffle said she and Council member Auden Schendler had attended the Pitkin County stakeholders meeting on the whitewater park. Jenn felt it was pretty stunning what Pitkin County was putting forth as far as options on the Park and she was stoked to continue the partnership. 6:27 6. MANAGER S REPORT Town Manager Ryan Mahoney reported: Several staff members were invited to attend the Annual Sopris Meadows HOA meeting and had prepared an update for homeowners mainly on East Valley Road projects, and to talk about mosquitoes. Chief Greg Knott, Ryan, Matt Wagner and possibly Susan Philp will attend. A training, in conjunction with the Town of Carbondale could be held May 14 or 16, depending on Council preference. Council members were asked to respond by noon tomorrow with their preferred date. The training is being conducted by. When Council member Kittle leaves the Town Council there will be a vacancy on the RWAPA (Ruedi Water And Power Authority) Board. Ryan suggested Council wait until the new council takes their seats before finding a volunteer for that opening. The RWAPA deals with local water issues including the mussel issue at Ruedi Reservoir. Ryan noted he would not be at the next Council meeting on March 27. Page 4 of 46
Basalt Town Council Agenda March 13, 2018 Page 3 Ryan thanked Judi Tippetts for the final close out on the underpass project. He said all it s had been dotted and t s crossed. He was grateful for an immense project that was finished. Ryan offered thanks to Kris Mattera and Eric Rodel for speaking with the tobacco retailers and explaining to them the reasons the town is requesting the tobacco and nicotine tax increase. Some good feedback was obtained from those meetings. Ryan noted that the Library was seeking one volunteer to interview applicants for the library Board. Dates and times had been sent to Council, and would be sent again for replies. 7. ITEMS FOR COUNCIL CONSIDERATION 7A. DISCUSSION: Eagle County Mid-Valley Area Community Plan P&Z Invited Planning Director Susan Philp and Assistant Planning Director James Lindt, along with P&Z member Ryan Slack were present for this discussion. Council discussion followed. Council determined they wished to provide comments as a united group and asked that staff draft a letter for Council review and distribution to the County Commissioners as soon as possible. 8. COUNCIL ACTIONS 8A. Approval of Roaring Fork Conservancy Agreement Re: Construction of Old Pond Park Improvements Planning Director Susan Philp was present with Rob Morey, owner s representative, and Rick Lofaro, Executive Director of the Roaring Fork Conservancy. M/S COUNCILORS SCHENDLER AND SCHWOERER THAT THE TOWN COUNCIL AUTHORIZE THE TOWN MANAGER TO EXECUTE THE AGREEMENT FOR THE CONSTRUCTION OF THE OLD POND PARK IMPROVEMENTS. THE MOTION CARRIED 7-0. 8B.
