BRIDGING THE GAP WITH VOLUNTEERS: EU AID VOLUNTEERS IN LRRD MISSIONS TERMS OF REFERENCE: Junior Volunteer in Livelihood Protection and Support, Popayán, Colombia (EUAV_17_COL_LVHP) Presentation: In accordance with the Lisbon Treaty, the European Commission foresees the setting up of a European Voluntary Humanitarian Aid Corps, with the objective "to establish framework for joint contributions from young Europeans to the humanitarian aid operations of the Union". In this context, the Directorate General for Humanitarian Aid and Civil Protection (DG ECHO) has granted several pilot projects to develop some of the possible features of the future EU AID Volunteers. Bridging the gap with volunteers: EU aid volunteers in LRRD missions aims to promote a European solidarity and citizenship through humanitarian volunteering. This pilot project will bring volunteers and organizations from different countries to work together in humanitarian projects focused on linking relief, rehabilitation and development (LRRD) The project aims at developing a system that will increase opportunities for European volunteers and will offer them the possibility of engaging in humanitarian operations and learning firsthand how European organizations implement the European Humanitarian Aid in the field. The partnership: This pilot is managed by a partnership of 3 European civil society organizations working in the field of volunteerism and/or humanitarian and development aid: Alianza por la Solidaridad (APS) is a Spanish NGO that works in 15 countries through humanitarian action, international cooperation and advocacy to promote democracy, respect for human rights, sustainable human development, equality and social justice. Gruppo di Volontariato civile (GVC) is an Italian NGO currently present in 20 countries providing humanitarian assistance and contributing to the reduction of poverty. In crisis situation GVC is focused on ensuring the link between emergency and development building resilience of local population. Fachverband der Arbeiterwohlfahrt für Entwicklungszusammenarbeit und Humanitäre Hilfe (AWO international) is a German NGO working in Asia, South and Central America to ensure that disadvantaged people can sustainably improve their lives. In crisis situations AWO International, provides immediate assistance to the affected population and support reconstruction.

1. Assignment title: Junior Volunteer in Livelihood Protection and Support, Popayán 2. Duration: 5 months 3. Location, Country: Popayán, Cauca, Colombia Buenaventura is located on the Pacific coast of Colombia with a humid tropical climate. Aside from working in the urban area, the volunteer will need to travel to rural areas reached only by river or estuaries (place where the ocean meets the sea and creates tidal currents).

4. Humanitarian context: Colombia has been involved in an internal conflict between illegal armed groups (mainly guerrillas and paramilitaries ) and the Colombian Government since the early 1960 s. An upsurge in conflict has been noticed over several periods, particularly when some groups started to use drug smuggling as a form of funding. The Colombian armed conflict has created serious situations of violence against civil population, with a significant impact on the displacement of peasants. The situation in Colombia is considered to be one of the worst ongoing crises in terms of forced displacement in the world. Armed conflict in Colombia is translated into violation of population s rights preventing its normal development and causing high poverty levels, forced displacement of communities, seeking protection and safety, family breakdown, economic weakness and violence against women. The current process of dialogue aims to reach a peace agreement between the Government and the largest guerrilla warfare in the country. However, there are still great concerns about the conflict itself and the resulting lack of protection of millions of refugees and displaced people. Humanitarian Aid operations carried out by Alianza por la Solidaridad are focused on assisting individuals affected by the armed conflict in southwestern Colombia, ensuring the restoration of their lives in decent conditions, as well as implementing protection measures that can serve the population as well as the institutions and community governing bodies in order to mitigate and prevent the damages and negative impact of the armed conflict on civil population. Alianza por la Solidaridad sets out a proposal based on the consensus of population, authorities, institutions and international cooperation agencies, as well as national and international NGOs. The other cornerstone of the proposal consists of supporting municipal, department, provincial and national public policies concerning displaced, resilient and vulnerable people, as well as returnees and refugees. 5. Security conditions: security is a key element to be considered in order to develop humanitarian action activities in Colombia particularly essential is to maintain neutrality in all situations and provide protection to work teams in working areas. In order to ensure these aspects, Alianza por la Solidaridad has developed a protocol for action in several situations, which include disruption of the public order, accidents and natural disasters. These procedures are available in PDF and video format and will be included in the daily activities. Volunteers in Colombia shall comply, without exception, with the security plan measures which include: daily reports, precautions while travelling, tips for issuing press releases and spreading information, control of schedules and field visits, etc.

6. Expected starting date: May 2014 7. Local host organization: The volunteer with work under the coordination of Alianza por la Solidaridad Colombia (AxS) (www.alianzaporlasolidaridad.org) who will carry out programs through a local team of roughly 60 people who work in different sites in the Southwest of the country (Provinces or departamentos of Valle, Cauca and Nariño) 8. Brief description of organization s project: Actions are carried out considering two different approaches: a. Protection and guarantee of rights. The protection and coverage of needs can be achieved by reinforcing community management and citizen participation. At the same time, it is necessary to acknowledge the legal framework related to indigenous and Afro-descendent people. b. Reinforcement of protection framework and institutional management. Institutional networks aimed at the protection of communities must be increased and consolidated in order to improve people s livelihood and to enable the settlement of families and their access to water and hygienic sanitation. Activities are grouped into five specific areas that allow collaboration with the communities in humanitarian assistance operations, ensuring aid and support to the vulnerable people affected by the Colombian armed conflict: a. Community Protection: reinforcing protection mechanisms, internal governance, conflict resolution, etc. b. Institutional Assistance and Protection: bringing institutions closer to communities, connecting them through sustainable solutions in working communities, etc. c. Livelihood: maintaining and improving family and community livelihood in heavily affected areas, increasing their autonomy and resilience against abuse and lack of protection risk. d. Habitat: achieving adequate material conditions for the safe resettlement of the affected communities and for the enjoyment of family and community life. e. Water, Sanitation and Hygiene: enabling and improving safe access of the affected communities to hygienic and comfortable sanitation, as well as ensuring access to reliable and sufficient water supply. Actions are aimed at Afro-descent population, as well as indigenous and peasant communities that may find themselves in any of the following situations: - Displaced: they were forced to leave their place of residence. - Returnees: people who have been displaced but have returned to their hometown after a period of time. - Resilient: they have not left their communities but they are affected by the conflict. - Receptors: local communities who receive displaced people. Activities are intended to adapt to the conditions of each kind of group and their particular situation, as well as to their socio-economic background.

9. Objective(s) of the assignment: Support the area of livelihoods in order to identify new action strategies and create new procedures for identification, selection, implementation, technical support, administration and accounting 10. Description of tasks: Technical tasks: a. Support the technical and economical information in the area of livelihood protection in order to propose improvement in the projects that are being carried out. b. Participate in and support processes of identification, selection, implementation, follow up and technical assistance to the families and involved community organizations c. Update database of collected information and the sources and instruments of verification used for the projects. d. Optimize the use of technical resources and funds invested in the sustainability/feasibility of projects. e. Design proposals related to improvements and new strategies and debate them with the infrastructure team. f. Support the design of projects related to the area of sustainable development. g. Participate in meetings with the team coordination, and carry out a programming of monthly work with the area and/or regional coordinator. h. Support the development of concrete activities and the elaboration of project reports (if appropriate). i. All activities necessary (or assigned by coordinator) for the adequate development of said mission. Communication and awareness-raising tasks: a. Promote local volunteering in disaster risk reduction, prevention and response. b. Train local volunteers on organization and implementation of volunteer-based activities. c. Promote partnerships and collaboration between local and European Civil Society Organisations (CSOs). d. Publish two entries per month for the blog at aidvolunteers.org describing the volunteer s experience. e. Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe. f. In coordination with the partner NGOs, organize and carry out a public awareness activity once back in Europe. Living conditions - Accommodation: AxS will help to find a flat with water, electricity, security, kitchen and well-equipped bathrooms. It will be well located in a safe neighborhood and close to restaurant services and markets. - Transportation: Offices are located in cities with regular urban transport services. During

night hours there is a public taxi service that can be requested by phone and complies with minimum security requirements. Vehicles provided by AxS will be used when travelling to the work sites. - Food: a variety of foods to prepare at home is easily available. There is also a wide range of restaurants that offer daily menus. - Prices: the official currency is the Colombian Peso. - Health: The yellow fever vaccine is recommended and the use of repellent to prevent mosquito bites. Adequate clothing and mosquito nets or screens on the windows are recommended. General insect repellent is also recommended. 11. Conditions of service: - Stipend per month intended to cover accommodation, basic needs and local transport. - Visa fees, insurance and airfares will be covered. - Volunteers will have the same working hours as the local team (Monday to Friday, 8 hours a day, from 8 a.m. to 12 p.m. and from 2 p.m. to 6 p.m.). In some situations they might be required to work on Saturday morning. Working calendar will be subject to local calendar. For each month of volunteering activities volunteers will take 2 days off. 12. Qualifications/Requirements: Studies: - Degree in administration, economics, social sciences or technical science. - Studies should include natural sciences, agricultural sciences, fishing sciences or agroindustrial sciences.
