A motion was made by Mr. Benson to certify the results. It was seconded by Ms. White. The motion was approved unanimously. The results were certified. Chairman Way called the meeting to order and asked if all notices of the meeting had been posted as required by the Freedom of Information Act. Ms. Andino stated that the notices had been posted. Approval of Minutes Chairman Way stated the first item of business was the approval of the minutes from meetings held on September 22, 2017 (SEC) and September 29, 2017 (SBC). Old Business The first item under old business was the status of the House Legislative Oversight Committee (HLOC) study. Ms. Andino advised the commissioners that SEC staff attended the HLOC meeting on Monday, October 16, 2017 but the committee did not consider the State Election Commission s report due to time constraints. She also reported that the meeting has not been rescheduled. The next item under old business was an information technology security update. Ms. Andino advised the commissioners that the Department of Homeland Security advised that South Carolina was not one of the states targeted by Russian hackers during the

2016 Statewide General Election. She also advised that the SEC recently held a meeting with the state s Division of Technology regarding security. She reported that a mandatory meeting with county directors was held in order to raise awareness of cyber security threats. During the meeting, county election officials reported they are receiving very little or no cybersecurity information from their county administration or information technology officials in their counties. She also reported that the SEC continues to participate in the Department of Homeland Security s Cyber Hygiene program and no vulnerabilities were found. Ms. Andino also advised the commissioners that a phishing email was recently sent to users of the statewide voter registration system as a training exercise. Users who clicked on the link included in the email or who provided their user ID and password are receiving additional cybersecurity training. Ms. Andino advised the board that 5 counties have been upgraded to Unity 4.0 and will use the upgraded version of the election management system for the November 7, 2017 election. Chairman Way reminded everyone that the next State Board of Canvassers meeting is scheduled for October 27, 2017 at 10:00 a.m. With no further business to be discussed, Mr. Benson moved to adjourn the meeting.
