Due to the intense fighting on the 02.JAN.2017, in Nasir county, many people fled their area of origin for the safety of their lives. Wanding payam like any other payams of South Sudan experienced the influx of IDPs since the onset of the JAN, 2017 crisis in the Nasir County. The IDPs came from various villages of Nasir county, among others includes: Mandeng, Nordeng, Kuerenga, Wangbup, Wichbong, Thorgungne, Nyakang, and Thorpuot. The IDPs lives in a spontaneous settlement. Wanding payam remained calm throughout the conflict. Republic of South Sudan www.sheltercluster.org 1

There was no registration list available, however, the PAH retained the newly created list. C. Situation Overview -Note any prior assessments (eg IRNA) and attach to this report -If no prior assessment has been done. summarise information gathered through questionnaire at Annex 1 REACH, NILE HOPE, PAH WASH TEAM, and ACTED were the humanitarian partners that conducted in a RAPID NEEDS ASSESSMENT in Nasir county, upper Nile State. According to the assessment, on the 02. January. 2017, fighting erupted between SPLM-IG and SPLM-IO in the areas South of Nasir town. Due to the high intensity of the fire exchange many people had to seek refuge in the nearby villages/bomas for the safety of their lives. Some moved towards the border of Ethiopia in a nearby Payam called Jikmir and the other group moved towards Wanding and Kier Boma respectively. According to the ROSS coordinator, Wanding Payam remain has had little experience of insecurity/violence from 2013 till date, the area remain calm for quite some time now. In an interview with the ROSS Office, the SHELTER/NFI situation in Wanding is in a precarious condition, the distribution of shelter/nfi was once conducted last year in the month of April, 2016 by ICRC, the quantity of the NFIs distributed was not enough to sustain the households that were harbouring some of the IDPs families which were integrated within the host community. Food distribution was also conducted by WFP during the same of April, 2016; however, until now the shelter/nfi need in the payam still remain eminent. ICRC distributed blankets, Mosquito nets, plastic sheets, soap, and buckets issuing 1 regardless of the HHs size, therefore, there is need to reinforce S/NFI situation in Wanding and Kier Payam. During the verification/registration, the team observed some IDPs households living under the trees with limited and Republic of South Sudan www.sheltercluster.org 2

worn out kitchen sets that were given to the them by the host community on their arrival to sustain for some time till they will get support from any humanitarian agency. During verification, the team found out that, the host community is willing to share and support the IDPs since they are already integrated into the host community and have no plans of going back to their areas of origin. The team also found that, the IDPs started arriving in Wanding from the 10.JAN.2017 till date as per the office of ROSS Wanding payam and the interviews held with the Host community and IDPs. The team conducted a central verification/registration in kier and Wanding payam, this was due to that fact that, most of the community/beneficiaries moved to Wanding and kier Centre as a result of the threats posed by the Murle worriers who make attacks to either kidnap children or raid their cattle. In general, according to the interviews, FGD, observations, Shelter/NFI and food remain a major concern for the community of Wanding and Kier payam. The main source of livelihood is fish and Lalup seeds that the community feeds on. Also there is no operational market where people can access households items, hence, market Wanding community most vulnerable. Education in these two payams is also lagging behind, the School is not operational on daily basis, Health and Sanitation is still poor. 6. Summary of Shelter/NFI Situation -Summarise information gathered through questionnaire at Annex 2 -Include maps and photographs where relevant - Include any information gathered on community and intra-household gender dynamics, as related to shelter and NFI The general situation of S/NFI in Wanding payam is quite appalling as the IDPs left their household belongings behind in search for the safety of their life during the JAN.02.2017 incident in Nasir County intense fighting between the SPLM-IG and SPLM-IO. Meanwhile, the host community does not have enough to accommodate and support the IDPS with the few household requirement they have, however, according to the household interviews and focus group discussions the host community is willing to support, accommodate, and share with the IDPs the few household requirements till when the IDPs are ready to go back to their areas of origins. The host community is also willing to provide land to the IDPs in case they decide not to go back to their area of origin to settle in. On average the team observed 4-6 individuals per shelter. During the verification, there was no visible market observed. According to the ROSS Coordinator, the local community has to walk for long hours (about 4-6hrs) to access a nearby market at the border of South Sudan and Ethiopia. The Shelter materials were observed available in the surrounding bushes; however, the community cannot access the materials for the fear of their lives from the Murle worriers who make occasional attacks on the community of Wanding payam. The beneficiaries prioritised the following Shelter/NFI items as the most pressing needs. 1. Kitchen sets. 2. Plastic sheets 3. Sleeping mats 4. Mosquito nets. 5. Blankets The team also observed tukuls as the most used shelter in the payam. An average of 2-3 shelters per HHs accommodating 4-6 individuals. The verification team use the following methodologies. Meeting with the ROSS Office, local authorities, and the chiefs from the various bomas/villages. Transect walk/direct house to house survey, observation, and interviews. Conducting focus group discussion with the key informant. The team conducted 3 focus group discussions with the key informant in the three payams, 1 in each. (Wanding, Wat, and Kier Payam), the team also conducted 20HHs interviews in Wanding payam and 10 in Kier Payam since the beneficiaries are all concentrated within the centre of these Payam. Conducting focus group discussion with the IDPs & most vulnerable host community. Conduct market survey to determine the availability of the S/NFI items. The team flew to Wanding using a private fixed wing chartered by PAH. The airstrip is land able by both fixed wing and helicopter, however, Wanding payam is not in the UNHAS priority locations. Wanding can also be access by boat either from Gambella or from Akobo to Wanding. The security situation remained calm throughout the verification/registration process. Logistically, there are no storage facilities therefore; the NFI items will be stored in the ROSS compound. Partners operating on the ground includes: 1. UNKEA operating WASH, HEALTH and NUTRITION. 2. ADRA is conducting Education Program. 3. NILE HOPE is running a nutrition program. If emergency shelter and/or NFI distribution is not recommended: Summarise reasons and propose next steps, if any Although there is need loose S/NFI distribution, the following sectors -egreferral to other clusters in Wanding payam need support from the partners concerned. 1.
