MINUTES OF THE SENIOR CITIZEN ADVISORY COMMITTEE April 12, 2010 at the Senior Center, 270 Scott Street, Paso Robles CALL MEETING TO ORDER Chairman Gustin called the meeting to order at 1:32 p.m. PLEDGE OF ALLEGIANCE Mayor Picanco led the Pledge of Allegiance. ROLL CALL Members present: Jan Stemper-Brown, Dale Gustin, Steve Austin, Beverly Bridges, Joni Watson, Sandra Nemeth, Bill Pluma, and Marie Brinkmeyer Donn Ragle City staff present: Judy O Neal, Lynda Holt, and Mike Seden-Hansen Charlotte Gorton and Annie Robb City Council reps present: Duane Picanco and Ed Steinbeck Guests: Fred Bruen, Jacque Plant-Mason, and Barbara Davis PUBLIC COMMENT Advisory Committee members welcomed their guests: 1. Member Pluma introduced Jacque Plant-Mason 2. Member Stemper-Brown introduced Fred Bruen, and 3. Vice-Chairman Austin introduced Barbara Davis CONSENT AGENDA 1. It was moved and seconded by Austin/Pluma to approve the Minutes of the March 8, 2010 meeting - motion carried. 2. Senior Endowment Report The Senior Endowment report was received and filed with a balance of $ 251,728.03 as of 3/22/10. BUSINESS ITEMS: 3. Transportation Update - Michael Seden-Hansen, Transit Coordinator, advised the City s transit system is under economic constraints and because of that, we need to cut costs. We will know more after the April 20, 2010 City Council meeting. - Seden-Hansen passed around data showing historical transit ridership from 1991 to 2009. The City is hoping to offer quarterly workshops at the Senior Center to educate the public. Everyone is invited to go on the Mid-Day Shuttle bus trip in May to explore the transit service and help advertise this service. Once we have the date, it will be passed on to the members. 4. Suggestions for future meetings - Lynda asked if the members would be interested in inviting guest speakers to our monthly meetings for a 10-15 minute educational mini-seminar and then open up for question/answers. Members welcomed the idea as long as we limit the presentations. 5. Older American s Month Activities - Lynda passed out the April Boomer & Senior Newsletter to discuss the May 1 Senior Sensation annual event, senior trips, and other senior events outlined in the newsletter. - Lynda noted we have college volunteers to assist at the May 1 Senior Sensation, but it is tradition the advisory committee members volunteer to work shifts from 8 am to 3 pm. Lynda sent a sheet around for volunteers to sign up. The Mayor will be presenting the Senior-of-the-Year Award. - Lynda discussed Annie Robb s retirement with her last day on December 10, 2010. She explained how staff will move around within the Department. Julie Dahlen, City Librarian, will move to interim-director and Kris Bell, Children s Librarian, will move to interim-library Manager. Lynda will fill in at the Children s Library area approximately 8-10 hours per week and Trine Layman, Recreation Coordinator, will fill in at the Senior Center for Lynda. - Lynda announced publishing the monthly Boomer & Senior Newsletter bi-monthly (every two months) as a cost saving idea. GOAL UPDATES Lynda will schedule meeting dates with members from each committee for future updates. - Promote Senior Activities - Promote Volunteerism - Fundraising CITY COMMUNICATION/REPORTS Staff report: - Lynda discussed April as National Volunteer Month. The Mayor sent letters to our volunteers recognizing their valuable service and noted a Proclamation will be read at the City Council meeting. - Member Brinkmeyer invited everyone to attend the RSVP Volunteer events on the following days in the respective cities: April 23 in Santa Maria April 27 at Camp San Luis Obispo in San Luis Obispo April 29 at the Atascadero Pavilion in Atascadero - Lynda advised she is working on the Festival of the Arts event again this year and is in charge of the children s section and Annie is in charge of entertainment. Mayor Picanco and Councilman Steinbeck commented on what a good job was done last year on the children s section. City Council report: - Mayor Picanco gave a report on the new water rates that were adopted by City Council at their 4/6 meeting. Councilman Steinbeck discussed and passed around a water rate chart. The second reading will be at their 4/20 City Council meeting. Also discussed a water conservation plan, and the water conservation effort for watering lawns this summer that went out in the water bills. - The Mayor also discussed the City s budget. UNSCHEDULED MATTERS There was discussion about the lack of parking in the down town area. The parking lot at the Library Conference Center is scheduled to be repaired by the end of this year and that will open up additional parking spaces. ADJOURNMENT It was moved and seconded by Austin/Brinkmeyer to adjourn the meeting at 2:35 p.m. - motion carried. Guest Speakers o Our guest speakers today are three part-time employees who work for the Oak Park Recreation Program. They worked their way from beginners, to Junior Leaders, to the top of the Leader Program. Our three guest speakers today are Brittney Tarkington, Martin Meraz, and Trinity Swick. o Each employee talked about how they were hired for the City, what jobs they were hired to do, how they ended up working in the Oak Park Recreation Program, and what experience and values they have gained from working for the City. o They also talked about their college experience and/or degrees and other jobs they have besides working for the City of Paso Robles. 3. Youth Commission Recruitments o Judy O Neal, Administrative Assistant, advised we have no applications for the five vacancies on the Youth Commission. The deadline to turn in an application is next Friday, April 30, by 5:00 p.m. and you can find applications online, City Hall, Public Library, or Centennial Park. o Judy handed out applications to members to speak to the Leadership Group at the High School and AVID Program to try and recruit new members. AD HOC COMMITTEE UPDATES Community Service o Paul told members that on Saturday, 4/24, from 9-12, there is a Monster Skate event at Pioneer Park in Paso Robles. We are looking for Youth Commission volunteers to do a park clean-up during and after the Skate Park event. o May 1 is the Father/Daughter Ball at Centennial Park. Vicky and staff will start decorating the banquet room at 9 am and the event starts at 5:30 pm. If you volunteer to work, you will be done cleaning up by 12 midnight. It is a Marti Gras theme with a parade in the Centennial Park parking lot, there are group pictures, and then we go back in to the banquet room for dessert and more events. If you work the evening event, the ladies dress in formals and the men wear black slacks and a white shirt. o Cameron is working with the Paso Robles High School band to perform for the Marti Gras parade. o Saturday, 4/24, is also the recreation annual Fishing Derby at Barney Schwartz Park with 100 youth already signed up try and catch the big one! Youth Involvement o Lulu, Cameron, and Arianna talked about their experience talking live on KPRL Radio Station during spring break. Events o The Youth Commissioners will be putting on The Thing event on Friday, June 4, in the gymnasium at Centennial Park from 7-11 p.m. They discussed various games, prizes, and what type of food they want for the event. o At the May 5 meeting, we will have a list of duties for the members to sign-ups for, so be thinking about where you want to work at the event. CITY COMMUNICATION o Charlotte Gorton, Recreation Services Manager, advised the City Council recognized the approximately 500 to 600 Volunteers. Our department continues to work on our budget that will go to the City Council for the final budgetary cuts in 2011. We are in the process of hiring four seasonal staff for the 2010 summer aquatic s program. We signed a contract with Pioneer Players to do the play, Patsy, in the amphitheatre at Centennial Park this summer that is sponsored by REC Foundation. o o Vicky Jeffcoach, Recreation Coordinator, reminded everyone about the Fishing Derby. Councilman Gilman thanked Lulu, Alan, and Paul for being at the 4/20 Council meeting. The Council is working with staff on budgetary matters. UNSCHEDULED MATTERS/TEEN ISSUES Lulu told members the school received grant money and plan to purchase two-story portable buildings that will be put on campus in the near future. Charlotte handed out a Youth Job and Resource Fair flyer for Cuesta College, North County in Paso Robles on April 28. Vicky handed out the CASC (Calif. Assoc. of Student Councils) State Council 2010-2011 application open to all high school students. Judy advised the May 5 Youth Commission meeting will be in the School District Conference Room, not the Board Room, as usual. It will be on the agenda as a reminder. Cameron gave the School District Board meeting update where they discussed the parcel tax. He also observed many AVID students come to a Counselors defense because she received a pink slip from the school.
