September 19-20, 2016 Call to Order The Board of Governors meeting was called to order at 12:00 p.m. by Board of Governors President Geoffrey Baum. President s Report President Geoffrey Baum Welcomed Eman Dalili to the Board of Governors. Thanked Woodland College and President Michael White for hosting the Board of Governors meeting. Recognized and thanked Senators Marty Block and Carol Liu for their support of the California Community College system throughout their legislative terms. The final contract for Eloy Ortiz Oakley has been signed and fully executed. Pasadena City College has been named as one of two finalists from the California Community College system to receive the Aspen Award. Chancellor s Report Interim Chancellor Erik E. Skinner Welcomed Eman Dalili to the Board of Governors. Elaborated on the Aspen Award, a prestigious nation-wide award, which recognizes community college programs that promote innovation and effectiveness. Both Pasadena City College and Chaffey College have been nominated. The Chancellor s Office will review these programs to identify effective models and strategies that can be disseminated to all of our campuses. Had the honor of participating in a few College Promise events. Most recently was a Los Angeles Promise rally with Jill Biden and other dignitaries in Los Angeles, and then in Silicon Valley later that afternoon with local business leaders. The Chancellor s Office staff have been assisting students affected by the ITT Tech closures. We have been working with US Department of Education, State Bureau of Private Post- Secondary Education, local colleges and the Governor s Office to coordinate a response. Vice Chancellor of Communications Paul Feist has been instrumental in coordinating these efforts. Congratulations to Acting General Council Jake Knapp who welcomed a new baby daughter into his family last week. Attorney Peter Khang will be filling in for Jake while he is out. Welcome From Yuba Community College District Chancellor Douglas Houston Chancellor Houston welcomed the Board of Governors to Woodland Community College and provided an overview of the Yuba Community College District. Consent Calendar Item 1.1 Approval of the Minutes This item requested approval of the July 18, 2016, meeting minutes. Cecilia Estolano moved approval of the Consent Calendar, Danny Hawkins seconded the motion. The vote was unanimous in support of the motion. Action Calendar Item 2.1 Approval of Contracts and Grants This item recommended that the Board of Governors approve entering into the contracts and grants described in the September 2016 agenda. NOTE: Number 4 was pulled pending clarification of the grant amount. Danny Hawkins moved approval of entering into the contracts and grants described in the September 2016 agenda, Joseph Bielanski, Jr. seconded the motion. The vote was unanimous in support of the motion. NOTE: Members affiliated with any recipients of contracts or grants abstained from voting on those individual items so as to avoid any conflict of interest. Arnoldo Avalos, Geoffrey Baum, Joseph J. Bielanski, Jr., Cecilia Estolano, Pamela Haynes Item 2.3 Academic Record Symbols & Grade Point Average Satisfactory Progress Grade This item requested Board approval of a revision to California Code of Regulations, title 5, section 55023 Academic Record Symbols and Grade Point Average. Danny Hawkins moved approval of the revision, Nancy Sumner seconded the motion. The vote was unanimous in support of the motion.

Item 2.4 Voter Registration and Civic Engagement This item requested Board approval of a resolution endorsing a partnership between the Secretary of State s office and the Lieutenant Governor s office to increase student voter registration. There was one abstention. Information and Reports Calendar Item 4.1 Foster Youth Support Services: Empowering Students with Tools and Resources for Success This item provided the Board with an overview of the various foster youth support services and programs administered by the Chancellor s Office, the Foundation for California Community Colleges, and the 113 colleges in the system. Item 4.2 Board Energy and Sustainability Award Program Presented by: Mario Rodriguez This item presented the Board of Governors Energy and Sustainability Awards for 2016, which represent the best of California s community college Proposition 39 energy projects. Cecilia Estolano Item 4.3 Update on the Compton Center Presented by: Mario Rodriguez This item provided an update on the Compton Center. Item 4.5 Foundation for California Community Colleges Strategic Plan Annual Impact Report Presented by: Keetha Mills This item offered a presentation on progress of the Foundation for California Community Colleges against its long-range strategic plan, which guides priorities through the year 2020. Arnoldo Avalos, Geoffrey Baum, Pamela Haynes, Jennifer Perry Item 4.6 Recognition of Patricia Sullivan, member of the Board of Directors for the Foundation for California Community Colleges Presented by: Keetha Mills This item recognized the long-standing commitment of Patricia Sullivan, including 17 years of service as a member of the Board of Directors for the Foundation for California Community Colleges. Item 4.7 Accreditation Update This item presented an update on the work of Accreditation Workgroup II. Julie Bruno, Sarah Callahan, Richard Hansen, Timothy Killikelly, Lynette Nyaggah, Shaaron Vogel Cecilia Estolano Item 4.8 Associate Degrees for Transfer The Campaign for College Opportunity presented on their report regarding Associate Degrees for Transfer (ADTs), entitled Keeping the Promise Going the Distance on Transfer Reform.
