UNFCCC/CCNUCC Page 2 ANNEX I PROVISIONAL AGENDAS Conference of the Parties at its seventh session The provisional agenda for the seventh session of the Conference of the Parties has been drafted by the Executive Secretary in agreement with the President, in accordance with rule 9 of the draft rules of procedure, being applied is guided by the assumption that the Conference would wish to focus on the adoption of the package of decisions emanating from the Bonn Agreements on the implementation of the Buenos Aires Plan of Action of 23 July 2001 (decision 5/CP.6). Consequently, certain topics which would normally figure as distinct items on the provisional agenda of the Conference are treated on this occasion as part of that package under item 3. The items that are indicated with an asterisk (*) are expected to be referred to the Subsidiary Body for Implementation, and the item that is indicated with two asterisks (**) is expected to be referred to the Subsidiary Body for Scientific and Technological Advice. 1. Statements: (d) Statements by ministers and other heads of delegation of Parties; Statements by Observer States; Statements by intergovernmental organizations; Statements by non-governmental organizations. 3 Following the inability of the Conference of the Parties at its fifth session to reach any conclusion on this matter (FCCC/CP/1999/6, para. 18), and following rule 10 and rule 16 of the draft rules of procedure being applied, an item entitled Second review of the adequacy of Article 4.2 and of the Convention was included in the provisional agenda for the sixth session. Attached to this item was a footnote reflecting a proposal made at the fifth session by the Group of 77 and China to amend this item to read Review of the adequacy of implementation of Article 4, paragraph 2 and of the Convention. At the first part of its sixth session, the Conference of the Parties decided to include this item in the provisional agenda for its seventh session (see FCCC/CP/2000/5/Add.1, paras. 33 35). 4 Decisions or conclusions on this item will be recommended by the appropriate subsidiary body.

UNFCCC/CCNUCC Page 9 ANNEX II PROTOCOL ISSUES Credentials of States Parties to the Convention In accordance with rule 19 of the draft rules of procedure being applied (FCCC/CP/1996/2), the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat not later than twenty-four hours after the opening of the session. Any later change in the composition of the delegation shall also be submitted to the secretariat. The credentials must be issued either by the head of State or Government or by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by the competent authority of that organization. Parties are requested to provide their representatives with full powers to participate in the session, including the authority to adopt decisions, to vote and to serve as officers of the Conference of the Parties and its subsidiary bodies and as officers of any sessional bodies. States that are not Parties to the Convention are not required to provide their representatives with credentials. High-level segment of the session The high-level segment of the Conference of the Parties will take place from Wednesday, 7 November 2001 to Friday, 9 November 2001. Ministers and senior officials attending the high-level segment may be called upon to assist in the resolution of any outstanding issues. On Wednesday, 7 November 2001, ministers and other heads of delegation of Parties will have the opportunity to address COP 7, under item 12 of the provisional agenda. The recommended time limit for statements is three to four minutes. Statements made on behalf of groups of Parties, where individual members of the group do not speak, would be welcome, in order to reduce the overall number of speakers. Such groups will be granted two additional minutes and will be accorded preference in the speaking order. Full texts of the official statements will be circulated, if a sufficient number of copies is provided to the secretariat during the course of the session. The list of speakers will be open from Monday, 18 September to Friday, 19 October 2001. Requests received before 18 September 2001 cannot be considered. Please note that representatives duly nominated by their governments to participate in COP 7, and who hold a pink badge issued at COP 6, part 2 in Bonn bearing the text 2001, will be given access to the conference premises in Marrakesh. Government representatives are thus requested to use their 2001 conference badges at COP 7. The secretariat hopes that funding will be available to permit one delegate from each Party selected as eligible for funding to participate in the session. In addition, the secretariat is seeking to cover the cost of a second delegate each from least developed countries and eligible small island developing States. This can only be confirmed closer to the session, if the necessary funds are received. National currencies should be exchanged only at official bureaux de change (identified by a golden sign); changing money in the streets is illegal. There is no commission charge and visitors should be provided with a receipt. This receipt must be retained in order to convert Moroccan currency back into the original national currency at departure.

UNFCCC/CCNUCC Page 12 DISCLAIMER: VISAS: VISAS AT THE PORT OF ENTRY: The United Nations and the Convention secretariat disclaim all responsibility for medical, accident and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel time or the period of participation. In this context, it is strongly recommended to obtain international medical insurance for the period of participation. Early contact with the consular authorities of the Kingdom of Morocco is strongly advised to allow sufficient time for a visa to be issued, as appropriate, before departure for Marrakesh. In order to attend pre-sessional meetings, it is expected that the host Government will provide visas which would allow participants to stay in its territory for at least 25 days. To facilitate the issuance of a visa, a copy of this notification should be attached to the visa request. Participants from those countries that do not have consular authorities of the host Government in their territory are requested to provide the information as specified below directly to the Ministry of Foreign Affairs of the Kingdom of Morocco. In order to avoid complications with air carriers, the Ministry will provide the participant with a confirmation letter indicating the provision of a visa at the port of entry in Morocco.
