MINUTES OF MEETING OF THE COMMISSIONERS COURT OF MIDLAND COUNTY, TEXAS BE IT REMEMBERED THAT ON THE 13th DAY OF MARCH, 2017 AT 9:12 A.M. A MEETING OF THE COMMMISSIONERS COURT WAS CALLED TO ORDER AT THE COMMISSIONERS COURT OF MIDLAND COUNTY, TEXAS. THE FOLLOWING MEMBERS WERE PRESENT: MIKE BRADFORD County Judge SCOTT RAMSEY Commissioner, Precinct 1 ROBIN DONNELLY-Commissioner, Precinct 2 LUIS SANCHEZ Commissioner, Precinct 3 RANDY PRUDE Commissioner, Precinct 4 Recorded by: Alison Haley, Midland County Clerk 1. Invocation given by Ross Bush, District Clerk 2. Pledges of Allegiances. 3. Acknowledge the I.M.P.A.C.T.S. of the Month, Amber Roper, from the Library. Tabled 4. Receive comments from citizen on possible Radioactive Waste Site. Judge Bradford stated that this is not in Midland County. It is in reference to the site in Andrews, Texas. Open Session Bridget Houston Hyde from Midland, Texas with a degree in geology gave general public testimony. She expressed her concerned about the high level nuclear waste disposed of in Andrews, Texas. This is different from what is currently housed there. Bexar County has adopted a resolution to not allow the high level nuclear waste to pass through their town. Margaret Hiett Williams from Midland Texas gave general public testimony. She is very concerned with the nuclear waste transporting through Midland, Texas. David Rosen from Midland, Texas a Geologist by trade gave general public testimony. This waste will be only 65 miles from Midland. Presented a resolution for the Court to strongly consider. The Court had some questions for Mr. Rosen. Russell Malm, County Attorney addressed some of the Courts questions. Commissioner Sanchez addressed a question to Dale Little, Emergency Management about the readiness of Midland County. Margaret Hiett Williams addressed the Court again. County Judge Mike Bradford thanked those who came to address the Court and stated this is not an action item. 5. Receive presentation from Humane Coalition. Presented by Susie Hitchcock Hall and Kelly Wright with the Midland Humane Coalition. Planning on a 30,000 square foot building for a Wellness and Treatment center. They have 7 acres of land donated and have raised $1.5 million. Their goal is $3 million. Kelly Wright addressed the Court about a Voucher Program. They are asking for $50,000.00 to start this program. The voucher is worth $70 to help the citizens with spade/neuter, vaccination and microchipping. County Judge Bradford stated that this is a partnership for services not a donation. This is a budgeted item. We have talked about $50,000.00 being committed but it only gets doled out in $10,000.00 increments. It would have to be reduced into a performance agreement. 1
6. Discuss and take action on Voucher Program. Make the resolution to take the County Voucher Program as outlined in this agreement. Allow the County Judge to sign a resolution after it is approved by the County Attorney. The opening funding to be $10,000.00 with a $50,000.00 commitment. Discuss and take action on Downtown Library closing for Petroleum Collection relocation project. Presented by John Trischitti, Library Director. We would like to close Monday the 20 th and Tuesday the 21 st of March to clear the space for the new shelving units. Father Bala Anthony and Josie Brenner from St. Stephens Catholic Church asked the Court for the use of the Downtown Library Parking Lot for a Family Fun Fair to be held on May 13 th and 14 th 2017. If this is approved the Court will need to determine a policy for using this parking lot. 11. Discuss and take action authorizing the County Judge to sign Memorandum of Understanding with Midland Foster Grandparent Program. Presented by John Trischitti, Library Director. This is a renewal. Motion to authorize the County Judge to sign the Memorandum of Understanding with Midland Foster Grandparent Program after review from the County Attorney. 22. Discuss and take action replacing water heater for Horseshoe Pavilion. Presented by Kristy Engeldahl, Purchasing Agent. This is not a budgeted item but they do have the money in building and maintenance. Bosworth has a water heater on sale for $12,500.00 this will replace 2 water heaters that we have. Discuss and take action on JP 2 and 4 Courtroom Audio/Video. Presented by Justin Stephens, IT. JP 2 and 4 need to upgrade their equipment in the Courtrooms. Motion that we begin this program dependent upon the conversation between the County Attorney and Commissioner Prude and the expansion of other materials. John Trischitti stated that he reached out to Dennelle Wrightston and obtained a quote for $1,250.00. Judge Bradford stated that it would come out of professional services. Motion to approve.
