At the two day workshop, forty scientific reports on four topics were presented for discussion: 1) PR, natural resources and environment protection, 2) PR, gender issues and human development, 3) PR and policies and regulations for communities, and 4) PR and putting into practice the achievements of science and technology. A copy of the conference proceedings will be available shortly in the CCPR library. A small workshop was held in Cua Lo at the end of May (31/5-1/6) with four CCPR members (Tran Thi Van Anh, Dang Bich Thuy, Trinh Duy Luan, and Nguyen Huu Minh) and several members from the CPRs to discuss the training manual for grassroots officials from communes and mass organizations. Thuy is now collecting articles for the next quarterly newsletter. Dr. Luan is coordinating collection of the seven course books, for final evaluation in May and June. The network/information group (Nguyen Le Bich and Arlene Whetter) will visit CPR Vinh on June 5-6 and CPR Thai Nguyen later in June to assist with the ProCite databases and library organization. Andrew Lawrence from UBC is coming to work with the network/information group at the CCPR in June for two weeks. Phan Xuan Nam and Peter Boothroyd are starting to plan for a policy assessment roundtable to be held in Hoi An from July 9-11.

Xochitl Benjamin will begin to work part-time for LPRV again in June to work on sustainability of the CCPR. ----------------------------------------------------------------------- 2. CPR Dalat CPR Dalat is working with Lam Dong province Television/ Broadcasting to create a video about the CPR (the script was finished and some scenes have been shot at one commune).it is hoped that the video will be finished in June. CPR Dalat is supporting poor households in Loc Nam commune by giving them rice.because of low coffee prices, many households insome Loc Nam hamlets do not have enough rice, especially ethnic minority households. Authorities of Lam Dong province are also trying to help these households. Because the price of coffee has dropped, the timeframe of the CPR Dalat microcredit project has changed. CPR Dalat s course book Participatory methods for policy assessment is ready for evaluation/approval. The CPR Director and Coordinator worked with the management and training department of Dalat University to prepare a plan for establishment of Social Activities and Community Development faculty (for sustainability of the CPR). CPR Dalat is working to improve human resources at the CPR by: a. Evaluating again the roles of each CPR member as well as part-time members/contract employees, clearly defining the duties of each member for the sustainability plan. b. Reorganizing the personnel of the CPR following the concept of fewer people doing more work, to save energy and finances for the main activities of the 5th year. ----------------------------------------------------------------------- 3. CPR HCMC In April, Jim Delaney delivered a lecture on 'Rethinking Urban Poverty' at the Institute of Social Studies (The Hague) and University of Economics (HCMC) MDE Development Seminar Series. He also facilitated a workshop on Seven Steps to Participation in Project Planning - Applications to Binh Phuc Community Development Project" for project officers of CIDSE, a Belgian Based NGO. Both of these were pro-bono, and done under the name of the HCMC CPR. In April, Dr. Tran Thi Kim Xuyen presented the major background paper on Indicators of Urban Poverty in HCMC for the Official Development Assistance Partnership (ODAP) workshop on Urban Poverty.This work was done on behalf of the CPR and reflects increasing cooperation between the CPR and the donor community. At the end of May, Jim will be moving to Hanoi to work on the WUSC Study Tour.Also at the end of May, Dr. Nguyen Minh Hoa will return to the CPR following 10 months as an Asia Fellow at the University of the Philippines, where he carried out comparative research on housing and urban poverty in Vietnam and the Philippines. Dr. Tran Thi Kim Xuyen and Dr. Nguyen Van Tiep attended the LPRV-Vietnam Netherlands Research Program Conference on Research on Poverty Alleviation, held in Danang in May. During May and June, the CPR is carrying out a socio-economic survey in the Thanh Hoa-Lo Gom Basin as part of an inception study for a WorldBank loan for canal and slum upgrading. During June, the CPR will continue to develop pilot project #3 in Long Binh Ward, Bien Hoa City, Dong Nai province.following meetings with Michael Leaf in May, it was decided that this project will attempt to examine poverty in the

broader context of urbanization and economic change in peri-urban areas.the CPR will also work with Dr. Leaf to prepare a proposal for further funding for this project. Dr. Leaf has agreed to assist with the editing of the CPR s second volume of the Participatory Research and Action in Urban Poverty Reduction textbook.this volume will consist of selected papers and research reports from international journals that have been translated into Vietnamese --------------------------------------------------------------------- 4. CPR Hue: On 31/5-6/1, Dr. Vuong participated in the workshop in Cua Lo, Nghe An about the training manual for grassroots officials. Dr. Vuong, Dr. Chien and some other members of CPR Hue will soon go to Thanh Commune to work on building a clean water system (the second project). Some parts of CPR Hue s course book have been translated into English and sent to Vince. ----------------------------------------------------------------------- 5. CPR Thai Nguyen: CPR Thai Nguyen sent two members take part in the Vietnam Netherlands Research Program workshop in Danang about poverty reduction (Mr. Nguyen Van Thai, Nguyen Trong Bang). On 31 May to 2 June, CPR TN sent three members take part in the Cua Lo meeting: Mr. Nguyen Khac Son, Mr. Nguyen Van Thai, Mrs. Ta Thi Thanh Phuong. CPR TN has completed the English translation of its course book and has shown it to Dr. Leonora Angeles for her corrections and final comments. CPR TN intends to complete the course book in early June after Dr. Leonora returns it. On 30 May, CPR TN will install new equipment: an LCD projector. It will help all CPR TN members to be able to show their experiences using the LCD projector. --------------------------------------------------------------------- 6. CPR Vinh: CPR Vinh sent one member to take part in the Vietnam Netherlands Research Program workshop in Danang on poverty reduction: Mr. Tran Ngoc Hung. On 31 May to 2 June, CPR Vinh sent one member to take part in the Cua Lo meeting on the training manual for commune staff: Mr. Tran Ngoc Hung. CPR Vinh is now translating the full text of its course book and will send it to Dr. Nora and other Canadian partners to get their feedback. Jules Lamarre (Laval University) visited CPR Vinh after the Bangkok meetings, and some CPR members accompanied him on a field trip to work with locals on microcredit. -------------------------------------------------------------------- 7. UBC & Laval:

Phase one of the project Enhancing Capacity to Engender Research for Sustainable Development, Vietnam 1999-2001 was completed in February 2002. Several LPRV Gender Team members participated in this innovative research training project supported by IDRC: Huguette Dagenais (director), Do Thi Binh (co-director), and Dawn Currie, who acted as trainers; as well as, Bui Thi Tan (Hue), Dang Bich Thuy (Hanoi), Nguyen Thi My Trinh (Vinh), Pham Thi Ly (Thai Nguyen) and Tran Thi Kim Xuyen (HCMC).For more information on the research conducted by the five Gender Team participants and the eleven others, as well as an overview of the whole project, see the following web site: http://www.ant.ulaval.ca/gender_vietnam Vince Verlaan met with Camille Baudot(CIDA) and her Program Support officer Ms. Hoang Thi Phuong in the Canadian embassy in Hanoi on May 16. CIDA Hanoi is very eager to connect our project to their various poverty reduction activities in Vietnam. They would like to recruit senior Canadians and Vietnamese to comment on some of their inputs to the CPRGS document, and have a strong interest in training of government officials at district and provincial levels. They may want to organize a meeting in September to connect us and our lessons to the other CEAs working in poverty reduction in Vietnam. Also, they are prepared to assist fully with the May 2003 meeting. Ms. Baudot's email is camille.baudot@dfait-maeci.gc.ca. The Canadian Institute of Planners will hold its national conference in Vancouver from May 27-29. Vince Verlaan, Leonora Angeles, and others from CHS, will deliver an intensive training workshop called "Citizen Participation in International Development Planning based on project experience in Vietnam and Brazil. Dr. Bob Woollard gave a seminar on LPRV: the role of place in poverty reduction to a combined meeting of the Centre for Health Services and Policy Research and the UBC/FOM founding workshop on International Health on May 29 th with the theme underscoring lessons that the developed world needs to learn about social sustainability. Jason Morris is continuing his work to document case studies from commune projects to feed into the LPRV book. Objectives are to highlight achievements, draw lessons and reflect on potentials and possibilities for the role of universities in national poverty reduction. Field work was carried out in Thai Nguyen from 23-27 April. Proposed field trips: Vinh June 10-14, Hue June 17-21 and Dalat July 29-Aug. 2. Next fall, Jules LaMarre will come to Vietnam for a few weeks to continue his research on the Vietnamese microcredit model for capacity building in this field. ---------------------------------------------------------------------------------- 8. Ethnology Team: In May, there were three activities concerning the LPRV project: Dr. Bui Van Dao took part in the poverty reduction workshop organized by the Vietnam Netherlands Research Program in Danang (9-10/5/2002). A report was submitted to the CCPR and to Dang Anh Phuong. Ethnology Team members worked with Vince on 13/5 to confirm Year 5 plans for the group. The Ethnology Team conducted field work in Lam Dong province to survey the poverty situation of the minority communities. Results of the survey show that because the price of industrial tree products (coffee, etc.) has dropped and because of the drought, people became poorer in 2001. Before 2000 the poverty rate had gone down, but in 2001 it increased again. Therefore, in order

to achieve sustainability of poverty reduction for minority communities, we must help the people to diversify their activities. ------------------------------------------------------------------------------------ 9. Gender Team: Pilot testing of the gender and poverty reduction coursebook will be done in September in HCMC.
