Outline of EU Technical Assistance Committed to deliver 400m in the next 5 years as part of our development assistance. Contribution to the WTO TF Facility, 600,000 for 2015-17. Contribution of 10m to the World Bank Trade Facilitation Support Programme (TFSP). EuropeAid 2

Ongoing Support EU and MS largest world provider of aid, beyond our commitments (figures 2013): AfT: 11,7bn, including: TRA: 2,9bn, including: TF support : 146m 30% of EU Trade programmes are trade facilitating, that is include a TF component EuropeAid 3

Example 1 COMESA The 10th European Development Fund (EDF) allocated 619m between 2007 and 2013 to promote regional integration, including trade facilitation in the Eastern and Southern Africa- Indian Ocean region of which approximately 150m was allocated to COMESA. EuropeAid 9

Example 1 COMESA Regional Integration Support Programme (RISP) (2010-2016) 60m The RISP 3-funded Technical Cooperation facility (TCF) supports cooperation on the implementation of the COMESA Customs Union and various trade facilitation instruments. EuropeAid 10

Example 1 COMESA Regional Integration Support Mechanism (RISM) (2007-2019) 111.4m The programme contributes to the effective domestication and implementation of regional integration policies, regulations and programmes at the national level leading to an enabling environment for trade. EuropeAid 11

Example 1 COMESA 11 th European Development Fund (EDF) 2014-2020 Trade facilitation will be the main priority for cooperation with COMESA under the 11th EDF building notably on the WTO TFA needs and commitments in the COMESA region EuropeAid 12

Example 2 - EAC Trade Related Facility Being designed right now; to be implemented at national level Overall objective: increased competitiveness and access to regional and international markets for sustainable development Result Areas: 1) Support implementation of EAC CM & CU Protocols by the EAC Partner States; 2) Easier movement, release and clearance of goods through effective implementation of the WTO Trade Facilitation Agreement; 3) Enhanced capacity of the private sector to exploit new trade opportunities, through trade advocacy and trade promotion EuropeAid 13

Example 3: SADC Support to SADC Member States on Customs Modernisation and Trade Facilitation towards the SADC Customs Union 18m Duration: 2009-2014 EuropeAid 14

Example 3: SADC Objective: to support and achieve closer regional integration and harmonisation of Customs legislation and procedures, including improved transit flows, and to prepare for the smooth transition to the proposed SADC Customs Union. EuropeAid 15

Example 3: SADC 7 key result areas for intervention: 1.Establish a Legal and Institutional Framework for a SADC Customs Union; 2.Adopt a Common External Tariff for the region; 3.Establish a Wide Area Network for SADC Customs Administrations; 4.Establish a region-wide customs training network; 5.Establish and implement an effective Regional Transit Management System; 6.Establish a functioning framework of cooperative and collaborative mechanism at regional and national levels; 7.Develop Regional and National Strategies for Customs modernisation EuropeAid 16

Example 4: ZAMBIA Regional Integration Capacity Building Project Grant Amount: 2.66m Part of COMESA Regional Integration Support Mechanism programme ( 116m) Starting date: May 2015 EuropeAid 17

Example 4: ZAMBIA Objective: focus on key economic sectors including important trade facilitation reforms to improve border management in line with the WTO Trade Facilitation Agreement. EuropeAid 18

Example 5: Bosnia and Herzegovina Customs and Taxation Reform Project 18m Period: 2002-2005 EuropeAid 19

Example 5: Bosnia and Herzegovina Objective: Technical assistance ensuring further improvements in enforcement capacity and streamlining customs procedures; the modernisation of the Custom Services IT resource, including the Automated System for Customs Data (ASYCUDA) EuropeAid 20

Example 6: UGANDA Northern Corridor Road (NCR) Improvement Project Amount: 167m (EC contribution 122 m) Duration: 2009-2014 EuropeAid 21

Example 6: UGANDA Objective: to reduce transport costs and travel time on the Northern Corridor Route in Uganda. This will promote economic and social development and facilitate international and transit trade and thereby boost regional integration. The Northern Corridor links Burundi, DRC, Rwanda and Uganda as well as Southern Sudan to the Kenyan sea port of Mombasa. EuropeAid 22

Example 6: UGANDA Results: reduction of direct vehicle operating costs by 17% from 5.84 EUR/km to 4.82 EUR/km reduction of travel time by 25% lower the road maintenance costs and extension of lifetime to 20 years EuropeAid 23
