The Jefferson Davis Parish School Board met in regular session at 203 E. Plaquemine Street, Jennings, LA 70546, on Thursday, September 21, 2017 at 6:10 p.m., immediately following the 6:00 p.m. Public Hearing and Public Meeting to allow for public comments concerning the 2017 millage rates, with the following School Board members in attendance: President, Jason Bouley, Vice-President, Phillip Arceneaux, Members, Greg Bordelon, Charles Bruchhaus, Donald Dees, David Doise, Malon Dobson, Robert Menard, James Segura, Jody Singletary and David Troutman. Absent: David Capdeville. Vacant Seat - Deceased - David Buller. The meeting was opened by President Bouley, with an invocation by Elton High Senior, Abigail Gobert, followed by the Pledge of Allegiance to the U.S. flag led by Mr. Troutman. Motion by Mr. Menard, seconded by Mr. Dees and unanimously carried to approve the School Board minutes of the regular meeting of August 17, Motion by Mr. Bordelon, seconded by Mr. Doise and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed. RECOGNITION OR PRESENTATIONS: 1. Parish FFA students and teachers annual presentation. Motion by Mr. Bordelon, seconded by Mr. Bruchhaus to approve all parish FFA chapters to travel to Indianapolis, IN from 10/23/17 to 10/28/17 for the National FFA Convention. 2. Annual Parish 4-H presentation. FINANCE COMMITTEE RECOMMENDATIONS: The following motions were made by Mr. Phillip Arceneaux, Finance Committee Chairman, that the School Board: Grant permission to Jennings High to accept a $7,839.16 donation from the JHS Band Boosters. Funds to be used to defray costs of instruments, uniforms and other expenses. Motion seconded by Mr. Menard and unanimously carried. Grant permission to Welsh High to accept a $100.00 donation from Dave & Arlene Heinen. Funds to be used for needy fund which provides students with supplies, uniforms, etc. Motion seconded by Mr. Troutman and unanimously carried. Grant permission to Welsh High to accept a $200.00 donation from Welsh Rotary Club. Funds to be used for needy fund which provides students with supplies, uniforms, etc. Motion seconded by Mr. Troutman and unanimously carried.

Grant permission to Welsh-Roanoke Jr. High to purchase on state contract a new 2017 Exmark Radius 60" cut lawn mower from Hornsby Lawn and Equipment at a cost of $7,231.37, less a $500.00 trade for a cost of $6,731.37. Other quotes received from Hornsby Lawn & Equipment ($9,018.16) and Kenjabruch Ag & Equipment ($7,699.00). To be paid from CSD #1 Contingency Fund. Motion seconded by Mr. Troutman and unanimously carried. Grant permission to Lake Arthur High to accept a $500.00 donation from Penny Chaisson. Funds to be used to purchase graduation roses for graduation ceremony. Motion seconded by Mr. Dobson and unanimously carried. FOOD SERVICE COMMITTEE - REQUESTS FROM THE FOOD SERVICE COMMITTEE, MALON DOBSON, CHAIRMAN, THAT THE SCHOOL BOARD: Accept the recommendation of Superintendent Credeur, Food Nutrition Supervisor, Tina Coleman and Supervisor of Custodial Services, Brant Smith to start the bidding process to purchase an 8x 20 insulated, stainless steel lined, food grade refrigerated container (Reefer) to replace existing freezers at Food Services. Motion seconded by Mr. Doise and unanimously carried. The following committees had no reports to present: Insurance - David Doise, Chairman Building & Grounds - James Segura, Chairman Policy-Robert Menard, Chairman Transportation- Greg Bordelon, Chairman 16 th Section-Charles Bruchhaus, Chairman Ward II (Ad Hoc) - Phillip Arceneaux, Chairman Legislative Liaison - Donald Dees, Chairman The Sales Tax report was given by Amber Hymel, Tax Collector/Auditor. NEW BUSINESS: Motion by Mr. Dees, seconded by Mr. Dobson and unanimously carried to declare a vacancy of the School Board due to the passing of Mr. David Buller on September 6, Motion by Mr. Menard, seconded by Mr. Segura and unanimously carried to appoint Vickie Buller, spouse of David Buller to serve as the school Board Member from District 10, Precinct 18 until an election can be held to replace the deceased District 10 member. Motion by Mr. Singletary, seconded by Mr. Doise and unanimously carried that the board accepted nominations to fill the vacated seat of Mr. David Buller until an election can be held and adopt the following resolution.

RESOLUTION WHEREAS, a vacancy exists in the Jefferson Davis Parish School Board, District 10, Precinct 18 of Jefferson Davis Parish, Louisiana, due to the passing of David Buller, former School Board Member from District 10, Precinct 18; and WHEREAS, the unexpired term of said office exceeds one year; NOW THEREFORE BE IT RESOLVED, by the Jefferson Davis Parish School Board, Jennings, Louisiana, that it does hereby appoint VICKIE BULLER to serve as the School Board Member from District 10, Precinct 18 until an election can be held to replace the deceased District 10 member. PRESIDENT SUPERINTENDENT Motion by Mr. Menard, seconded by Mr. Troutman and unanimously carried that the board call a special election to fill the vacated seat of David Buller and adopt the following resolution. RESOLUTION WHEREAS, a vacancy exists in the office of the Jefferson Davis Parish School Board due to the passing of David Buller, former School Board Member from District 10, Precinct 18; and WHEREAS, the unexpired term of said office exceeds one year; NOW THEREFORE, and in accordance with the provisions of the election code of the State of Louisiana, be it hereby proclaimed by the Jefferson Davis Parish School Board that an election be held in District 10, Precinct 18 of Lacassine, Jefferson Davis Parish, Louisiana on Saturday, March 24, 2018 primary and April 28, 2018 general for the purpose of electing a School Board Member from said district for an unexpired term of office and all is in accordance with law; and BE IT FURTHER PROCLAIMED, that persons desiring to qualify as a candidate for said office shall do so beginning at 8:30 a.m. on Wednesday, January 3, 2018, and extending through Friday, January 5, 2018 at 5:00 p.m., in the office of Richard M. Arceneaux, Clerk of Court, Jefferson Davis Parish, Louisiana; and BE IT FURTHER PROCLAIMED, that this proclamation be published in the official journal of the Jefferson Davis Parish School Board, and that copies be mailed to the Clerk of Court, Jefferson Davis Parish, and to the Louisiana Secretary of State. Motion by Mr. Dees, seconded by Mr. Singletary and unanimously carried to adopt the following resolution adopting the adjusted millage rates for the tax year 2017: RESOLUTION NO. 1 BE IT RESOLVED, by the Jefferson Davis Parish School Board of the Parishes of Jefferson Davis and Allen, Louisiana, in a public meeting held on September 21, 2017, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2017, for the purpose of raising revenue: MILLAGES FOR 2017 Jefferson Davis Parish School Board Constitutional Tax 6.36 Special School Tax 10.57 School District # 1 Maintenance 10.85 Maintenance Special 5.81 School District # 2 Maintenance 10.07 School District # 3 Maintenance 14.98 Special Maintenance 3.53 School District # 5 Maintenance 4.02 School District # 8 Maintenance 8.66 Jefferson Davis Parish Allen Parish School District # 22 Maintenance 11.00 11.00 Consolidated School District # 1 Maintenance 10.69 BE IT FURTHER RESOLVED that the Assessors of the Parishes of Jefferson Davis and Allen, shall extend upon the assessment roll for the year 2017 the taxes herein levied, and the tax collectors of said Parishes shall collect and remit the same to said taxing authority in accordance with law.
