RESOLUTION RE: Extended Field Trip Approval: SADD Officers to Penn Yan, NY RESOLVED, that the Board of Education give permission for approximately six (6) Vestal SADD Club students to attend the Heart of NY Teen Leadership in Penn Yan, NY from November 16 through November 19, 2017. There is no cost to the district for this trip. 2. RESOLUTION RE: Declaration of Obsolete Equipment RESOLVED that the Board of Education, upon recommendation of the Director of Facilities & Operations and the Music Department Chairperson, declare the musical instruments listed on the attachments as obsolete and authorize the disposition of these items in accordance with Board Policy 5250. 3. RESOLUTION RE: Professional Services Agreements Doris Wilbur RESOLVED, that the President or Vice President of the Board of Education be authorized to sign a contract with Doris Wilbur to provide staff development services in accordance with terms outlined in the attached agreement, in an amount not to exceed $500, through June 30, 2018.

RESOLUTION RE: Management Appointment: Designated Educational Official (DEO) RESOLVED that the Board of Education appoint Thomas Comerford III as the Designated Educational Official (DEO) through June 30, 2018. 5. RESOLUTION RE: Appointment of Homeless Liaison RESOLVED that the Board of Education appoint Thomas Comerford III as the Homeless Liaison for the Vestal Central School District in accordance with the McKinney-Ventro Act and Every Student Succeeds Act (ESSA). 6. RESOLUTION RE: Tax Roll Correction WHEREAS, the property owners and Town Assessor have requested a correction for real property taxes, the Superintendent of Schools hereby recommends the APPROVAL of such correction for the property owners delineated below for the reasons outlined on the attached applications for correction. RESOLUTION RE: IDEA Flow-Through Funds Agreements s RESOLVED, that the President or Vice-President of the Board of Education of the Vestal Central School District as Local Education Agency (LEA) be authorized to sign agreements with the following organizations as an Approved Special Education Program Provider (ASEP) to provide services to special education students, in accordance with the Individuals With Disabilities Act (IDEA). RESOLUTION RE: Acknowledgment of Receipt, External Audit Report for 2016-17 RESOLVED, that the Board of Education acknowledges receipt of the External Audit Report for the fiscal year July 1, 2016 to June 30, 2017 as submitted by the district s auditing firm, Piaker and Lyons P.C. and as reviewed by the Audit Committee. 10. RESOLUTION RE: Extended Field Trip Approval-FBLA Students to Albany, NY RESOLVED, that the Board of Education give permission for approximately fifteen (15) Vestal FBLA Club students to attend the FBLA Fall Meeting in Albany, NY on October 27, 2017. The cost to the district for this trip is approximately $150.00. 11. RESOLUTION RE: 2018 Capital Improvement Project Special School District Meeting BE IT RESOLVED, by the Board of Education of the Vestal Central School District, Broome and Tioga Counties, New York, as follows: Section 1. A Special School District Meeting in and for the Vestal Central School District, Broome and Tioga Counties, New York, shall be held on December 12, 2017, (December 14, 2017 as the make-up date), at the polling places hereinafter described in the Notice of Special School District Meeting, and the polls shall be kept open for voting between the hours of 10:00 o'clock A.M. and 8:00 o'clock P.M., Prevailing Time, on said date. The proposition hereinafter set forth in said Notice of said Meeting shall be submitted thereat. Section 2. Voting at said Meeting shall be conducted by the use of paper ballots. 2

Section 3. The Clerk of said School District is hereby authorized and directed to cause a Notice of said Meeting in substantially the form attached hereto as Exhibit A and hereby incorporated herein by reference to be published in the Press & Sun Bulletin and the Vestal Town Crier, being two newspapers having a general circulation in said School District, such publications to be made so that such notice shall appear in each said newspaper four times within the seven weeks next preceding such said Meeting, the first publication to be at least forty-five days (but, preferably, not more than forty-nine days) before said Meeting, and to give such other notice as may be deemed desirable. Section 4. The School District Clerk is hereby authorized to amend the Notice of said Special School District Meeting from time to time as, in his or her discretion, such amendment may be required or desirable. Section 5. To the extent required by law, the Board of Education shall appoint election personnel to conduct said Special School District Meeting pursuant to a separate resolution of this Board of Education. Section 6. This resolution shall take effect immediately. EXHIBIT A LEGAL NOTICE NOTICE OF SPECIAL SCHOOL DISTRICT MEETING ADDITIONAL PERSONAL REGISTRATION, AND AVAILABILITY OF ABSENTEE BALLOTS Vestal Central School District Broome and Tioga Counties, New York PLEASE TAKE NOTICE that a Special School District Meeting of the Vestal Central School District, Broome and Tioga Counties, New York, will be held on December 12, 2017 (the Meeting Date ), at the polling locations hereinafter provided, in Vestal and Apalachin, New York, at which the polls will be kept open between the hours of 10:00 o'clock A.M. and 8:00 o'clock P.M., Prevailing Time, for the purpose of voting by paper ballots upon the following bond proposition: BOND PROPOSITION Shall the following resolution be adopted, to-wit: RESOLVED, that the Board of Education of the Vestal Central School District, Broome and Tioga Counties, New York approve the 2018 Capital Improvement Project to reconstruct various School District facilities, buildings, and playgrounds, including site improvements, original furnishings, equipment, machinery, apparatus, appurtenances, related demolition of existing facilities and other incidental improvements and expenses in connection therewith, at a maximum estimated cost of $34,760,000 and that $4,000,000 Capital Reserve Fund monies and $4,675,000 other monies of the School District shall be used to pay a portion thereof, and that the remaining $26,085,000 or so much thereof as may be necessary shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law, and in anticipation of such tax, obligations of said School District shall be issued. SEQRA DETERMINATION: The improvements described in the proposition each have been determined to be an Unlisted Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act ( SEQRA ), and it has been determined that the implementation of same as proposed will not result in any significant adverse environmental impacts. SEQRA compliance materials are available at the Office of the School District Clerk where they may be examined during regular business hours. ABSENTEE BALLOTS: NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots for the Special School District Meeting, in accordance with Section 2018-b of the Education Law, may be applied for at the office of the School District Clerk. Any such application must be received by the School District Clerk at least seven days before the date of the aforesaid Special School District Meeting if the ballot is to be mailed to the voter, or the day before such Special School District Meeting if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee voter s ballots shall have been issued shall be available for public inspection in the office of the School District Clerk not less than five days prior to the date of the Special School District Meeting (excluding Saturdays and Sundays) during regular office hours which are between the hours of 8:00 A.M. and 4:00 P.M. until the date of the aforesaid Special School District Meeting. Absentee ballots must be received by 5:00 P.M. on date of vote in the office of the School District Clerk. A list of all persons to whom absentee ballots have been issued shall be 3

maintained in the Office of the District Clerk and made available for public inspection during regular office hours until the day of the Special School District Meeting. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reason for such challenge. The written challenge shall be transmitted by the School District Clerk to the election inspectors on the day of the Special School District Meeting. In addition, any qualified voter may challenge the acceptance of the absentee voter s ballot of any person on such list by making his/her reasons known to the election inspector before the close of the polls. QUALIFIED VOTERS: FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote at said Special School District Meeting. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) resident within the School District for a period of thirty (30) days next preceding the Special School District Meeting and not otherwise prohibited from voting (i.e. mentally incompetent or convicted felon). ADDITIONAL PERSONAL REGISTRATION: NOTICE IS HEREBY ALSO GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required for said Special School District Meeting and no person shall be entitled to vote thereafter whose name does not appear upon the register of the School District or on the permanent personal registration lists of the Counties of Broome or Tioga. Persons otherwise qualified to vote, who have been previously registered for School District voting, need not personally register to vote for this Special Meeting. Persons who have registered to vote in town, county, or national elections pursuant to Section 352 of the Election Law need not personally register to vote for this Special Meeting. Any person eighteen years of age or over, and a citizen of the United States, and a resident of the District for thirty (30) days next preceding the day for voting is entitled to register and vote. Voters may register with the School District Clerk, located at 201 Main Street, Vestal, New York between the hours of 8:00 A.M. to 4:00 P.M. on days that the School District is open. Such registration shall not take place less than five days preceding the date of the Special School District Meeting. Contact the School District Clerk for further information. The Register of the School District so prepared and the permanent personal registration lists for the Counties of Broome and Tioga will be filed in the office of the School District Clerk, located in the Administration Building, Vestal, New York, where the same will be open for inspection by any qualified voter of the District, between the hours of 8:00 A.M. to 4:00 P.M. on December 11, 2017.
