International Conference on Cross-border Paperless Trade: Single Window in the Context of New Technological Wave Rapid development of Industry 4.0 technologies has ignited digital transformation of a number of economies and has facilitated transition to so-called Digital economy. Trade as one of primary branches of economy also has undergone essential transformations. Efforts of many Governments of the world have been directed to giving dynamics to these transformations and creating a framework of regulation to ensure competitiveness in the digital world where borders exist only in principle. However, while it is possible to settle trade according to standards of national legislation if only at national level, approaches for international trade implementation and regulation demand joint efforts of the states. The conference intends to be a platform for constructive dialogue among countries in the region to advance modern technologies, practices, international standards and recommendations, and also elaborating recommendations on development of legal, organizational and technical bases of crossborder paperless trade and Single Window mechanism. Single Window mechanism is well recognized as a tool for trade facilitation. Efficient functioning of Single Window mechanism is an important element of overall operation of international trade. Development of Single window mechanism should not be confined to international standards and recommendations, which do not consider current breakthrough technologies in the sphere of analysis and data management: Internet of things, artificial intelligence etc. Discussion on prospects and opportunities to be provided by technological development for transformation of international trade would be highly relevant. The purpose of the conference is to discuss a wide range of issues associated with development of Single Window mechanism in foreign economic activity and prospects of legally enabling cross-border data exchange, including through provision of interaction of Single Window mechanism. The ideology of the reference model of a national Single Window mechanism, existing international agreements, recommendations and standards, and experience of Single Window mechanism development in Asia and the Pacific will be presented in the conference. The conference is planned to discuss also possible pilot projects aimed at ensuring cross-border data exchange and cooperation between national Single Window mechanisms. The relevance of the conference is also confirmed by the fact that one of latest UN/CEFACT recommendations, No. 36, is entirely devoted to issues of interoperability of Single Window mechanism, i.e. ability of the mechanism to carry out information interaction with other Single Window mechanisms. The conference will be opened by the plenary high-level discussion on the theme: «Challenges and prospects of the new technological way for development of international trade and the Single Window mechanism». The conference will host a number of thematic debates on the following topics: 1. Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific - driver for the trade facilitation in the region. 2. The reference model for the national «Single window» mechanism: development of crossborder paperless trade and prospects for the «Single Window» implementation in the Eurasian Economic Union. 3. Best regional practices of the «Single window» implementation and the experience of the «Single Windows» Interoperability
4. The prospect of using the technology of the blockchain, cloud computing, Internet of Things, smart contracts, «pipeline» data, etc. in international trade and «Single window» mechanisms. 5. The legal framework for paperless trade at the national and international levels; barriers and the ways to overcome them. 6. Technological and technical basis for the electronic legally enabling data exchange when implementing a single window, the semantic issues of interoperability and ways for overcoming them. 7. Pilot projects: practical steps towards cross-border electronic data exchange. The results of the discussions will be considered in the form of the recommendations for the preparation of annual detailed plans of actions on realization of the main directions of the «Single window» mechanisms development.
